Appraising The Uniform: Stress, Predisposition, And Trust In Police Among Latin American And U.S. Latino Populations, Maren J. Mainx

Public trust in police is central to regime legitimacy, yet reforms intended to build trust produce inconsistent results, and communities facing comparable conditions can respond differently to similar policing. This dissertation accounts for that variation by examining how stress shapes citizens’ responses to police visual cues. It proposes a framework in which citizens interpret these cues through their general trust in police—trust that weighs more heavily under stress. This framework is examined through a multi-method design spanning the Americas. The COVID-19 pandemic created unprecedented challenges for human services agencies, disrupting the interdependent systems of volunteer engagement and donor support essential to nonprofit sustainability. This study integrates insights from literature, theory, and empirical analysis to examine how nonprofit organizations adapted their volunteer and donor management strategies during this prolonged crisis. Drawing on Contingency Theory and Resource Dependence Theory (RDT), the research explores how organizational structures and strategies evolved in response to shifting environmental conditions, health mandates, and resource constraints. As school shootings remain a persistent threat to PK-12 education, this quantitative survey study examines the preparedness levels and beliefs of 75 out of 277 Iowa superintendents regarding active shooter events. In the wake of the 2024 tragedy in Perry, Iowa, results indicate a near-universal recognition of risk (97.3%), prompting a shift toward "muscle memory" training and the adoption of the Standard Response Protocol (SRP) to ensure a common language during a crisis. The data reveals a significant move away from high-intensity simulations in favor of trauma-informed tabletop exercises, alongside a definitive rejection of arming educators (0%) due to insurance …

Large language models (LLMs) increasingly face complex real-world tasks requiring complex reasoning over heterogeneous inputs, including text, numbers, and structured data. This dissertation first investigates the capability boundaries of LLMs under such scenarios. Through the MeetingBank and SportsMetrics benchmarks, we show that while LLMs exhibit linguistic fluency, they struggle with factual accuracy, information density, and quantitative cross-referencing in meeting summarization and sports analysis. Using DecipherPref, a pair-wise evaluation framework grounded in the Bradley-Terry-Luce model, we further probe LLMs' inherent preferences for information-rich and lengthy inputs, and we identify critical deficiencies in financial decision-making through DeFine, where models lack precise insight …

How does this broader sense of Barnette’s proscription of government from imposing “what shall be orthodox” implicate governmental restrictions on reproductive autonomy? Battles over reproductive freedom centrally implicate objections that government is unconstitutionally imposing a gender orthodoxy. Arguments for a right of personal autonomy embodying an antitotalitarian principle of liberty are arguments for a right to resist governmental imposition of an orthodoxy— for example, an idea about the natural or traditional role of women as mothers together with a view about how best to respect the sanctity of life. This thesis provides an aggregate assessment of arson and explosives incidents reported by the Bureau of Alcohol, Firearms, and Tobacco, from 2014 to 2024. This thesis is written to highlight trends, investigative outcomes, and evolving patterns of criminal activity. Analysis of the data reveals notable shifts in incident frequencies, data distributions, and case resolution rates. This suggests both emerging technologies and changing operational dynamics that have affected long-term trends in arson and explosive incidents. Race and Racism in Canada's Immigration Detention System is the first comprehensive, independent study to examine race and racism in Canada's immigration detention system. Grounded in rigorous legal analysis and qualitative research, the study draws on interviews with 50 participants, including people with lived experience of immigration detention, as well as lawyers, paralegals, and service providers who work in immigration detention. The research was guided by an advisory board of people with lived-experience in immigration detention and co-led by a collaborative research team.

This dissertation revisits the rise and fall of Standard Oil between 1859 and 1911 through the lens of petroleum’s materiality and the fire hazards it posed. Moving beyond traditional narratives that focus on the company’s corporate strategy, this study argues that the volatility of petroleum and the global consumer experience of its environmental risks were central to shaping the company’s trajectory. The research highlights how Standard Oil struggled to control the flammable nature of kerosene—the primary petroleum product used for illumination at the time—before aligning with Great Britain’s advanced inspection technologies and regulatory frameworks. Consent searches—police searches conducted with an individual’s permission—constitute the majority of warrantless searches in the United States. Although these encounters are legally described as voluntary, scholars have long questioned whether civilians truly feel free to refuse an officer’s request to conduct a search. The present study examined how race and ethnicity and citizenship status influence civilians’ consent decisions and perceived freedom to deny consent in a hypothetical police encounter. A community sample of 191 adults from New York State read a vignette in which a police officer requested to search their backpack. Then, participants reported their ideal and anticipated consent …

As many jurisdictions across the United States seek to reduce their prison populations, a pressing question is whether the public will support the reforms necessary to do so. Public openness to reform likely varies across policy areas, with the path of least public resistance occurring where attitudes are the most malleable and loosely held. A major challenge, however, is that traditional methods for measuring public opinion are poorly suited to identifying which policy areas are characterized by such weakly held views.

Occupation-based career and technical education (CTE) teachers bring industry expertise to secondary classrooms but often begin teaching without traditional pedagogical preparation or familiarity with public school systems. In Kentucky’s New Teacher Institute (NTI), academic program consultants (APCs) provide program-area support to strengthen induction. Using the framework of self-efficacy and guided by Ivankova’s mixed methods action research (MMAR) framework, this study examined how occupation-based CTE teachers perceived APC engagement during induction and how APC-created asynchronous supports were experienced.

This article uses the Santa Clara County Reentry Resource Center (RRC) as a case study to explore the cultural content of penal reform. Specifically, we explore the discourses that officials use to publicly justify projects of penal-welfare hybridization, or the linking of state systems of punishment and welfare to manage criminalized populations. Our qualitative analysis draws on a dataset consisting of county planning documents, budgets, videos, press releases, and newsletters published online between 2011 and 2023. By examining these materials over time, we are able to chart patterns of consistency and variation in how officials justify hybridization. We find that …

Numerics is a free and open-source numerical computing library for .NET, developed by the U.S. Army Corps of Engineers Risk Management Center (USACE-RMC). The library provides 43 univariate probability distributions with L-moment and maximum likelihood parameter estimation, eight Markov Chain Monte Carlo (MCMC) samplers for Bayesian inference, bootstrap uncertainty quantification, bivariate copulas, optimization algorithms, and numerical methods for integration, differentiation, root finding, and linear algebra. Numerics targets engineers, scientists, and analysts working in infrastructure risk assessment, flood frequency analysis, and Monte Carlo simulation within .NET-based enterprise systems. Background: Helmet use significantly reduces the risk of traumatic brain injury among cyclists; however, the influence of alcohol use on helmet-wearing adherence remains understudied in large national data sets. The goal of this study was to investigate the relationship between alcohol use and helmet use in injured cyclists.

Methods: This study is a retrospective cross-sectional analysis of 155 766 cyclists with traumatic injuries from the National Trauma Data Bank spanning 8 years (2017-2023). Cyclists were categorized by blood alcohol concentration (BAC) as follows: not screened, sober (BAC < 0.02), impaired (BAC 0.02-0.08), intoxicated (BAC ≥0.08), and multidrug intoxicated (BAC ≥0.08 plus ≥1 positive drug screen). The primary outcome was helmet usage. Secondary outcomes included mortality, hospital and intensive care unit length of stay, Injury Severity Score, and adverse events. Comorbid substance use disorders were considered as covariates.

This Article reconceptualizes preventive justice—the public safety paradigm that seeks to prevent harm before it occurs. Scholars have long documented how cities have advanced this paradigm through largely punitive measures, notably variants of broken windows policing, which posit that aggressive misdemeanor enforcement deters more serious crime. Yet in the aftermath of the 2020 George Floyd protests, and as underscored recently in City of Grants Pass v. Johnson, these measures have faced a legitimacy crisis—prompting calls for nonpunitive responses to nonviolent incidents.

This thesis examines the way the American capitalist state transformed during Donald Trump’s first presidential term (2017-2021), especially focusing on neoliberal policy and the framework of the crimes of the powerful. This thesis aims to answer the question of how neoliberalism transformed the state under Donald Trump. Drawing on Nicos Poulantzas’ theory of authoritarian statism and Frank Pearce’s conception of crimes of the powerful, this thesis examines how the state becomes more authoritarian to protect capital accumulation and the capitalist class. Consecutive years of devastating home losses to wildfire indicate the need for home fuel reduction and construction improvements. Existing research correlates house survival with modifications to the home ignition zone (HIZ) and is required in high fire hazard areas of California (CA). Mitigations, designed to disrupt continuous fuel patterns, (e.g., separating surface and canopy fuels), can also introduce ecological changes that can alter overall code compliance. Previous compliance studies used respondent and agency-generated data, which may lack accuracy. Career and Technical Education (CTE) has become an increasingly important component of Kentucky’s educational accountability system and workforce development initiatives. Despite expanded emphasis on career readiness and technical skill attainment, limited research has examined long-term trends in CTE readiness across Kentucky public high schools. The purpose of this quantitative, non-experimental, longitudinal study was to examine trends in CTE readiness indicators from 2011 through 2025. In December 2019, the Georgia Office of the Attorney General released an Opinion stating that the City of Canton Code of Ordinances, Chapter 18, Article XIV restricting the sale of pets by retail pet shops was in direct conflict with the Georgia Animal Protection Act and therefore preempted under the Georgia Constitution’s Uniformity Clause.

This Note seeks reconsideration of the Attorney General’s Opinion and argues that despite the Attorney General’s Opinion, local ordinances restricting the kinds of animals available at pet shops should remain a legally viable way for local governments to reduce the retail sale of cats and dogs.

The most important and challenging tasks in an intelligent traffic monitoring system are vehicle detection and classification. Conventional approaches are significantly computationally intensive and create limitations when the data-collecting modality alters. This study evaluates the effectiveness of deep learning models in extracting and classifying key vehicle attributes, such as license plates, models, and colors, through four AI-driven components for vehicle analysis. The YOLOv8m model was used for detecting the vehicle license plate and character recognition, achieving accuracy ranging from 95.10% to 99.24%. For vehicle model recognition, the Xception model also showed high performance with a precision of 96.79%. The EfficientNetB3 …

In early 2023, Indonesia promulgated the National Criminal Code, which will be effectively enforceable in 2026. The promulgation is considered a historical milestone in the development of Indonesia’s criminal law that has strategic consequences for the criminal justice system in Indonesia. This new code repeals criminal provisions from 29 different acts, including the Electronic Information and Transactions Act (EIT Act). Policymakers inserted and developed new concepts into the new code, one of which is the concept of cybercrime.
