Russia in 2007 moved further away from a constitutional order governed by the rule of law as President Vladimir Putin's second term drew to a close and the country prepared for parliamentary and presidential elections. High oil and gas prices buoyed the economy, but little progress was made in addressing Russia's serious social problems. In foreign policy, confrontation with the West was balanced by excellent relations with most of Asia.

This research project examines the Hazards of Place model of vulnerability (as developed by Cutter, 1996) to determine whether it is applicable in a Canadian context.

An in-depth case study of the Regional Municipality of Waterloo was used to determine whether the model accurately describes:

1. emergency and community practitioners understandings of vulnerability and vulnerable populations in Waterloo Region
2. emergency and community practitioners perceptions of the variables that influence vulnerabilities
3. mitigation and preparedness efforts that could be enhanced and/or implemented to reduce the vulnerability of individuals and groups in Waterloo Region

This Essay explains how the political theorists Hobbes, Kant, and Locke interpret the decision to go to war (us ad bellum) and the manner in which the war is conducted (just in bello). It also considers the implications of the three theories for compliance with international law more generally. It concludes that although all three can lay claim to certain key features of modern international law, it is Locke who provides the most complete support for both the laws of war, in particular, and with international law, in general.

This study makes a critical analysis of the portrayal of Western images in African-made films as represented in three selected Nigerian home-made movies. In other words, the study seeks to find out how images of Western European and North American cultures are portrayed in African films. The three films selected for the study are Spirit cf Love, Market Seller, and One Dollar. The films were selected on the basis of their popularity among Nigerian film audiences. Changes in bone morphology have always been a concern of physical anthropologists who are trying to explain a culture's everyday activity. These types of changes, including arthritic and musculoskeletal, are based on subjective observation of the researcher and therefore subject to observer error. I used three samples; the Indian Knoll sample, the Nutwood and Rosedale Mound sample, and a control sample from the Terry collection I was able to employ a scoring method based on Hawkey (1988). This dissertation locates a problem in poststructuralism's approach to the concept of believing. Since poststructuralism establishes itself as an intellectual inquiry that deconstructs not only particular beliefs but also the act of believing, many poststructuralists overlook the fact that their own philosophical premises must be initially believed before their critical interventions gain credence. These critics do not explain how belief, as such, emerges within people or why people adopt one belief system over another. This study looks at the construction of Operation Iraqi Freedom as a social problem by the New York Times and USA Today between July 2002 and June 2007. Articles were coded as political, military, social, economic, or “other.” Key word searches were conducted to further explore these categories. Antiwar articles were also counted. Primary and secondary themes throughout the period of analysis were then developed. Interestingly, the findings indicate that there were two constructions of Operation Iraqi Freedom. The first construction, which we called the Antiterrorism Mission, focused on the necessity of military intervention due to the terrorist threat. The …

The inspiration for the following keynote address was drawn from an article authored by Professor Annas in 1995 which appeared in the New England Journal of Medicine.² In that article, Professor Annas sought to explain the Clinton healthcare plan's failure by analyzing the power and importance of the healthcare reform metaphors used in promoting the plan. In his remarks here, Professor Annas extends his analysis of healthcare related metaphors to those common in current healthcare reform parlance, theorizing that current efforts at healthcare reform have been unsuccessful, in part, because the metaphors used fail to frame the issues involved …

This article opened by pointing out what on its face seemed to be inconsistencies between Justice Clarence Thomas's opinions in Kelo and Parents. As the rest of the article has attempted to demo.nstrate, however, the color consciousness and color blindness of Justice Thomas in each case was the predictable consequence of the spatial con~truction of metropolitan space in the period between Berman-Brown and Kelo-Parents. This era opened diffidently. The Lower Ninth Ward, New Orleans: Vestiges of a Neighborhood is a photo-documentary of the remnants of one of America’s most unique and culturally distinct neighborhoods. Three years after Hurricane Katrina devastated this neighborhood, it lies in ruin, slowly returning to nature. All that remains of the community that once occupied the Lower Ninth are the dilapidated buildings, the crumbling homes, and the small possessions left behind. Matrix-assisted laser desorption/ionization time-of-flight mass spectrometry was used for off-line analysis of bioaerosols. The overall goal of the work is to develop methods and instrumentation to minimize sample treatment and maximize sensitivity and selectivity for bioaerosol analysis. This work is divided into three parts: sample preparation, test bioaerosol analysis, and instrument development. Untreated silicon wafer substrates were used as an alternate to conventional stainless steel targets and proved to be excellent substrates for large molecule analyses as well as small molecule analyses with excellent spot-to-spot and shot-to-shot reproducibility, which is useful for high-throughput and automated sample analysis. The influence of hydrology on the mangrove forests of Vietnam has received little scientific attention, even though hydrology is recognized as the primary forcing function in mangrove ecosystems worldwide. The purpose of this dissertation research was to determine the effects of hydrology on specific structural attributes and functional processes within the mangrove forests of Can Gio, a province in southeastern Vietnam. Khe Vinh (KV) and Mui O (MO), two locations within compartment 17 of the Can Gio Mangrove Biosphere Reserve, were chosen as study sites. The purpose of this dissertation is to examine and assess the role of Philip Henry Kerr, eleventh Marquis of Lothian, the British ambassador to the United States from August 1939 to December 1940. While much of the historiography of Anglo-American relations during the Second World War focuses on the Roosevelt-Churchill axis, this dissertation contends that Lord Lothian played a vital, if not the principal, role in creating that axis and in forging closer relations during the vital months before Pearl Harbor. More generally, this dissertation contends that Lothian is a vital, if not the principal, architect of the “Special Relationship.” …

The Assembly of States Parties to the International Criminal Court will soon have its first opportunity to revise the Rome Statute and activate the latent crime of aggression, which awaits a definition of its elements and conditions for the exercise of jurisdiction. The working group charged with drafting a provision is scheduled to complete its task by 2008 or 2009, one year before the International Criminal Court’s first review conference.

The antitrust laws of the United States have, from their inception, allowed firms to acquire significant market power, to charge prices that reflect that market power, and to enjoy supra-competitive returns. This article shows that this policy, which was established by the U.S. Congress and affirmed repeatedly by the U.S. courts, reflects a tradeoff between the dynamic benefits that society realizes from allowing firms to secure significant rewards, including monopoly profits, from making risky investments and engaging in innovation; and the static costs that society incurs when firms with significant market power raise price and curtail output. The Anatomy Of A Teachable Moment: Implications For Teacher Educators, Phyllis Thompson

Journal of Inquiry and Action in Education

A university professor observes the use of a Native American stereotype by a cooperating teacher in an elementary art classroom while supervising a preservice teacher. She identifies ways that the teacher’s words potentially harmed her students and reflects on her own role. This “teachable moment” is described, and characteristics of institutionalized racism and white dominance are examined as a foundation for racist insensitivities in the classroom. The professor calls for preservice teachers to be prepared in their teacher education programs to be culturally responsive. She draws on a study of preservice teachers mentoring minority children to demonstrate how change can …
