Hacking For Lulzi: Employing Expert Hackers To Combat Cyber Terrorism, Swathi Padmanabhan Jan 2012

Hacking For Lulzi: Employing Expert Hackers To Combat Cyber Terrorism, Swathi Padmanabhan

Vanderbilt Journal of Entertainment & Technology Law

Because hacking collectives Anonymous and LulzSec have routinely breached supposedly secure computer networks--including Visa, MasterCard, and the Central Intelligence Agency--the threat of cyber terrorism has become more prominent. Many US industries and companies depend on online communication and information storage. If terrorists compromise these capabilities, they could cripple the US economy and perhaps even cause widespread fatalities. Members of Anonymous and LulzSec lack the necessary intent to be prosecuted as cyber terrorists because they hack not to cause fear, but rather to create laughter. Their method of posting all necessary instructions and information regarding intended targets on online message boards …

Foundations Of Federal Housing Policy, David J. Reiss Jan 2012

Foundations Of Federal Housing Policy, David J. Reiss

Cornell Law Faculty Publications

Federal housing policy is heavily funded and made up of a morass of programs. This book chapter provides a taxonomy of goals for housing policy. The chapter first asks what the aim of housing policy is. In other words, what can a well-designed and executed housing policy achieve? The answer to this question is not at all clear-cut. Some argue that the aim of housing policy is to allow all Americans to live in safe, well-maintained and affordable housing. Others argue for a more modest aim – achieving an income transfer to low- and moderate-income families that mandates that the …

Experimental And Numerical Analysis Of Nano-Enhanced Polymer Coated Steel Plates Subjected To Ballistic Loading, Miles Coleman Fowler Jan 2012

Experimental And Numerical Analysis Of Nano-Enhanced Polymer Coated Steel Plates Subjected To Ballistic Loading, Miles Coleman Fowler

Electronic Theses and Dissertations

The following is a summary of research for a portion of the project titled Nano-Enhanced and Bio-Inspired Composite Materials for Mitigation and Protection of TIH Railcars and Stationary Tanks Against High Power Impact. This research investigated several nano-enhanced polymers for their suitability in high-speed impact protection applications. The polymers were tested mechanically to find ideal nano-particle additive percentages then coated onto steel substrates. These coated substrates were impacted using 0.50-caliber projectiles in order to find the ballistic limit (V50) for each combination. Computer modeling in ANSYS AUTODYN was undertaken to calculate a numerical ballistic limit for each plate configuration. The …

A Qualitative Study Of Recovery-Oriented Services In Inpatient Forensic Settings, Deanna Pecora Mellie Jan 2012

A Qualitative Study Of Recovery-Oriented Services In Inpatient Forensic Settings, Deanna Pecora Mellie

PCOM Psychology Dissertations

Recovery principles are currently guiding the transformation of mental health practice and policy in the United States (Anthony, 2000; Davidson et al., 2005; Davidson et al., 2006; Ralph & Corrigan, 2007). Although principles of recovery have become the focus of mental health care reform, they have just begun to enter the forensic system (Hillbrand & Young, 2008). This is important because the forensic state hospital population has experienced a significant growth, reportedly approximating 50 % of all beds in given states, while the general civil state hospital population continues to decline (Salzer et al., 2006). Furthermore, Hillbrand and Young (2008) …

Outpost Years For A Start-Up Agency: The Ftc From 1921-1925, William E. Kovacic, Marc Winerman

GW Law Faculty Publications & Other Works

The challenges and questions surrounding the design of a competition system are part of an identifiable life cycle that characterizes the development of a competition agency. The core challenges are to set priorities and execute them, but there are various potential obstacles. This article looks at the FTC’s experiences in its first decade, a period bringing extraordinary technological dynamism that reshaped the U.S. economy and transitions in political leadership, to shed light on how a new or reformed agency might go about facing predictable problems in its first years and to suggest how these agencies can improve their effectiveness.

A Look At Jail-Based Reentry Programs, Mindy Weller Jan 2012

A Look At Jail-Based Reentry Programs, Mindy Weller

Electronic Theses and Dissertations

Over the years correctional-based reentry programs have gained the attention of academics and government officials alike. Academic research has focused primarily on programs implemented in prisons and juvenile facilities. Reentry programs operating out of jails have been vastly under represented amongst these studies. This research study works towards closing this gap by examining jail-based reentry programs by observing the influences of age, race, gender, level of offence (misdemeanor/felony), and program completion on recidivism. Findings were measured for both those who participated but did not complete the programs and those who successfully completed the programs. Data from three jail-based reentry programs …

Rescoring The Montana Risk Assessment Instrument: A Comparison Of Methods, Patrick David Mckay Jan 2012

Rescoring The Montana Risk Assessment Instrument: A Comparison Of Methods, Patrick David Mckay

Graduate Student Theses, Dissertations, & Professional Papers

The purpose of this research is to examine alternate ways to add meaningful weights to the risk factors on the Montana Risk Assessment Instrument (RAI). An evaluation is made which compares the predictive accuracy of a revised scoring system compared to the one that is currently in use. The data for this analysis is taken from 299 Montana juveniles who were administered the RAI after an offense, between January 01, 2009 to December 31, 2010. The results are based on a Burgess model, a linear probability model, and a logistic regression model. The findings suggest that all three models increased …

Religion And The Evolution Of Democracy: A Revised Selectorate Model For The Arab Spring, Amir K. Bagherpour

CGU Theses & Dissertations

2011 was a seminal year in the history of the Middle East and North Africa (MENA). Popularly referred to as the Arab Spring, the region has experienced a wave of revolutions and instability. It can be classified in three broad categories within 2011: Uprisings that have resulted in the overthrow of standing regimes, uprisings that have failed to overthrow standing regimes, and states that have not experienced popular revolts. In the first category Libya, Egypt, Yemen, and Tunisia have all experienced uprisings resulting in the respective departure of Muamar Gaddafi, Hosni Mubarak, Ali Abdullah Saleh, and Zine Al Abidine Ben …

Unconstitutionally Crowded: Brown V. Plata And How The Supreme Court Pushed Back To Keep Prison Reform Litigation Alive, Alicia Bower

Loyola of Los Angeles Law Review

In its May 2011 Brown v. Plata decision, the U.S. Supreme Court upheld a remedial order that required the potential release of a shockingly large number of California prison inmates. The Court found that, because of overcrowding in its prisons, California had failed to provide adequate health care to its prisoners—a failure that constituted a systemwide violation of the Eighth Amendment’s Cruel and Unusual Punishments Clause. In order to reach its ultimate result, however, the Court had to confront the Prison Litigation Reform Act (PLRA), a statute that Congress had enacted to combat precisely the type of prison reform litigation …

An Evidence Based Evaluation Of The Effectiveness Of Continuous In-Service Police Pursuit Training In Minnesota, David Seyfried Jan 2012

An Evidence Based Evaluation Of The Effectiveness Of Continuous In-Service Police Pursuit Training In Minnesota, David Seyfried

Theses and Dissertations

Minnesota passed a law in 1999 requiring continuous in-service training in police pursuits for all licensed peace officers in the state. The purpose of this study is to conduct an evidence based program evaluation of the effectiveness of this law. This study examines the literature and presents the findings of previous research on police pursuits, including a discussion of the implementation of police pursuit policies and the usual approach taken by most police agencies to address police pursuits. The history of events that led Minnesota to take a unique approach to the problem by adopting this specific law is described. …

The Human And Environmental Impact Of The Radium Dial-Painting Industry, Ian Stewart Jan 2012

The Human And Environmental Impact Of The Radium Dial-Painting Industry, Ian Stewart

Honors Capstones

The discovery and use of radium paint as a means to illuminate household products introduced this carcinogen into American industry in the early 20th century. This paper examines the human and environmental impact of the radium dial-painting industry on Ottawa, Illinois from its introduction in 1920 to 2007. My research shows that the negative effects of radium exposure were not limited to the people who directly handled radium paint. Lack of proper accountability and insufficient cleanup procedures led to the widespread radioactive contamination of Ottawa. Though the USEP A conducted decontamination efforts in the 1990s, radiation was not fully removed …

Successful It-Intensive Interorganizational Relationships: The Role Of Governance, Dax D. Jacobson Jan 2012

Successful It-Intensive Interorganizational Relationships: The Role Of Governance, Dax D. Jacobson

2012

The purpose of this dissertation is to understand the role of governance in successful information technology-intensive interorganizational relationships (IT-IORs). The importance of IT in IT-IORs means that in addition to the challenges associated with managing organizational relationships there are also challenges that come with IT that crosses organizational boundaries. This dissertation explores these challenges and the relationship between technology and governance in three essays. Governance is broadly defined as organizational design—the structure and formal and informal coordination mechanisms that are used for achieving direction, control and coordination. Central to each essay is the concept of "fit"—from its roots in contingency …
