It is well know that free-space laser system performance is limited by atmospheric turbulence. Most theoretical treatments have been described for many years by Kolmogorov's power spectral density model because of its simplicity. Unfortunately, several experiments have been reported recently that show that the Kolmogorov theory is sometimes incomplete to describe atmospheric statistics properly, in particular, in portions of the troposphere and stratosphere. We present a non-Kolmogorov power spectrum that uses a generalized exponent instead of constant standard exponent value 11/3, and a generalized amplitude factor instead of constant value 0.033. This paper presents the results of experimental studies on Q-switched flash-lamp pumped Nd:YAG and Er:glass lasers with resonators formed by volume Bragg gratings. This novel design results in single-frequency mode operation with millijoules pulse energy. The mode selection is performed only by volume Bragg gratings that dramatically simplifies laser design.

This study examines the roles of specific state attorneys general in the United States and assesses their degree of involvement in promoting and sustaining homeland security. This paper begins with a general overview of attorneys general, the National Association of Attorneys General (NAAG) and the Advisory Commission on Intergovernmental Relations (ACIR). Then, this paper provides a section on the contributions that the state attorneys general make to homeland security in the states of New Jersey, New York, and Florida. Migration, as a theory to explain aspects in the archaeological record, has fallen out of favor in Mesoamerican archaeology, possibly due to a lack of a standard definition or description of migration. Migration as an explanation of change in Maya civilizations has been around since the 1950's and the culture-history era of American archaeology. Since the early 1990's, migration has been treated as a process, one that can be discerned in pre-literate cultures as well as historical ones. The use of military forces in urban operations has increased considerably over the past years. As illustrated by the current conflict in Iraq, the Army finds itself fighting its toughest battles in urban areas facing unconventional forces. Soldiers face many threats in hostile fire environments, whether conducting large-scale mechanized warfare, low-intensity conflicts, or operations other than war. Through 1970, there has been no demonstrable reduction in battlefield mortality rate as a percentage of all casualties since data was kept since before the Civil War. This study investigated what determines successful transatlantic defense policy cooperation and how that cooperation can reduce the military capability gap between the United States and its European NATO allies. It examines the differing defense policies and defense capabilities between the United States and its European NATO allies. Several theories in International Relations were also used as a foundation for the argument that cooperation is needed. Through on-line quantitative research, this paper analyses, what can be considered some of the political dimensions of blogs. The analysis cross-compares some of the narratives emerging in the on-line debate about this research (and blogging in general), and the quantitative data that resulted from a questionnaire and other studies about blogs outside Italy. After an overview of the composition of the sample, the paper outlines some of the recurrent genres used by bloggers and how these are related to political discourses. While both information warfare and accidental nuclear war have been discussed in detail in academia, their intersection has long been ignored. Information warfare can be used to create animosity between states and could even spark war during times of crisis. Furthermore, not all states benefit from the technology advances of the first world: nations like Russia and Pakistan have disturbing gaps in their nuclear command and control that could be easily exploited by other states, internal factions or even terrorist organizations. Background. Francisella tularensis subsp. tularensis is classified as a Category A bioweapon that is capable of establishing a lethal infection in humans upon inhalation of very few organisms. However, the virulence mechanisms of this organism are not well characterized. Francisella tularensis subsp. novicida, which is an equally virulent subspecies in mice, was used in concert with a microPET scanner to better understand its temporal dissemination in vivo upon intranasal infection and how such dissemination compares with other routes of infection. Adult mice were inoculated intranasally with F. tularensis subsp. novicida radiolabeled with 64Cu and imaged by microPET at 0.25, 2 …

The first of the four U.S. foreign relations law insights of the Prize Cases that this Article will discuss is the notion that international law provides a basis for the President's exercise of military force in a manner neither specifically enumerated in the Constitution nor preauthorized by congressional enactments. The specific military action was the proclamation of a naval blockade that applied not only to active Confederate belligerents but also to loyal U.S. citizens residing in seceding or soon-to-secede states and to foreign neutral citizens.
