This dissertation provides interdisciplinary insights into the role of client's internal collaborative experience in managing communication during a complex outsourced project, building a quality client-vendor relationship and ultimately achieving success in the project. Each of the three studies in this dissertation identifies a gap in existing scholarship and proposes an interdisciplinary research agenda.

The purpose of this dissertation is to examine information systems-enabled interorganizational collaborations called public safety networks – their proliferation, information systems architecture, and technology evolution. These networks face immense pressures from member organizations, external stakeholders, and environmental contingencies. This dissertation investigates the role of three effects on these networks - the effect of peers in network proliferation, the effect of environmental and organizational complexity on their information systems, and the effect of legacy systems on capability scale and scope. This Note elaborates on the introduction of a new legal structure for organizations known as the “hybrid entity.” A hybrid encompasses aspects of both the for-profit model, to generate revenue; as well as the nonprofit model, to distribute funds to a community in need. Integrated Geophysical Investigation Of Karst Features – Inner Bluegrass Region Of Kentucky, Jamin C. Frommel

Theses and Dissertations--Earth and Environmental Sciences

High-resolution electrical-resistivity, seismic-refraction, and seismic-reflection surveys were performed at three locations in the Inner Bluegrass Region of Kentucky along coincident survey lines in order to correlate results and determine which method is most effective at locating karst features in this area. The first two survey locations at Slack’s Cave and the Kentucky Horse Park were chosen in order to investigate known karst features. High and low electrical-resistivity anomalies were correlated to air- and water-filled karst voids, respectively. Seismic velocity anomalies, including parabolic time suppressions, amplitude terminations, and surface-wave backscatters, were also observed and correlated to these karst voids. These findings …

Fiscal Federalism And Spatial Interactions Among Governments, Longjin Chen

This dissertation examines multiple state and local expenditure categories in the United States to expand understanding of fiscal federalism and spatial interactions among governments. First, the author investigates the relationship between police expenditures and crime rates from a spatial perspective. Both police expenditures and crime rates in one state are found to exhibit a similar pattern to that in neighboring states. Spatial correlation is also detected between police expenditures and crime rates. As police of neighbors in fact deter crime at home, there are positive externalities present among the states. Because habeas petitioners seek a court order for liberty rather than compensation, judges have a duty to decide habeas petitions promptly. But increasingly, the federal courts have fallen behind on their heavy habeas dockets, and many petitions-some of which are meritorious-remain undecided for years. First, this Article makes the normative and historical argument that speed must be, and always has been, central to the function of habeas. A primary goal of the Native American Graves Protection and Repatriation Act (NAGPRA) is to correct the human rights violations committed against Native Americans from centuries of grave looting, stealing, and improper sales of cultural items. In the twenty-two years since NAGPRA's passage, the human rights foundation of the Act has been overshadowed by struggles regarding interpretation and implementation. The museums and Native American tribes of Colorado have not lost sight of NAGPRA's human rights foundation, however. This thesis explores the impacts of implementing the Basel Accords on the stability of the banking sector and greater economy, and will particularly focus on Basel II. This study contrasts three Latin American governments that have implemented the Basel Accords. Because Chile's and Brazil's banking sectors have been more successful in implementing the Basel Accords, they will be used as model cases to provide the context to analyze Argentina’s banking sector. Trap Efficiency Of A Silted Prairie Reservoir: Rapidan Reservoir, Blue Earth County, Minnesota, Katherine Brosch Rassmussen

Rapidan Dam and Reservoir are located along the Blue Earth River south of Mankato, Minnesota. The dam was constructed in 1911 as a source of hydroelectric power to supplement the surroundings communities. Currently, the reservoir is heavily silted and provides little hydroelectric benefit while proving costly to maintain. This study (1) defines the sedimentary, geomorphic, stream flow and suspended load characteristics of the reservoir for 2008-2009 and (2) compares these parameters with those available from 1985 (23 years prior). This Article contributes to an emerging theoretical debate over the legitimate scope of public health law by linking it to a particular doctrinal debate in public nuisance law. State and local governments have been largely stymied in their efforts to use public nuisance litigation against harmful industries to vindicate collectively-held, common law rights to non-interference with public health and safety. Could Specialized Criminal Courts Help Contain The Crises Of Overcriminalization And Overincarceration?, Allegra M. Mcleod

In contrast to the existing scholarly commentary on specialized criminal courts, which is largely trapped in the mode of advocacy—alternately celebratory or disparaging, and insufficiently attentive to the remarkable variation between different specialized criminal courts—this article introduces an analytic framework and critical theoretical account of four contending criminal law reformist models at work in specialized criminal courts. These four criminal law reformist models include:

(1) a therapeutic jurisprudence model,

(2) a judicial monitoring model,

(3) an order maintenance model, and

(4) a decarceration model.

Our report, "The Latino Community in Multnomah County: An Unsettling Profile" uncovers an array of racial inequities across the systems of income, employment, education, juvenile justice, corrections, child welfare, philanthropic giving, housing, immigration, research practices (particularly population measurement), wealth, health, health insurance coverage, racial harassment, public service and voter registration. While a growing scientific consensus recognizes that anthropogenic greenhouse gas emissions are contributing to the global phenomenon known as climate change, little progress has been made to pass comprehensive legislation addressing climate change. Many concerned with the effects of climate change have turned to the American court system as a means of addressing climate change or reducing greenhouse gases. Similar to the early litigation history of many environmental cases, climate change litigation has thus far been unsuccessful in holding major greenhouse gas emitters liable for the impacts of climate change. As school district revenues are reduced by state allocating agencies, local school district administrators and school boards frequently evaluate alternative sources of possible revenue. One emerging source of revenue that many school districts explore is a local education foundation. Local education foundations are 501(c)(3) nonprofit organizations that are affiliated with their local public school district.
