Predicting Risk To Reoffend: Establishing The Validity Of The Postive Achievement Change Tool, Julie H. Martin

Electronic Theses and Dissertations

Over the years, the predictive validity of risk assessments has improved through the inclusion of actuarial assessment and dynamic risk factors. The predictive validity of certain assessments, such as the Youth Level of Service/Case Management Inventory (YLS/CMI), has been well established through numerous replication studies on different subgroups of the population. The validity of other instruments, such as the Positive Achievement Change Tool (PACT), is in its infancy having only …

Developing Public Value Metrics For Returns To Government Ict Investments, Anthony M. Cresswell, Djoko Sigit Sayogo

Center for Technology in Government

This report presents a new approach to assessing public value returns as part of an overall return on investment analysis for government information and communication technologies (ICT). The approach addresses one basic question about public value assessment: What constitutes good evidence of public value impacts? The answers provided here are intended to augment the return on investment analysis methods found in the E-Gov Economics Model: Real Impact for Better Government, developed by Microsoft. However, the approach here has potential uses beyond connection with that Model, and can be more generally useful in the assessment of public value returns to government …

Judicial Engagement, Written Constitutions, And The Value Of Preservation: The Case Of Individual Rights, Elizabeth Price Foley Jan 2012

Judicial Engagement, Written Constitutions, And The Value Of Preservation: The Case Of Individual Rights, Elizabeth Price Foley

Faculty Publications

When judges alter a written constitution because its original meaning is no longer convenient, useful or modern, they engage in judicial activism. They are actively seeking to modify the written social compact to suit their own, or their perception of society’s, current preferences. Judicial activism is a usurpation of the proper judicial role, and it undermines the proper role of We the People. Only the People may amend the written constitution when a sufficiently large number (i.e., a supermajority) believes strongly enough that a formal, written modification of the social charter is necessary. Judicial engagement refers to the need for …

"The Gaza military operations were, according to the Israeli Government, thoroughly and extensively planned. While the Israeli Government has sought to portray its operations as essentially a response to rocket attacks in the exercise of its right to self-defence, the Mission considers the plan to have been directed, at least in part, at a different target: the people of Gaza as a whole." "While the investigations published by the Israeli military and recognized in the U.N. committee's report have established the validity of some incidents that we investigated in cases involving individual soldiers, they also indicate that civilians were not …
