Hard Hats And Second Chances: A Phenomenological Study Of Employer Support In Construction-Based Reintegration, Christofer M. Pacheco

This qualitative phenomenological study examines how formerly incarcerated individuals perceive and experience employer support during workplace reintegration in the construction industry. Although employment is widely recognized as a protective factor against recidivism, post-hire experiences from the perspective of justice-involved employees remain underexplored. Grounded in an interpretivist paradigm and informed by Social Support, Social Learning, and Identity perspectives, the study investigated how structure, self, and environment interact to influence retention, growth, and desistance.
Nineteen interviews were completed with six construction workers in New Mexico who had maintained employment for at least one year following incarceration. Through the use of Seidman’s three-interview …

Disruptive Religion And Ethical Opposition: The Force Of Moral Authority In Indonesia’S Democratic Consolidation, Savran Billahi, Idris Thaha, Suryani Suryani, Mohammad Ezha Fachriza

This article argues that democratic consolidation in Indonesia cannot be explained solely through the performance of formal institutions. By foregrounding ethical opposition as a missing variable in dominant consolidation theories, it shows that democracy has also been sustained by a normative infrastructure that legitimizes critique beyond institutional arenas. Based on qualitative historical analysis of Abdurrahman Wahid’s and Ahmad Syafii Maarif’s oppositional practices under the New Order and in the post-Reformasi period, the article finds that moral authority enabled non-institutional opposition to constrain state power, normalize dissent, and protect democratic quality. The Emergency Medical Services (EMS) profession faces numerous challenges in maintaining sufficient capacity to provide frontline medical care amid increasing demand for its services from government officials and the public. The purpose of this qualitative phenomenological study is to explore the experiences of EMS professionals on how the lack of executive leadership education impacts their careers and the viability of their organizations. The problem is that EMS professionals widely lack the executive-level leadership education needed to thrive in their professional careers and ensure the viability of their EMS organizations (Basnawi, 2023; Naidoo et al., 2015). Policing agencies are indiscriminately collecting, retaining, and using vast quantities of personal data from people who are suspected of no unlawful conduct whatsoever. This has caused expressions of concern or caution from many quarters, including—notably—the Director of National Intelligence (DNI). In a declassified report, the Office of the DNI stated that massive amounts of data are being collected “on nearly everyone that is of a type and level of sensitivity . . . that could be used to cause harm to an individual’s reputation, emotional well-being, or physical safety.”

The first part of this Article will scrutinize the characteristics and explanations of “international terrorism” given by different organizations and renowned scholars, and it will discuss the scopes of those definitions. The second part will further elaborate on the subject with the political deliberation of terrorist events, the criminalization of terrorism and the derogation from fundamental human rights in the absence of an actual state of emergency. The third part will analyze the acts of international organizations and the international community, and their scope in combating terrorism. The fourth part will consist of concluding observations.

When The Rules Burn: A New Approach To Governmental Discretion In Firefighting Operations, Nathan Li

The Federal Tort Claims Act (FTCA) broadly waives the federal government’s sovereign immunity, but the discretionary function exception (DFE) preserves immunity for acts grounded in judgment or choice. A doctrinal tension arises from the Supreme Court’s instruction in Berkovitz v. United States that the DFE does not apply when a directive “specifically prescribes a course of action.” In high stakes contexts such as wildfire suppression, government actors sometimes deviate from such mandatory directives to make split-second, policy-driven decisions. Yet, in most cases, courts still treat these violations as discretionary acts protected by the DFE, often without explaining how this outcome …

Structural health monitoring (SHM) techniques based on ambient vibration measurements offer a non-destructive and effective way to assess the dynamic behavior and condition of bridge struc-tures. This study describes the development and analysis of a detailed finite element model of the Hunter Harrison Memorial Bridge, a cable-supported pedestrian bridge at the University of Mem-phis. The numerical model was created in SAP2000 using construction drawings and includes the reinforced concrete tower, steel floor beams, concrete deck slab, and stay cable system with the correct material properties and boundary conditions. Since the summer of 2020, police agencies across the United States have continued to experience police staffing shortages. The consequences of understaffed police agencies are well studied, but little is known about whether the public is aware of the staffing problem and its consequences for public safety and police behavior. This study presents a pre-registered factorial survey experiment to 3105 US adults, varying the information respondents see on the consequences of staffing shortages (e.g., public safety, police behavior) and the messenger of this information (e.g., police chief, mayor). Almost 250 years ago, our Founding Fathers fought to create a nation free from the confines of British imperial rule. Outrage over governmental intrusions enabled by suspicionless general warrants and writs of assistance galvanized an American polity determined to prevent the abuses that had come to define colonial life. The Fourth Amendment was enacted as a response to executive overreach, and it was deeply informed by the fraught history that led to its adoption—a history that is still used by courts today to define constitutional protections.

Critical infrastructure (CI) systems such as power, water, communications, and emergency services are increasingly exposed to compound risks in which natural disasters and cyber incidents interact and amplify one another. Traditional risk assessments often isolate physical and digital threats, overlooking the cascading dependencies that emerge when operational stress, emergency reconfiguration, and adversarial exploitation coincide. This study conducts a 2019–2025 scoping review and introduces a Geographic Information System (GIS) driven six-stage disaster cyber compounding framework that characterizes, maps, and operationalizes compound risk across interdependent CI sectors. The dissatisfaction with democratic processes and the low participation rates we see trending in cities around the world, have inspired practitioners to experiment with new democratic practices. Scholars of participatory democracy have argued that when people participate in one democratic activity, they are more likely to engage in other activities. Therefore, this project clarifies the expectations set for a specific type of process, called Participatory Budgeting (PB). The two questions I address in this project look at the relationship between PB and voter turnout in local elections, and PB and incumbency retention rates for those who implement the process in …

Abstract A high incidence of on-duty firefighter sudden cardiac death (SCD) results in increased costs and decreased organizational performance. Fire department leaders are concerned about the financial burden of SCDs as they put strain on departmental budgets and subsequently limit operational readiness. Grounded in transformational leadership theory, the purpose of this qualitative pragmatic inquiry project was to explore how fire department leaders used cost-effective strategies to reduce SCD episodes among on-duty firefighters. The current study examines whether state immigration enforcement policies, such as sanctuary policies that limit local police cooperation with federal immigration enforcement, are associated with female homicide rates in the United States (2016–2021). We examine crude female homicide rates from the National Violent Death Reporting System (N = 244 state-years), which we stratify by race and ethnicity (Hispanic of all races, non-Hispanic Black, and non-Hispanic White) and victim–suspect relationship (domestic vs. stranger homicide). State-years with policies that are more protective of immigrants were not associated with higher homicide rates for any group. Instead, state-years with these policies reported significantly lower …

Non-state actors can look and operate like governments, yet without formal statehood, they exist in a regulatory gray area. Non state actors play an increasingly influential role in international law, yet they remain largely unregulated. This paper examines non-state actors as a class, with particular attention to non-State armed groups (NSAGs), and analyzes the regulatory gap they occupy specifically within international health law. The paper first surveys the rise, diversity, authority, and legitimacy of non-state actors in relation to States, highlighting their growing involvement in governance functions traditionally reserved for States.
