Transformation Of An Agulhas Eddy Near The Continental Slope, S. Baker-Yeboah, G. R. Flieri, Georgi G. Sutyrin, Y. Zhang

The transformation of Agulhas eddies near the continental slope of southern Africa and their subsequent self-propagation are analyzed in both observational data and numerical simulations. Self-propagation results from a net dipole moment of a generalized heton structure consisting of a surface-intensified anticyclonic eddy and deep cyclonic pattern. Such Agulhas vortical structures can form near the retroflection region and further north along the western coast of southern Africa. We analyze nonlinear topographic wave generation, vortex deformations, and filament production as an important part in water mass exchange. Seasonal Distribution Of Dissolved Inorganic Carbon And Net Community Production On The Bering Sea Shelf, J. T. Mathis, J. N. Cross, N. R. Bates, S. Bradley Moran, M. W. Lomas, C. W. Mordy, P. J. Stabeno

In order to assess the current state of net community production (NCP) in the southeastern Bering Sea, we measured the spatio-temporal distribution and controls on dissolved inorganic carbon (DIC) concentrations in spring and summer of 2008 across six shelf domains defined by differing biogeochemical characteristics. DIC concentrations were tightly coupled to salinity in spring and ranged from ~1900 μmoles kg−1 over the inner shelf to ~2400 μmoles kg−1 in the deeper waters of the Bering Sea. In summer, DIC concentrations were lower due to dilution from sea ice melt, terrestrial inputs, and primary production. Concentrations were found to …

Over the past few decades, the organic sector in most developed countries has flourished. Growth in the sector has been paralleled by a substantial amount of research on several arenas (sec Cobb et al. 1999; Robles et al. 2005; Jackson and Lampkin 2008; Lobley et al. 2009c; among others). Reasons for adopting organic farming have been studied in a variety of instances (Padel 2001a). Academic discussion of policy-making and governing indicates a significant shift in the model of governance away from top-down state control to the bottom-up approach of engaging non-state actors (Goodwin and Painter, 1996; Jessop, 1998; Stoker, 1993, 1998). Central to governance theory are new forms of policy organisation, in effect, a shift from state monopoly of decision-making towards partnering with non-state (and, therefore, non-elected) actors for the formulation and delivery of sustainability objectives. Very little information exists on the marine biogeochemistry of Rh, Pd and Pt, or the platinum group elements (PGE), an emerging group of contaminants whose principal emissions are associated with the abrasion of the catalytic converter in motor vehicles and chemotherapy drugs discharged in hospital wastes. In this study, Rh(III), Pd(II) and Pt(IV) were added individually and in combination to cultures of the marine microalga, Chlorella stigmatophora, maintained in coastal seawater at 15oC and under fluorescence lighting both in the presence and absence of trace nutrients (e.g. Fe, Co, Zn and EDTA). The Climate Change Act 2008 came into force on the 26th November 2008 with the aim of establishing effective regulatory mechanisms to limit the UK's carbon emissions and to mitigate the effects of climate change. The Act effectively introduces two elements into the legal system for reducing the UK's net carbon emissions. First, the legislation enacts measures to mitigate the current damage made to the climate, by introducing carbon reduction commitments and setting targets for industry sectors. The Mental Health Act 1983 provides for compulsory admission to hospital, under criteria designed to ensure individuals are not detained wrongly. This article examines the primary legal means by which compulsory admission can be challenged. Habeas corpus and judicial review offer means of examining the legality of a decision, based on the decision-making procedure. The efficacy of these mechanisms in mental health cases has come under scrutiny from the European Court of Human Rights. The Mental Health Review Tribunal conversely is equipped to examine legality based on the merits of the decision. The potential for conflict here, however, lies in …

The concept of consent is fundamental in considering the crime of rape under the Sexual Offences Act 2003 (SOA). Consent was placed on a statutory footing for the first time by the SOA which defines consent alongside evidential and conclusive presumptions under sections 74-76, respectively. This article explores the position that unfortunately, neither significant clarity nor enhanced protection appears to have been embraced or achieved by the incorporation of consent.

The International Criminal Court (ICC) was established in 2002 and its Statute (Rome Statute1 ) was heralded as an advanced enumeration of gender based crimes. However, in the three cases before the Court in which charges have been confirmed: The Prosecutor v Thomas Lubanga Dyilo2 (Lubanga), The Prosecutor v Germain Katanga and Mathieu Ngudjolo Chii 3 (Katanga and Ngudjolo) and The Prosecutor v Jean-Pierre Bemba Gombo4 (Bemba) there are either no charges for gender based crimes as in Lubanga5 or the charges are not comprehensive. Over the last decade an interdisciplinary science has evolved in order to reduce the impact of natural hazards by incorporating social sciences into physical hazard studies. This science has revealed that a community's ability to anticipate, cope with and recover from the impact of natural hazards relies upon that society's vulnerability. Appreciation of how forest land can be managed in a sustainable way in arid and semi-arid zones (ASAZs) of centralized countries is limited. Accordingly, this thesis seeks to analyse the role of government and communities, including women, in the formulation and implementation of sustainable forest management (SFM) policy and practices in the semi-arid environment of Syria where such land is limited in extent (e.g. 3% forest and 57% rangeland) and yet where its high biodiversity value is of international significance. Characterising the geochemistry and speciation of major contaminant radionuclides is crucial in order to understand their behaviour and migration in complex environmental systems. Organic complexing agents used in nuclear decontamination have been found to enhance migration of radionuclides at contaminated sites; however, the mechanisms of the interactions in complex environments are poorly understood. There is a significant problem for the paper recycling industry known as “stickies”. “Stickies” are tacky species, present in recycled paper and coated broke, derived from coating formulations, adhesives, etc. They impact negatively on paper quality and cause web runnability problems by deposit build-up. To sustain recycling, stickies are controlled by adsorbing them onto minerals added to the recycled stock. So the aim of the project was to characterise non-porous and porous minerals suitable for paper-making, and then use the knowledge gained to improve the adsorption of stickies. This Article discusses the relationship in U.S. law between State, Federal, and international authorities on universal human rights. All U.S. State constitutions and the Federal Constitution recognize the "inherent" or "inalienable" rights of humanity. Yet despite having long accepted the binding force of universal human rights, U.S. courts and public officials have been hesitant to recognize non-U.S. authorities when identifying, interpreting, or enforcing these rights in practice. The U.S. government and courts view most international treaties and declarations concerning universal human rights as simple restatements of existing constitutional guarantees. This essay examines the relationship between legitimacy and the presence of both male and female judges on international criminal court benches. It argues that sex representation – an approximate reflection of the ratio of the sexes in the general population – on the bench is an important contributor to legitimacy of international criminal courts. First, it proposes that sex representation affects normative legitimacy because men and women bring different perspectives to judging. Consequently, without both sexes, adjudication is inherently biased. Second, even if one rejects the proposition that men and women "think differently", sex representation affects sociological legitimacy because sex …

This Article undertakes the first ever analysis of the consequences of the justice and legal system’s extensive use of lethality assessment tools for women subjected to abuse. An increasing number of states are now requiring their police, prosecutors, civil attorneys, advocates, service providers, and court personnel to assess women in order to obtain a score that indicates the woman’s lethality risk because of domestic violence. The mandated danger assessment screen of all women subjected to violence focuses only on the risk of homicide and thereby limits the definition of what is domestic violence. Seafloor geology and potential benthic habitats were mapped in Muir Inlet, Glacier Bay National Park and Preserve, Alaska, using multibeam sonar, ground-truth information, and geological interpretations. Muir Inlet is a recently deglaciated fjord that is under the influence of glacial and paraglacial marine processes. High glacially derived sediment and meltwater fluxes, slope instabilities, and variable bathymetry result in a highly dynamic estuarine environment and benthic ecosystem. We characterize the fjord seafloor and potential benthic habitats using the Coastal and Marine Ecological Classification Standard (CMECS) recently developed by the National Oceanic and Atmospheric Administration (NOAA) and NatureServe. Mapping The World: Facts And Meaning In Adjudication And Mediation, Robert Rubinson

This Article explores what is and what is not in adjudication and mediation, thus illuminating the profound differences between these two processes. The Article does this work in four parts. First, it offers an analysis of cognitive mapmaking and its inevitability in constructing meaning. It then explores how adjudication defines meaning in a particular way. This Article then conducts a comparable analysis of mediation. Finally, it focuses on the bridging function attorneys play between the worlds of mediation and adjudication.

Semi-volatile organic compounds (SVOCs) in estuarine waters can adversely affect biota but watershed sources can be difficult to identify because these compounds are transient. Natural bacterial assemblages may respond to chronic, episodic exposure to SVOCs through selection of more organotolerant bacterial communities. We measured bacterial production, organotolerance and polycyclic aromatic hydrocarbon (PAH) mineralization in Charleston Harbor and compared surface sediment from stations near a known, permitted SVOC outfall (pulp mill effluent) to that from more pristine stations. Naphthalene additions inhibited an average of 77% of bacterial metabolism in sediments from the more pristine site (Wando River). Production in sediments nearest …
