Exploring Ethnicity And Dynamic Risk Factors When Assessing Treatment Needs For Sex Offenders, Sherrill Lynn Cranston, Cheryl Nadine Willis Jan 2009

Exploring Ethnicity And Dynamic Risk Factors When Assessing Treatment Needs For Sex Offenders, Sherrill Lynn Cranston, Cheryl Nadine Willis

Theses Digitization Project

There is a disproportionate representation of minorities in the criminal population, but not within the sex offender population. Some suggeset that ethnicity is a critical difference between offenders, but little research has been done to explore to what extent ethnic differences are evident within the sex offender population. The current study focused on a group of high-risk sex offenders who are participating in a mandatory state-sponsered treatment program within the County of San Bernardino, State of California. The study included a sample size of 81 randomly selected files, all of which were identified as high risk sex offenders. For the …

Performance-Based Quality Specifications: The Link Between Product Development And Clinical Outcomes, Steven Short Jan 2009

Performance-Based Quality Specifications: The Link Between Product Development And Clinical Outcomes, Steven Short

Electronic Theses and Dissertations

The design of drug delivery systems and their corresponding dosing guidelines are critical product development functions supported by clinical pharmacokinetic (PK) and pharmacodynamic (PD) data. Largely, the importance of variance and covariance in product and patient attributes is poorly understood. The existence of PK/PD diversity among myriad patient sub-populations further complicates efforts to gauge the importance of product quality variation. Nevertheless, a platform capable of evaluating the effects of product and patient variability on clinical performance was constructed. This dissertation was predicated on requests to re-define pharmaceutical quality in terms of risk by relating clinical attributes to production characteristics.

Maine Crime & Justice Data Book 2008 (2009), Jennifer Dodge, Becky Noréus, Mark Rubin, Michael Rocque

Maine Statistical Analysis Center

The 2008 Maine Crime and Justice Data Book presents a portrait of crime and justice indicators in the state, using the most recent Department of Public Safety, Department of Corrections and court data available for Maine. Totals were disaggregated to the state, county and municipal levels (where possible) and stratified by crime type, age of offender and gender. The data book consists of four sections, 1) Index Crimes in Maine, 2) Arrests and Clearances in Maine, 3) Courts and Corrections, and 4) Maine’s Adult and Juvenile Recidivism Outcomes.

While Maine has the lowest violent crime rate in the country, certain …

Beyond Gdp: The Need For New Measures Of Progress, Robert Costanza, Maureen Hart, John Talberth, Stephen Posner Jan 2009

Beyond Gdp: The Need For New Measures Of Progress, Robert Costanza, Maureen Hart, John Talberth, Stephen Posner

Institute for Sustainable Solutions Publications and Presentations

This paper is a call for better indicators of human well-being in nations around the world. We critique the inappropriate use of Gross Domestic Product (GDP) as a measure of national well-being, something for which it was never designed. We also question the idea that economic growth is always synonymous with improved well-being. Useful measures of progress and well-being must be measures of the degree to which society?s goals (i.e., to sustainably provide basic human needs for food, shelter, freedom, participation, etc.) are met, rather than measures of the mere volume of marketed economic activity, which is only one means …

When Contract Negotiations No Longer Protect Your Business Interests: The Strange World Of Third Party Business Interests Under Freedom Of Information Legislation, 26 J. Marshall J. Computer & Info. L. 455 (2009), Emir Aly Crowne-Mohammed Jan 2009

When Contract Negotiations No Longer Protect Your Business Interests: The Strange World Of Third Party Business Interests Under Freedom Of Information Legislation, 26 J. Marshall J. Computer & Info. L. 455 (2009), Emir Aly Crowne-Mohammed

UIC John Marshall Journal of Information Technology & Privacy Law

Freedom of information legislation is designed to promote access to governmental information. The Freedom of Information and Protection of Privacy Act of British Columbia (“BC Act”) is no different. The BC Act views access to governmental information as promoting democracy, transparency, and citizenry, thereby making “public bodies more accountable to the public and…protect[ing] personal privacy by…giving the public a right of access to records” inter alia. The right to access governmental information, however, is not unfettered. There are certain protected instances where the public good may actually be harmed by undue access to governmental information such as policy recommendations developed …

Homeland Security: Fostering Public-Private Partnerships, George Baker, Cheryl Elliot

Selected Works

Recent U.S. high consequence events have clarified the importance of government collaboration with industry. The benefit of such collaboration was one of the most important lessons learned from Hurricane Katrina. The resources owned and controlled by American industry dwarf those available to local, state and even the federal government departments. Better agreements and incentives to bring the full capabilities of industry squarely into the national response agenda will be indispensable in effectively responding to large-scale catastrophes. At our 2007 Symposium, General Russel Honoré, who led the National Guard response to Katrina stated, “We need the partnering between local, state, and …

The Effect Of Human Factors In Aviation Maintenance Safety, Andrea M. Georgiou Jan 2009

The Effect Of Human Factors In Aviation Maintenance Safety, Andrea M. Georgiou

International Symposium on Aviation Psychology - 2009

Even with the increasing rate of technology innovation, the ultimate responsibility for the safety of a flight lies with humans. According to Boeing, human error accounts for 70% of commercial airplane accidents. This research aims to investigate the human factors that exist in aviation maintenance as well as the extent to which these factors affect safety. Utilizing the National Transportation Safety Board (NTSB) online accident database, the researcher reviewed accidents between 1996 through 2006 caused by maintenancerelated errors. The results indicate the top four maintenance errors with the highest number of fatalities were: a).failure to properly complete tasks, b).improper maintenance, …

Homeland Security And The Police Mission, Stephen A. Morreale, David E. Lambert Jan 2009

Homeland Security And The Police Mission, Stephen A. Morreale, David E. Lambert

Criminal Justice Faculty Publications

The terrorist attacks on America are seen as a pivotal period for the nation and for policing. They have thrust policing into a new mission that will have a wide ranging impact on the police role, organizational strategies, staffing, training and policy. State, local and tribal police are now at the forefront of Homeland Security activities, yet there remains a great deal of uncertainty about their mission. The ramp-up efforts by federal and state government are reminiscent of the staging for civil defense in the 1960's. As a result of 9/11, there has been an invigoration for cities and towns to …
