In many practical situations, there is a need to combine interval and probabilistic uncertainty. The need for such a combination leads to two types of problems: (1) how to process the given combined uncertainty, and (2) how to gauge the amount of uncertainty and -- a related question -- how to best decrease this uncertainty. In our research, we concentrate on these two types of problems. In this paper, we present two examples that illustrate how the corresponding problems can be solved.

This policy brief builds on our prior work for the Robert Wood Johnson Foundation. In 2005, The George Washington University School of Public Health and Health Services (GW) evaluated the role of public and private insurance in financing preventive care and treatment for at-risk and obese children. One of the key findings from that report was that Medicaid's existing Early and Periodic Screening Diagnostic and Treatment (EPSDT) coverage standards provide for comprehensive, obesity-related pediatric health care interventions. Using data drawn from state Medicaid programs, this report examines the extent to which state programs use the Medicaid EPSDT benefit to address …

The quality of the therapeutic alliance has robust effects on the outcome of psychotherapy and psychopharmacologic interventions. Automated behavioral health programs that are being developed to increase access to mental health treatment are administered in the absence of direct human participation, thereby precluding the development of a traditional therapeutic relationship. The aim of this study was to develop a personified guide designed to stimulate reactions similar to those experienced in a therapeutic relationship, and evaluate the effect of the guide on adherence to and satisfaction with an online alcohol use evaluation program. The final rule on Chronic Wasting Disease (CWD) Herd Certification Program and Interstate Movement of Farmed or Captive Deer, Elk, and Moose was published in the Federal Register by the U.S. Department of Agriculture, Animal Plant and Health Inspection Service (APHIS) on July 21, 2006 (SCWDS BRIEFS, Vol. 22, No. 2). Evolution Of The Electron Yield Curves Of Insulators As A Function Of Impinging Electron Fluence And Energy, John R. Dennison, Alec Sim, Clint Thomson

Electron emission and concomitant charge accumulation near the surface of insulators is central to understanding spacecraft charging. A study of changes in electron emission yields as a result of internal charge buildup due to electron dose is presented. Evolution of total, backscattered, and secondary yield results over a broad range of incident energies are presented for two representative insulators, Kapton and Al2O3. Reliable yield curves for uncharged insulators are measured, and quantifiable changes in yields are observed due to <100-fC/mm2 fluences. Highly pathogenic avian influenza (HPAI) virus H5N1 presents an incredible threat to human and animal health throughout the planet. Little is known about the prevalence of this virus in wild bird populations; however it is evident that the virus has spread throughout most of Asia, Eastern Europe and North Africa through well established migratory flyways. Although H5N1 was first detected in central China, Vietnam has been hit the hardest by this virus, with nearly one hundred human cases to date (World Health Organization, 2006) and one hundred twenty million dollars lost in their poultry industry (Gov. of USA, 2005). This chapter seeks to take the characters and situations of Gay's The Beggar's Opera and consider how closely the play's portrayal matches the historical record. Although the view offered by the play is a restricted one, the chapter concludes that the picture it offers is as close to historical reality as any other document from the period.

BACKGROUND. The American Cancer Society, Centers for Disease Control and Prevention, National Cancer Institute, and North American Association of Central Cancer Registries collaborate annually to provide U.S. cancer information, this year featuring the first comprehensive compilation of cancer information for U.S. Latinos.
METHODS. Cancer incidence was obtained from 90% of the Hispanic/Latino and 82% of the U.S. populations. Cancer deaths were obtained for the entire U.S. population. Cancer screening, risk factor, incidence, and mortality data were compiled for Latino and non-Latino adults and children (incidence only). This paper discusses various issues and challenges facing philanthropy and nonprofit organizations in the United States of America. The writer believes that effective grant writing abilities are necessary for leaders in higher education and those who posses these skills will be able to lead more efficiently. The paper will present effective fundraising strategies and discuss management techniques employed by veterans in the nonprofit sector. Additionally, descriptions of each of the nine major areas associated with foundation funding are summarized, and certain grantsmanship practices are highlighted. Finally, this paper will discuss seven basic components necessary for writing a successful grant proposal.

Racial and ethnic disparities in cardiovascular care are greatly influenced by market factors and how the health care system is organized. This study examines key health system factors that contribute to disparities in cardiac care among racial and ethnic minorities in the United States. A market assessment, consisting of site visits, interviews, and data collection from key health care providers in 10 communities, was undertaken to identify common characteristics in the health care markets and to explore how these factors may drive disparities in cardiac care.

Epizootic hemorrhagic disease (EHD) is an acute, infectious, often fatal viral disease of some wild ruminants. Epizootic Hemorrhagic Disease Confirmed in Free-ranging Deer From West-Central Indiana. Bluetongue is an insect-borne, viral disease primarily of sheep, occasionally goats and deer and, very rarely, cattle. The Indiana State Department of Health (ISDH) has had a sophisticated disease surveillance system in place since 2000 to monitor mosquitoes and birds that can potentially carry West Nile virus (WNV). The treatment of tuberculosis of the spine (Pott's disease) is essentially conservative and a vast majority of patients can be successfully managed on antituberculo us therapy (ATT) alone.1 Surgery is indicated in a few specific cases where deformity of spine, pain, or neurological compromise is becoming a serious issue. In cases where surgery is indicated the benefits are almost immediate and excellent. The question of whether courts should consult the laws of "other states" has produced intense controversy. But in some ways, this practice is entirely routine; within the United States, state courts regularly consult the decisions of other state courts in deciding on the common law, the interpretation of statutory law, and even the meaning of state constitutions. A formal argument in defense of such consultation stems from the Condorcet Jury Theorem, which says that under certain conditions, a widespread belief accepted by a number of independent actors, is highly likely to be correct. Many professional associations are grappling with membership challenges. Recently, the American Medical Association (AMA) adopted a strategy they termed the “member-centered” approach (Romano, 2004). One feature of this approach designed to boost membership is teaming with state and specialty societies. The American Medical Association believes that “future cooperation and collaboration with state associations is vital to any membership turnaround” (Romano, 2004, p. 11). This partnership makes good business sense.

This paper explores the range of values implicated by war and compares today's dominant values with those that prevailed during previous American wars, with a particular emphasis on the World War Two and early Cold War period. War is related to values, and as economists like to remind us, what we value becomes apparent in the movement of people and prices. Part I of this Article considers the moral, ethical and monetary values that prevailed throughout the 1940's and early 1950's. The normative threads that kept the World War Two effort on track were those of mobilization and shared sacrifice. …

While the oceans are mostly out of sight, and therefore mostly out of mind, they make up the majority of our environment. They are a place where industrial food production relies on hunting rather than farming. But industrial food production relies on industrial equipment such as massive bottom trawl nets and scallop dredges that scrape across the seafloor. The use of these destructive tools has been compared to using bulldozers for hunting squirrels in the forest. The resulting impact is comparable to clear-cutting forests — but could be far more devastating. In 1998, scientists estimated that every two years, destructive …
