The article examines California’s new ethics rules and examines the cases which have been decided to date challenging and applying those rules. The stated goals of the New Ethics Rules are “to inform and protect participants in arbitration, and to promote public confidence in the arbitration process.” This is a laudable goal since arbitration is a private process that is dependent on public acceptance. The heart of the controversy concerning the New Ethics Rules revolves around the practical inconvenience and cost burden associated with compliance. The premise of the article is that mediators are intervenors in a dispute who, in addition to assessing the climate of the parties’ pre-mediation relationship, dealing with problems of perceptions, being on the lookout for imbalances of power, correcting false attributions and shepherding the parties’ negotiations must be prepared to anticipate, identify and handle the below-surface image needs or perceptions of the parties. The purpose of this thesis is to explore the correlation between non-objective painting and sculpture in the round. I believe there is an opportunity to create unique work that combines, integrates, juxtaposes or holds in opposition the image, color and surface qualities of painting and the material physicality of free-standing sculpture. I will attempt to blur the distinctions between painting and sculpture. The art of Jennifer Bartlett, Eva Hesse, Robert Rauschenberg, Frank Stella and Jessica Stockholder is among the significant work that points to a hybrid art form. This study assesses the readiness of United Way of Roanoke Valley (UWRV) for youth engagement in decision-making and other critical activities in the organization as part of the new Community Impact United Way. Semiclassical States, Effective Dynamics, And Classical Emergence In Loop Quantum Cosmology, Parampreet Singh, Kevin Vandersloot

We construct physical semiclassical states annihilated by the Hamiltonian constraint operator in the framework of loop quantum cosmology as a method of systematically determining the regime and validity of the semiclassical limit of the quantum theory. Our results indicate that the evolution can be effectively described using continuous classical equations of motion with nonperturbative corrections down to near the Planck scale below which the Universe can only be described by the discrete quantum constraint. These results, for the first time, provide concrete evidence of the emergence of classicality in loop quantum cosmology and also clearly demarcate the domain of validity …

Exploiting The Quantum Zeno Effect To Beat Photon Loss In Linear Optical Quantum Information Processors, Federico M. Spedalieri, Hwang Lee, Marian Florescu, Kishore T. Kapale, Ulvi Yurtsever, Jonathan P. Dowling

We devise a new technique to enhance transmission of quantum information through linear optical quantum information processors. The idea is based on applying the Quantum Zeno effect to the process of photon absorption. By frequently monitoring the presence of the photon through a quantum non-demolition (QND) measurement the absorption is suppressed. Quantum information is encoded in the polarization degrees of freedom and is therefore not affected by the measurement. Some implementations of the QND measurement are proposed. © 2005 Elsevier B.V. We use 373 hours (≈15 days) of data from the second science run of the LIGO gravitational-wave detectors to search for signals from binary neutron star coalescences within a maximum distance of about 1.5 Mpc, a volume of space which includes the Andromeda Galaxy and other galaxies of the Local Group of galaxies. This analysis requires a signal to be found in data from detectors at the two LIGO sites, according to a set of coincidence criteria. The background (accidental coincidence rate) is determined from the data and is used to judge the significance of event candidates. No inspiral gravitational-wave …

We use data from the second science run of the LIGO gravitational-wave detectors to search for the gravitational waves from primordial black hole binary coalescence with component masses in the range 0.2-1.0M. The analysis requires a signal to be found in the data from both LIGO observatories, according to a set of coincidence criteria. No inspiral signals were found. Assuming a spherical halo with core radius 5 kpc extending to 50 kpc containing nonspinning black holes with masses in the range 0.2-1.0M, we place an observational upper limit on the rate of primordial black hole coalescence of 63 per year …

Human fibrinogen 1 is homodimeric with respect to its γ chains (`γA-γA'), whereas fibrinogen 2 molecules each contain one γA (γA1-411V) and one γ' chain, which differ by containing a unique C-terminal sequence from γ'408 to 427L that binds thrombin and factor XIII. We investigated the structural and functional features of these fibrins and made several observations. First, thrombin-treated fibrinogen 2 produced finer, more branched clot networks than did fibrin 1. These known differences in network structure were attributable to delayed release of fibrinopeptide (FP) A from fibrinogen 2 by thrombin, which in …

Potential Of Modis Evi And Surface Temperature For Directly Estimating Per-Pixel Ecosystem C Fluxes, Abdullah Rahman, Daniel A. Sims, Vicente D. Cordova, Bassil Z. El-Masri

We tested the potential of estimating per-pixel gross primary production (GPP) directly from the MODIS enhanced vegetation index (EVI) and respiration directly from MODIS surface temperature (MOD11). Carbon flux data were obtained from 10 eddy covariance tower sites representing a wide range of North American vegetations. The correlation between across-site tower GPP and EVI was comparable (r = 0.77) to that between tower GPP and MOD17-GPP (r = 0.73), suggesting that EVI could be used to provide reasonably accurate direct estimates of GPP on a truly per-pixel basis. BACKGROUND: Detection and evaluation of population stratification are crucial issues in the conduct of genetic association studies. Statistical approaches useful for understanding these issues have been proposed; these methods rely on information gained from genotyping sets of markers that reflect population ancestry. Before using these methods, a set of markers informative for differentiating population genetic substructure (PGS) is necessary. We have previously evaluated the performance of a Bayesian clustering method implemented in the software STRUCTURE in detecting PGS with a particular informative marker set.
