In many equipment-intensive organizations in the manufacturing, service and particularly the defense sectors, service parts inventories constitute a significant source of tactical and operational costs and consume a significant portion of capital investment. For instance, the Defense Logistics Agency manages about 4 million consumable service parts and provides about 93% of all consumable service parts used by the military services. These items required about US$1.9 billion over the fiscal years 1999-2002. During the same time, the US General Accountability Office discovered that, in the United States Navy, there were about 3.7 billion ship and submarine parts that were not needed. …

The DoD Modeling and Simulation Steering Committee (M&S SC) identified Modeling and Simulation (M&S) as an educational objective for the Acquisition, Technology and Logistics (AT&L) workforce. Notably, past usages of M&S in system acquisitions for both DoD and commercial industry have demonstrated improvements in efficiency and effectiveness over traditional acquisition techniques. However, to achieve expected and consistent performance by this workforce in these new techniques, the M&S essential skill requirements for this workforce may be extensive. World War I propaganda posters were examined for design effectiveness. The Wilson Administration's policy of neutrality lead to the need for the creation of the Committee on Public Information (CPI) with a Department of Pictorial Publicity (DPP) when the United States entered the war in April, 1917. Illiteracy and foreign speaking Americans made the poster the most effective way of communicating messages of food conservation, support for the troops and Allies, and hatred of the enemy. To paraphrase Richard Falk: Terrorism is political or ideological violence without restraint of law and morality. This article will consider terrorism and reactions to terrorism through a prism of history, philosophy, literature, and law. I argue that terrorism is committed by state actors as well as non-state-actors, and not only by sponsoring them or giving them a safe-haven. I argue that intentional or reckless slaughter of innocents or torturing "enemies" constitutes terrorism and that it ultimately erodes a state's or a group's morality and well-being. It is ultimately self-destructive in most every way. Most nation-states and groups define terrorism in …

This article explores the ethical and legal implications of enrolling individuals with disorders of consciousness (DOC) in neuroimaging research studies. Many scientists have strongly emphasized the need for additional neuroimaging research into DOC, characterizing the conduct of such studies as morally imperative. On the other hand, institutional review boards charged with approving research protocols, scientific journals deciding whether to publish study results, and federal agencies that disburse grant money have limited the conduct, publication, and funding of consciousness investigations based on ethical and legal concerns. This study contributes to the historiography of the "all Mexico" movement by showing that America's ability to annex its southern neighbor was never a part of the all Mexico debate. The thesis argues that common American perceptions of the United States and Mexico during the Mexican-American War undermined any grounds on which to challenge the achievability of annexation. Chapter I shows that no politician, regardless of his stance on the value of absorbing Mexico, questioned the feasibility of doing so. Recently the 1,3,5-triazine ring system has shown promise as a simple, stable, and inexpensive precursor for the synthesis of novel energetic materials. Synthetic work has resulted in several energetic compounds which have desirable properties. Although the synthetic chemistry surrounding triazines has been explored for nearly a century, development of highly complex multi-ring heterocyclic and nitrogen linked triazine moieties has only just begun. In a search for novel energetic materials azo-linked bis triazines were pursued. Herein the thermal decomposition of 14 simple triazines and 16 hydrazo or azo-linked bis triazines were studied using mass spectrometry, gas chromatography, and differential scanning calorimetry. …

The nations of East Central Europe have traditionally been portrayed as “victims” of Nazi German expansionism. In this work the foreign policies of Poland, Lithuania, Hungary, and Romania from 1933 to 1939 were examined through the paradigm of Hitler's major foreign policy achievements to explore this prevalent notion and to discern why the foreign policies of these governments failed. These included his rise to power in 1933, the remilitarization of the Rhineland, the Anschluss with Austria, the dismemberment of Czechoslovakia, and the invasion of Poland. Has the world forgotten the Persian empire? Three new publications approach this question from different angles. Despite what their titles imply, the British Museum's landmark 2005 exhibition, 'Forgotten Empire. The World of Ancient Persia', and catalogue of the same name have aimed to reclaim the Persian empire not from oblivion but rather from its reputation, founded upon Hellenocentric and Eurocentric biases, as a 'nest of despotism and tyranny', and to illuminate its 'true character' as a remarkably tolerant and cohesive imperial power that embraced cultural variation (pp. 6, 8). This thesis is an investigation into Aristotle’s use of craft analogies in the Nicomachean Ethics, as instructional to his concept of practical wisdom and happiness. For Aristotle, ethics is predominantly a practice, thus the focus is on practical rationality rather than theory. For this reason, Aristotle’s discussion of ethics lends itself to the use of craft analogy, in that craft is a practice. It is argued that while being a good pedagogical tool, craft analogies fall short, because they do not cover the full gamut of human experience.

The purposes of this study were to trace the evolution of the North American P-51 Mustang as an escort fighter in World War Two and to enumerate the reasons why it played a leading role in the extension of the American strategic bombing campaign into Germany and the ultimate defeat of the German Luftwaffe. The Mustang prototype was built in 1940 in response to a British request for a fighter to help repel German invaders. The original model, powered by an Allison engine and three-bladed propeller, was fast and maneuverable at low altitudes, but its performance deteriorated rapidly at altitudes …

His transformation from historic rebel to religious icon takes place through the devices of folklore, poetry, and song. The shift in the American economic viewpoint before and after World War I left an indelible mark on the arts, allowing the only indigenous music to arise, jazz. In the transitory period following the war, it was George Gershwin who paved the way for jazz to become America's only indigenous music. Yet, the current definition of jazz is so racially polarized that it has lost focus on the music. This work explores George Gershwin's role in creating a jazz culture in a xenophobic country and argues for an inclusive definition of jazz, one based on the music itself.

Steganography has long been regarded as a tool used for illicit and destructive purposes such as crime and warfare. Currently, digital tools are widely available to ordinary computer users also. Steganography software allows both illicit and legitimate users to hide messages so that they will not be detected in transit. This article provides a brief history of steganography, discusses the current status in the computer age, and relates this to forensic, security, and legal issues. The paper concludes with recommendations for digital forensics investigators, IT staff, individual users, and other stakeholders.

The New Yorker's 'Hiroshima': Tiffany Diamonds, Caribbean Cruises, And The Atomic Bomb, Christopher D. Craig

Reconstruction: Studies in Contemporary Culture

This article explores the limitations of John Hersey's influential account of the effects of the dropping of the atomic bomb on Japan. This is done by foregrounding the consumerist iconography of New Yorker advertisements, which ran alongside "Hiroshima" in August 1946, as a symbol of the contradictions of post-war liberalism. Hersey’s journalistic ethic and aesthetic of "immediacy" runs up against a dominant discourse capable of framing even socially critical sentiment as but one more commodity.

The threat of terrorist attacks by al Qaeda and other transnational terrorist organizations is a constant topic of public discourse in the United States. Despite its prominence, the nature of that threat is notoriously difficult to define. On the one hand, terrorists might be compared to other kinds of organized, dangerous criminals who should be prosecuted and punished using the federal criminal law. On the other hand, terrorists might be compared to enemy soldiers engaged in warfare against the United States.
