Planning and Urban Studies Reports and Presentations

Supporting and developing first-time homeownership is one of the key strategies being undertaken by public and private entities to spur post-Katrina housing recovery in New Orleans, LA. Homeownership counseling and education combined with millions of dollars of subsidies, usually in the forms of down payment assistance and soft-second mortgages, have helped hundreds of families attain homeownership. While these programs are clearly making a difference to these families and positively impacting the regional economy, little research has been done into the details of these effects.

Criminal Justice Information Sharing: A Legal Primer For Criminal Practitioners In California, W. David Ball, Robert Weisberg

California criminal justice agencies need access to data in order to provide security, health care treatment, and appropriate programming, as well as to coordinate these activities with other agencies. By the same token, outside agencies—whether criminal, social service, or non-governmental—could often do their jobs more effectively with access to information generated or retained within particular criminal justice agencies. Criminal justice realignment under AB 109 has only heightened the need for inter-agency data sharing and cooperation, yet there continue to be misunderstandings about the legal framework surrounding information exchange.

The arrival of the information age has created new challenges to the ability of individuals to protect the security and privacy of their personal information. One such challenge is that of identity theft, which has caused a number of hardships upon its victims. Perpetrators of this fraud may use identities of others to obtain loans, steal money, and violate the law. This paper will discuss the characteristics of the offenders and victims of identity theft. A systematic approach for preventing identity theft will also be presented with the hopes of curtailing this epidemic.

Shrouded In Stigma: A Heuristic Study Of Living With Hiv, Neal Stacy Rosenburg

HIV-related stigma is a serious hindrance to addressing the recruitment, maintenance, and follow-up nursing care of HIV-infected persons. This study was anchored within the heuristic research model, which engaged both the researcher and participants in a dialogical and aesthetic manner to unveil the stigma of HIV. The close proximity of the researcher and study participants revealed the most visceral, emotional, and self-reflective nature of gathering data, while maintaining the integrity and rigor of a qualitative study. The purpose of this heuristic study was to examine the lived experiences of HIV-infected individuals relating to internalized stigma within an existential context. This …

Caregivers involved in palliative care seek to understand problems and challenges at end of life through research to determine the best care for patients and their families. Spiritual care is a key component of quality end of life care, yet there is a paucity of research on spiritual care in inpatient settings at end of life in nursing literature. Much research has examined hopelessness among impoverished urban neighborhoods in the U.S. This research has addressed many dimensions of hopelessness, including variation by race, associations with violence, as well as the origins of hopelessness. However, little research has focused on comparing the variation of these effects by country (i.e., comparisons of the urban disadvantaged experience in the U.S. with the urban disadvantaged in developing countries). Using two unique data sources, the Mobile Youth Survey (MYS) and a similar survey of disadvantaged adolescents in Medellin, Colombia, this study aims to comparatively examine the process of hopelessness among the “truly disadvantaged” at …
