A Cpted Bibliography: Publications Related To Urban Space, Planning, Architecture, And Crime Prevention Through Environmental Design, 1975-2010, Sean E. Michael, Gregory Saville, Joel W. Warren
Landscape Architecture and Environmental Planning Faculty Publications
This compendium is the result of two different bibliographies. The first was completed by Sean Michael, Professor and Department Head of the Department of Landscape Architecture and Environmental Planing at Utah State University. The second was completed by Gregory Saville, urban planner and Principal of AlterNation Consulting, started during graduate work at the Faculty of Environmental Studies at York University. Consolidation and expansion of the two works was overseen by Joel Warren, during his Masters of Landscape Architecture at Utah State University.
Our thanks go to the many students, colleagues, and friends who contributed to this work over the years. …
True Integrated Weed Management, Stephen L. Young
True Integrated Weed Management, Stephen L. Young
West Central Research and Extension Center, North Platte
Using the simplest of definitions, integrated weed management has been described as “putting components [of weed control] together, not taking them apart.” Yet, weed science has stopped at the “field edge” in assembling the components into a truly integrated approach. What is keeping weed scientists from developing real integrated weed control regardless of space and time? The answer to this question lies with our colleagues in the engineering and computer science fields, who have made significant advances in developing automated machinery for real-time detection and control of weeds in cropping systems. By using the latest technologies that can quickly identify …

Fiscal Review Of The Cleveland Public Library & Scan Of State And National Trends In Library Funding, Claudette Robey, Kevin O'Brien
All Maxine Goodman Levin School of Urban Affairs Publications
This report presents a review of the financial condition of the Cleveland Public Library (CPL) from 1998 to 2010, presents a national scan of how libraries have creatively adjusted to economic conditions, and profiles the challenges of Ohio and national libraries considered as peers to CPL over the past five years. The results suggest that CPL has successfully mitigated impacts from the economic recession due to strong leadership, adequate revenues, controlled expenditures, and frugal financial management of cash reserves. The financial challenge to CPL will be in maintaining its current level of services as the city of Cleveland’s population, and …

Who's Bringing The Children?: Expanding The Family Exemption For Child Smuggling Offenses, Rebecca M. Abel
Who's Bringing The Children?: Expanding The Family Exemption For Child Smuggling Offenses, Rebecca M. Abel
Michigan Law Review First Impressions
Under immigration law, an alien smuggling offense takes place when one knowingly encourages, induces, assists, abets, or aids an alien to enter or to try to enter the United States. Committing this offense is cause for either removal or inadmissibility charges under the Immigration and Nationality Act ("INA"). In addition, a federal criminal conviction for alien smuggling under INA section 274(a)(1)(A) or 274(a)(2) classifies the immigrant as an aggravated felon, leading to near certain deportation. Although the INA levies harsh penalties against smugglers, the practice has not showed any signs of slowing. In 2010, the United States Border Patrol apprehended …

Fingerprints have provided a valuable method of personal identification in forensic science and criminal investigations for more than 100 years. Fingerprints left at crime scenes generally are latent prints—unintentional reproductions of the arrangement of ridges on the skin made by the transfer of materials (such as amino acids, proteins, polypeptides, and salts) to a surface. Palms and the soles of feet also have friction ridge skin that can leave latent prints. The examination of a latent print consists of a series of steps involving a comparison of the latent print to a known (or exemplar) print. Courts have accepted latent …

Report Relative To The Land Use, Permitting, And Health (“Second Floor”) Operations Of The Town Of Hanson, Massachusetts, Edward J. Collins, Jr. Center For Public Management, University Of Massachusetts Boston
Edward J. Collins Center for Public Management Publications
The Town of Hanson retained UMass Boston’s Edward J. Collins, Jr. Center for Public Management to perform an assessment of ways to increase efficiency and effectiveness within the Town government. This report addresses the “second floor” departments, which include: Building Inspections (along with wiring, plumbing, etc.), Conservation, Health, Planning, and Zoning.
While the first floor departments are doing the work to keep Hanson functioning today, the second floor departments are doing the work to keep Hanson strong tomorrow, protecting the resources of the Town for the future. “Resources” should be taken in the broadest sense of the term, which would …
The Fair Housing Choice Myth, Stacy E. Seicshnaydre
The Fair Housing Choice Myth, Stacy E. Seicshnaydre
Cardozo Law Review
The Fair Housing Choice Myth examines why racial segregation persists in residential neighborhoods despite the fact that the nation codified the policy of equal housing opportunity over four decades ago. In passing the Fair Housing Act in 1968, Congress expressed the purpose of "replacing ghettoes by truly integrated and balanced living patterns." The Article moves beyond the usual critique regarding strengthening enforcement provisions and proving intentional discrimination in order to address a structural flaw in the Fair Housing Act: the Act's nondiscrimination provisions focus on consumers of color and industry members, but cannot reach third-party white consumers who choose to …

Incorporating Lower Mississippi River Port Assets Into Emergency Preparedness And Response Initiatives, James R. Amdal, Jay Jayawardana, Stanley L. Swigart
UNOTI Publications
The Lower Mississippi River (LMR) and its 5 deep water ports represent a significant national asset as well as a critical portion of a major transportation corridor from the heartland of the country to the Gulf of Mexico. The lower portion of the Mississippi River is particularly subject to major disruptions caused by both manmade and natural disasters. In light of recent events of national significance (Hurricane Katrina of 2005 and the Deepwater Horizon Oil Spill of 2010) researchers at UNOTI questioned: 1) what assets at the LMR ports are available to respond to these events; 2) what agreements either …
Jail Incarceration And Violent Crime Rates: A Cross-Sectional Exploratory Analysis In Albuquerque, New Mexico, Saundra Trujillo
Jail Incarceration And Violent Crime Rates: A Cross-Sectional Exploratory Analysis In Albuquerque, New Mexico, Saundra Trujillo
Sociology ETDs
A core idea in the collateral consequences literature is that incarceration stimulates residential instability — a process referred to as coercive mobility — which in turn weakens community social organization and elevates local crime levels. I test this idea with an exploratory cross-sectional analysis of Albuquerque neighborhoods (2000-2001) using a general linear model with a negative binomial response function. Net of rigorous controls I find that jail incarceration increases violent crime rates. Further I find that the positive effect of jail incarcerations on violent crime is weakened at relatively high levels of jail incarceration for majority Latino neighborhoods. Whereas, in …
