Icann, Cultural Imperialism, And Democratization Of Internet Governance, Brian Gailey Apr 2009

Icann, Cultural Imperialism, And Democratization Of Internet Governance, Brian Gailey

Honors Projects in Communication

Internet Governance has largely been managed by the United States government since its burgeoning in the 1990’s. The government has since entrusted and charged internet technical tasks and functions to ICANN. The organization along with the United States government has been the subject of heavy criticism for its inadequate international representation. Many interpret US hegemony over the internet as culturally imperialistic. The following paper explores the some of the advantages and disadvantages to multilateral Internet governance. Firstly, it will evaluate ICANN’s ability to both democratize their internal decision-making and internationalize the web by better serving foreign Internet end-users. Next, the …

Concept Maps In The Science Classroom, Paul T. Lubberts Apr 2009

Concept Maps In The Science Classroom, Paul T. Lubberts

Mathematical and Computing Sciences Masters

Science curriculums are often contain concepts and vocabulary that students are expected to memorize through reading and listening to lectures. Unfortunately rote learning is often short term without a complete understanding. Concept maps are designed to use a cognitive structure of hierarchical organization with more general concepts occupying higher levels and more specific concepts at lower levels. The map is a diagram that represents conceptual and verbal knowledge in graphical and visual forms. Prior studies have shown concept maps are a meaningful learning tool and an alternative to rote learning when students work cooperatively in small groups. The study investigated …

How "Weak" Mindreaders Inherited The Earth, Cameron Buckner, Adam Shriver, Stephen Crowley, Colin Allen Apr 2009

How "Weak" Mindreaders Inherited The Earth, Cameron Buckner, Adam Shriver, Stephen Crowley, Colin Allen

Philosophy Faculty Publications and Presentations

Carruthers argues that an integrated faculty of metarepresentation evolved for mindreading and was later exapted for metacognition. A more consistent application of his approach would regard metarepresentation in mindreading with the same skeptical rigor, concluding that the "faculty" may have been entirely exapted. Given this result, the usefulness of Carruthers’ line-drawing exercise is called into question.

Negotiating With Separatist Terrorists, Dottie Bond Apr 2009

Negotiating With Separatist Terrorists, Dottie Bond

Electronic Theses and Dissertations

It is in the interest of this thesis to investigate why governments negotiate with separatist terrorists, and why those negotiations succeed or fail. The four cases analyzed in this thesis include: Sri Lanka and the Liberation Tigers of Tamil Eelam, (1983-2009); Russia and the Chechen Republic, (1994-2009); Israel and the Palestine Liberation Organization, (1993-1994); and Great Britain and the Irish Republican Army, (1985-2009). In this study, four basic questions are addressed: When and why do governments agree to negotiate with separatist terrorists? Is negotiation a viable solution to ending historic ethnic conflicts? Are certain peace agreements and negotiation strategies more …

Silence Like Scouring Sand, Kathleen Dean Moore Apr 2009

Silence Like Scouring Sand, Kathleen Dean Moore

Taproot: A Journal of Outdoor Education

It’s not easy to find silence in the modern world. If a quiet place is one where you can listen for fifteen minutes in daylight hours without hearing a human-created sound, there are no quiet places left in Europe. There are none east of the Mississippi River. And in the American West? Maybe twelve. One of these is in the temperate rainforest along the Hoh River in Olympic National Park.

This Constitution: Constitutional Indexicals As A Basis For Textualist Semi-Originalism, Christopher R. Green Apr 2009

This Constitution: Constitutional Indexicals As A Basis For Textualist Semi-Originalism, Christopher R. Green

Notre Dame Law Review

Debate over proper methods of constitutional interpretation is interminable, in part because the Constitution seems not to tell us how it should be interpreted. I argue here that this appearance is misleading. The Constitution repeatedly refers to itself with the phrase “this Constitution,” and claims to make itself supreme law of the land. Debates over what should be supreme for constitutional interpretation can be resolved if but only if, we have a sufficiently-detailed understanding of what the Constitution is. I consider seven possibilities for what might be the interpretively-supreme “Constitution”: (1) the original expected applications;(2) the original ultimate purposes;(3) the …

Insincere Utterances And Gaze: Eye Contact During Sarcastic Statements, Jason A. Williams, Erin L. Burns, Elizabeth A. Harmon

Psychology and Child Development

Anecdotal evidence suggests that speakers often gaze away from their listeners during sarcastic utterances; however, this question has not been directly addressed empirically. This study systematically compared gaze-direction of speakers in dyadic conversation when uttering sincere and sarcastic statements. 18 naive participants were required to recite a series of contradictory statements on a single topic to a naive listener, while at the same time conveying their actual opinion about this topic. This latter task could only be accomplished through prosodic or nonverbal communication by indicating sincerity or insincerity (sarcasm) for the various statements and allowed examination of gaze across the …
