The Role Of The Federal Government In Response To Catastrophic Health Emergencies: Lessons Learned From Hurricane Katrina, Michael Greenberger Oct 2005

The Role Of The Federal Government In Response To Catastrophic Health Emergencies: Lessons Learned From Hurricane Katrina, Michael Greenberger

Faculty Scholarship

In much of the recent thought devoted to the role of states in responding to catastrophic public health emergencies, as most clearly evidenced by the commentary surrounding the Centers for Disease Control and Prevention- sponsored Model State Emergency Health Powers Act (Model Act), there is a focus on state governments being viewed as the exclusive controlling governmental agent supervising the governmental response. Much of that thinking is premised on a view of limitations placed on Congress’ power to act in public health emergencies emanating from Commerce Clause restrictions in the Supreme Court decisions of U.S. v. Lopez, 514 U.S. 549 …

Endogenous Human Cytomegalovirus Gb Is Presented Efficiently By Mhc Class Ii Molecules To Cd4+ Ctl, Nagendra R. Hegde, Claire Dunn, David M. Lewinsohn, Michael A. Jarvis, Jay A. Nelson, David C. Johnson Oct 2005

Endogenous Human Cytomegalovirus Gb Is Presented Efficiently By Mhc Class Ii Molecules To Cd4+ Ctl, Nagendra R. Hegde, Claire Dunn, David M. Lewinsohn, Michael A. Jarvis, Jay A. Nelson, David C. Johnson

School of Biomedical Sciences

Human cytomegalovirus (HCMV) infects endothelial, epithelial, and glial cells in vivo. These cells can express MHC class II proteins, but are unlikely to play important roles in priming host immunity. Instead, it seems that class II presentation of endogenous HCMV antigens in these cells allows recognition of virus infection. We characterized class II presentation of HCMV glycoprotein B (gB), a membrane protein that accumulates extensively in endosomes during virus assembly. Human CD4+ T cells specific for gB were both highly abundant in blood and cytolytic in vivo. gB-specific CD4+ T cell clones recognized gB that was expressed in …

Neural Networks To Intrusion Detection, Dmitry V. Novikov Oct 2005

Neural Networks To Intrusion Detection, Dmitry V. Novikov

Theses

Recent research indicates a lot of attempts to create an Intrusion Detection System that is capable of learning and recognizing attacks it faces for the first time. Benchmark datasets were created by the MIT Lincoln Lab and by the International Knowledge Discovery and Data Mining group (KDD). A few competitions were held and many systems developed. The overall preference was given to Expert Systems that were based on Decision Making Tree algorithms. This work is devoted to the problem of Neural Networks as means of Intrusion Detection. After multiple techniques and methodologies are investigated, we show that properly trained Neural …

Aviation Technology Group, Inc. (ATG) is currently preparing for a lengthy FAA certification process that will require detailed documentation and verification of the accuracy of all components that will belong to the aircraft being developed (the Javelin). This includes but is not limited to contracts, detailed design specifications, CAD files, test and verification results, revision tracking, and effectivity of all components used in each aircraft. The company has recently flown its first nonconforming prototype and will be building subsequent test articles, which will be used for the process of the Javelin. In order to organize all of this information and …

Incidence Of Splayleg Pigs In Nebraska Litter Size Selection Lines, J. W. Holl, R. K. Johnson Oct 2005

Incidence Of Splayleg Pigs In Nebraska Litter Size Selection Lines, J. W. Holl, R. K. Johnson

Department of Animal Science: Faculty Publications

Genetic parameters for the splayleg (SL) condition were estimated from 37,673 records of pigs from six lines derived from a Large White–Landrace base population. Random selection for 22 generations was practiced in Lines C1 and C2. Line C2 was derived from C1 at Generation 8. Selection lines were as follows: 1) Line I, selected 11 generations for an index of ovulation rate and embryonic survival followed by 11 generations of selection for litter size; 2) Line IOL, derived from Line I at Generation 8 and which underwent eight generations of two-stage selection for ovulation rate and number of fully formed …

Intrusion Detection And Response System Generator, Bel G. Raggad Oct 2005

Intrusion Detection And Response System Generator, Bel G. Raggad

CSIS Technical Reports

We discuss the design of an intrusion detection and resonse system (idrs) generator. This design involves a belief fuser, a belief tree classifier, and a memoryless fuzzy incident responder. The firm's security policy, its current risk profile, and training data constitute input streams. The system is designed to produce an incident response that security officers feasibly adopt to improve the firm's risk position as indicated in the corporate security policy. We do not present a prototype for the idrs generator but we provide sufficient details on the credal and pignistic schemes for the fuser and the classifier, needed to develop the idrs …

Promoting Government Information: Outreach To Non-Depository Libraries, James T. Shaw Oct 2005

Promoting Government Information: Outreach To Non-Depository Libraries, James T. Shaw

Criss Library Faculty Proceedings & Presentations

Some of you may recall that at last year's Fall FDLP Conference, Professor Charles Seavey (University of Missouri, School of Information Science and Learning Technologies) participated in a panel presentation about the future of depository libraries, and he remarked that "any library can be a depository." In the August 2005 issue of American Libraries, Professor Seavey elaborated on his idea in an article entitled, "Documents to the People: Musings on the Past and Future of Government Information." At some risk of oversimplification, his primary point is that the era of electronic access presents a new opportunity for any library …
