This paper addresses three major topics requiring new thinking in the National Security Science and Technology Enterprise. The first topic is how overarching priorities can be better determined and implemented to direct the vast national security enterprise toward conducting S&T that will address both traditional and new national security challenges. The second deals with the integration of the Congressional committees that oversee and fund S&T. And the third focuses on the competence, role, and impact of the Government’s national security S&E workforce.

It is true that the individual is a suspect in the police investigation of the murder, and that the government is investigating the business or charity for possible financial links to terrorists. This thesis examines both the military and political aspects of the genesis and application of militia violence in South Carolina immediately prior to and throughout the Revolution. It assesses the affects of violence on the part of both Patriots and Loyalists in controlling the support provided by the colonists to either army in South Carolina. Warfare in the Southern Colonies transformed, for the patriots, from the accepted European style of battle to the more successful employment of the frontier militia in the role of partisans.

The author looks at the development of military technology in recent years. He examines three major platforms: fighter aircraft, tanks, and cruisers, examining the gaps between generations as well as the capability gains of each succeeding type. While development has slowed, at the same time capability increases have also slowed: it takes longer to get new equipment, and that new equipment is less of an improvement over its predecessor than its predecessor was over its predecessor. Only in electronics and computer technology was that shown to be somewhat untrue, but even there military technology has lagged significantly behind commercial advances. …

This Article demonstrates that the exclusive political control thesis is incompatible with the original understanding of the Founders. The Article does not defend originalism as a method of constitutional interpretation; it merely shows that the exclusive political control thesis is inconsistent with an originalist approach.

The Article examines the implementation of U.S. neutrality policy in the period from 1793 to 1797. Other scholars have analyzed the initial formulation of U.S. neutrality policy in 1793. Aluminum and copper cylindrical shells were plastically buckled under quasi-static and dynamic loading conditions with an Absorption Compression-Torsion Plasticity (ACTP: Patent No. WO 2005090822) combined mechanical testing device. Optical microscopy and transmission electron microscopy (TEM) analysis were used to study the microscopic evolutions in the mechanically buckled aluminum and copper alloy samples. Optical microscopy showed evidence of the presence of second-phase particles in both the aluminum and copper alloys samples. Under dynamic loading aluminum samples showed more energy absorption as compared to copper samples. Material flow lines were more pronounced in the copper samples when observed by optical microscopy. Human experience is constantly mediated by culture. Many new studies have shown the significant role of culture in mental health, mental illness, and mental illness treatment. This project seeks to identify some of the cultural determinants of mental illness treatment in Uganda. Specifically, it has studied the role of family members in a mentally ill patient’s healing process. This study was conducted through semi-structured personal interviews with individuals from three subject groups. Commentators on global politics frequently observe the abject failure of states and global institutions to respond to local, regional, and global crises ranging from dramatic climatic events, humanitarian crises, warfare and violence, to the continuation of unsavoury rights-abusive regimes. In my own work in the field of the comparative politics of human rights, the types of observations that Abramowitz and Pickering make in this piece are all too common, and have led many in the past to make similar such observations that powerful states constantly engage in a grand human rights “double standard.”

Reduced-Feedback Linear Precoding With Stable Performance For The Time-Varying Mimo Broadcast Channel, Michael A. Jensen, Adam L. Anderson, James R. Zeidler

This work explores the performance of a multiple-input multiple-output broadcast channel where both the transmitter and receivers have outdated channel knowledge due to node motion or other time-variations in the communication channel. A performance analysis based on measured channel responses reveals significant throughput degradation for optimal linear and nonlinear precoding strategies unless the channel state information (CSI) is frequently fed back to the transmitter. The paper then develops a linear beamforming precoding strategy based on channel distribution information in the form of a full spatial correlation matrix for each user. In our judgment, Hoffmann and Rowthorn's research clearly demonstrates that the QIO-based complaint review process does not provide genuine relief to beneficiaries. People who complain typically want an explanation of their bad experience, compensation for harm they may have suffered, and assurance that future experiences will be better for themselves and for others. Medicare beneficiaries, however, receive minimal information about the resolution of their complaints and no substantive relief whatsoever.

As Hoffmann and Rowthorn point out, several reform proposals are now before Congress, including moving the beneficiary complaint function from QIOs to new "Medicare Provider Review Organizations." It is not …

BACKGROUND: Insects may use various biochemical pathways to enable them to tolerate the lethal action of insecticides. For example, increased cytochrome P450 detoxification is known to play an important role in many insect species. Both constitutively increased expression (overexpression) and induction of P450s are thought to be responsible for increased levels of detoxification of insecticides. However, unlike constitutively overexpressed P450 genes, whose expression association with insecticide resistance has been extensively studied, the induction of P450s is less well characterized in insecticide resistance.
