The effort to establish national standards to control mercury air pollution from coal-fired power plants now spans twenty years, four presidential administrations, and remains undone. This note will briefly describe the failed twenty-year effort to regulate mercury emissions from coal-fired power plants. It will show how United States Environmental Protection Agency (U.S. EPA) efforts during the (first) Bush and Clinton Administrations to construct mercury regulations were dismantled during the Administration of George W. Bush. During the second Bush Administration, U.S. EPA substituted a new regulatory approach that was ultimately repudiated by the federal judiciary as plainly inconsistent with the Clean …

The prospect of obtaining domestically-produced biodiesel from algae has attracted wide investor interest. Although many analysts predict that economic production is five to ten years away, the production process involves such a wide range of environmental and land use issues that it is not premature to begin thinking about the kinds of places in which "green biodiesel" could be efficiently made in the United States. Beliefs About Alcohol And The College Experience As Moderators Of The Effects Of Perceived Drinking Norms On Student Alcohol Use, Lizabeth A. Crawford, Katherine B. Novak

Many students view the abuse of alcohol as integral to the student role. Thus, they feel entitled to drink heavily without sanction. OLS regression was used to assess the extent to which these beliefs about alcohol and the college experience moderate the effects of descriptive and injunctive campus drinking norms on students’ levels of alcohol consumption. Overall, respondents who perceived that same-sex students on their campus drank heavily tended to drink heavily themselves. This relationship was, however, strongest among individuals who viewed the abuse of alcohol as part of being a student. Although general injunctive norms were not themselves associated …

The negotiations of the Anti-Counterfeiting Trade Agreement (ACTA) have been marred by a level of attempted secrecy heretofore unseen in international intellectual property lawmaking. Simultaneously, the Freedom of Information Act (FOIA) has been used in several significant national contexts to prevent the disclosure of data and information in ways that call into question its efficacy as an effective regulation of governmental knowledge. This paper seeks to tie together these two recent developments in order to (a) prevent future international intellectual property law negotiations from being unduly secret and (b) encourage Congress to consider reforming FOIA in light of current public …

Genotype imputation provides an essential technique for genome-wide association studies (GWAS) with hundreds of thousands of SNPs. Understanding the connection between imputation inconsistencies and the power to detect association at imputed markers or the disease genes close to them is important for the optimal design of imputation-based GWAS since genotype misclassification can significantly decrease statistical power to detect association. Double sampling of genotypes is a statistical procedure in which a portion of subjects receive a second and more precise genotyping. Phosphorus is an essential nutrient for plant growth and agriculture. In aqueous environments, interaction of dissolved phosphate with the surfaces of Al oxyhydroxides and clays is important for controlling its transport, fate and bioavailability. Understanding the reaction mechanisms responsible for phosphate uptake at the molecular level can provide significant insight and improved prediction of phosphate uptake behavior, leading to better strategies for phosphate fertilizationand regulation. In this research, I examined the specific adsorption of phosphate on boehmite (γ-AlOOH) and other Al (hydr)oxides by combining mainly batch sorption techniques, 31P solid-state NMR spectroscopy, quantum chemical calculations and Fouriertransform infrared (FTIR) spectroscopy. …

Deletion of the mesoderm development (Mesd) gene region blocks gastrulation and mesoderm differentiation in mice. In cell culture, MESD is required for the localization of WNT co-receptors LRP5/6 to the cell membrane. For this reason, loss of LRP5/6 from the cell surface in Mesd mutants likely prevents WNT signaling and is responsible for the polarity defects observed in Mesd-deficient embryos. In this study, we generated a targeted Mesd knockout and verified that loss of Mesd blocks WNT signaling in vivo and mesoderm differentiation. The immune system is a complex network of cells regulated by a number of signaling pathways to drive specific host defenses against invading pathogens. The NF-&kappaB (nuclear factor of the kappa light chain enhancer in B cells) family of inducible transcription factors is a critical regulator of many innate and adaptive immune responses. NF-&kappaB activation by several receptors converges upon two upstream kinases, IKK&alpha and IKK&beta, that regulate gene induction. Many studies report that IKK&beta is the critical kinase involved in NF--&kappaB activation, although at a transcriptional level, both kinases are needed to obtain the full spectrum of gene induction. …

Escherichia coli contamination is a continuing issue in the developing world. Lack of funding and difficulty in instituting new projects makes it necessary to discover an affordable, low-cost alternative to traditional methods of sanitation. Recent studies have shown that the hydroxyl radical, which is known to be produced from iron-bearing minerals through the Fenton reaction, can be damaging to both single-celled and multi-cellular organisms. Using hydroxyl radicals produced from low-cost, common materials would be a viable solution to the problem of contamination. Population genetics reduces the description of a population to a set of genotype frequencies. Because of this, it has been called"beanbag genetics.". However, greater complexity and biological realism can be incorporated into this framework. Two examples of this include interactions between different genes (epistasis) and individuals with the same genotype that have different phenotypes (incomplete penetrance). During the course of my Ph.D. work, both of these topics were investigated using theoretical population genetics and Drosophila genetics. This research investigates the role of self-interest and prejudice in determining immigration attitudes. In regards to self-interest, it is argued that policy preferences are driven both by individual circumstances as well as geographic contexts. Because recent immigrants to the United States have fewer occupational skills they pose greater job related threats to select groups of individuals. The population standing to lose the most from incoming low-skill immigrants is the working class. Consequently, this group should be the most vociferous in their support for immigration restrictions. Stroke can be caused by focal ischemia due to cerebral artery occlusion or by global ischemia that occurs when global blood supply to the brain is interrupted. The acute phase of ischemic brain injury is followed by a more prolonged period of revascularization and repair that can last for several months. One hallmark of this repair phase includes an endogenous neural stem/progenitor cell (NSPC) regenerative response that occurs concomitant with angiogenesis. Within the past couple of years, social networking websites have become an immensely popular destination for people from all walks of life. Websites like Facebook and Twitter now count tens of millions of worldwide users, including world leaders and a number of celebrities. Eventually, users realized that social networking websites lent themselves to the quick and easy impersonation of celebrities through the creation of fake social networking accounts, often as a form of parody. Increasing Self-Empowerment Related To Depression Among Court-Involved Youth: The Moods Matter Project, Nancy G. Calley, Lisa D. Hawley

Michigan Journal of Counseling: Research, Theory and Practice

An empirically-guided program designed to empower at-risk youth through increased knowledge of depression and prevention resources was developed and implemented. Ninety-three court-involved adolescents participated in the Moods Matter project, a four-part psycho-educational group experience rooted in the principles of Rational Emotive Behavior Therapy (REBT). Addressing the disproportionate incidence of depression among court-involved youth and the need for short-term interventions that promote self-empowerment, the program was developed specifically for court-involved youth in out of home placement. The results of this exploratory pilot study found significant gains among participants related to increased knowledge of depression. Title VII of the Civil Rights Act of 1964 prohibits an employer's discriminatory employment practices against an employee on the basis of race, color, religion, gender, or national origin. Most contingent workers in the United States are faced with discriminatory employment practices, such as low wages and low or no benefits, and they are disproportionately women and minorities. Title VII is the focal point, but Title VII has not functioned as a remedy for contingent workers. This dissertation examines why contingent workers suffer discrimination, despite Title VII, and suggests possible solutions.

‘No-shows’ or missed appointments result in under-utilized clinic capacity. We develop a logistic regression model using electronic medical records to estimate patients’ no-show probabilities and illustrate the use of the estimates in creating clinic schedules that maximize clinic capacity utilization while maintaining small patient waiting times and clinic overtime costs. This study used information on scheduled outpatient appointments collected over a three-year period at a Veterans Affairs medical center. The call-in process for 400 clinic days was simulated and for each day two schedules were created: the traditional method that assigned one patient per appointment slot, and the proposed method …

Twenty-six fossil assemblages of land and freshwater molluscs from the Pliocene to the present, were collected from locations near the town of Meade, Kansas, U.S.A. and were analyzed (along with the extant molluscan fauna of Meade County, Kansas) to look for changes in molluscan diversity through time. The fossil assemblages were analyzed for two reasons: I) to test the hypothesis that diversity (measured as taxonomic richness, dominance, turnover and habitat type) did not change through the five million years of this study (HOI); and 2) to test the hypothesis that there is no relationship between the taxonomic composition of a …

This study examined the perceptions of Kentucky SBDM council members concerning the productivity and efficacy of the councils. The major variables studied were council member position, council member demographic characteristics, perceived efficacy, and perceived productivity. The research data came from an already completed field survey. This study used the methods of descriptive analysis, causal-comparative analysis, and correlational/predictive research. Statistical procedures included calculation of means and standard deviations, as well as multivariate analysis of variance (MANOVA), ordinary least squares multiple regression, and random effects analysis of variance (ANOVA).
