Measuring What Matters: India's Draft National Health Research Policy (2026) Puts Patient Outcomes Over Publication Metrics, Punnya V. Angadi

Indian Journal of Health Sciences and Biomedical Research KLEU

For years, success in Indian health research meant papers, citations, and patents. However, this rarely meant better outcomes for patients. India's Draft National Health Research Policy, 2026, proposes a fundamental shift in how research success is defined and attempts to close this gap. In this editorial, the main elements of the policy, such as proposing the ICMR Impact of Research and Innovation Scale (ICMR-IRIS), reformed research infrastructure, and a National Health Research Agenda shaped by real population needs rather than publishing convenience, are discussed. These components are placed in the context of a broader global shift towards responsible research evaluation. …

Virtual Sensing And Ai Method For In-Cabin Airflow (Q) Estimation And Closed-Loop Hvac Control, Anonymous Aug 2026

Virtual Sensing And Ai Method For In-Cabin Airflow (Q) Estimation And Closed-Loop Hvac Control, Anonymous

Defensive Publications Series

Vehicle HVAC blower control is typically open-loop, using commanded voltage or PWM duty cycle and assuming a fixed relationship to delivered airflow. In reality, airflow reaching the occupant depends on duct losses, filter loading, blower/compressor efficiency, altitude, air density, and vehicle variation. Since comfort depends on actual vent airflow (i.e., not blower voltage),this method estimates delivered airflow (Q = A·v, m³/s) through physics-based and AI sensor fusion using existing vehicle signals, then closes the control loop on estimated Q rather than commanded voltage.

This Court should consider those most directly impacted by the decision in this case: the intended beneficiaries of Colorado’s Universal Preschool Program (“UPK”), Colorado’s children. To paraphrase Shakespeare, though they be but little, they are constitutional rights-bearers and are thus entitled to be free from state-funded discrimination.

Amici are scholars of children and the law, education law, family law, and anti-discrimination law. Amici draw this Court’s attention to the significant harms children in the LGBT community would bear should Colorado be compelled to allow state-funded religious schools to discriminate against preschoolers. Exempting religious schools from the State’s equal-opportunity and antidiscrimination …

Beyond Better Conditions: Seaweed Farming And The Number Of Sentient Animals In Aquaculture, Shrilaxmi Patil, Matthew Unerman, Wasseem Emam

Animal Sentience

Oldfield & Bonano (2024) (O&B) document how far  fish welfare research lags behind welfare research in other animals. We share O&B’s feelings-based concept of welfare and agree that aquaculture seeded this field; but research volume has not scaled with animal numbers: Welfare attention per farmed fish or decapod remains negligible. Along the lines of preceding commentaries (Maia 2024, Mather 2024), we treat farmed aquatic animals as individuals rather than tonnage. We then raise a point so far absent from the commentary on O&B so far: reducing the number of sentient animals entering intensive systems. Coastal seaweed farming, which cultivates non-sentient …
