Once a child is known to the child welfare agency, the child and his or her family become subject to a series of decisions made by judges, caseworkers, legal representatives, and others, all of whom have an important role to play. A child may encounter dozens of other new adults, including foster parents, counselors, and doctors. Most children (60 percent) enter foster care when removed from their homes by a child protective agency because of abuse or neglect, or both. Others (17 percent) enter care because of the absence of their parents, resulting from illness, death, disability, or other problems. …

Globalized Citizenship: Sovereignty, Security And Soul, Berta E. Hernández-Truyol

Human rights law has redefined the concepts of sovereignty and citizenship. Just as transnationalization has weakened the hegemony of the political elites (corporate economic elites and domestic ruling classes) by strengthening citizenship claims of all persons, so, too, a globalized citizenship grounded on a human rights model will strengthen personhood by denationalizing states' claims on individuals' rights. The human rights narrative has been imagined, crafted and delivered by Northern/Western powers--the hegemon--however, for the human rights model to be of utility to the globalized citizen project, it must be reconstituted with an antisubordination agenda. Bilateral War In A Multilateral World: Carrots And Sticks For Conflict Resolution, Zsolt Becsi, Sajal Lahiri

This paper constructs a three-country, many-good and many-factor trade-theoretic model in which two of the countries are in conflict and where war effort is determined endogenously in a Nash equilibrium. The third country does not take part in the war, but trades with the warring countries. In the framework, we examine, inter alia, how war and welfare are affected by globalization and by two instruments available to the third country — one carrot and one stick. Our overall conclusion is that the third parties do have the incentives for, and can play an effective role in, conflict resolution.

This Article presents and compares data collected in Argentina and the United States during each country's initial experience with court-connected mediation. In the period 1990 to 1999, Argentina and the United States began ambitious court-connected mediation programs and achieved notable results. A comparative analysis of these results yields insights that should prove useful to countries contemplating the adoption of mediation laws. This analysis exposes how two very different mandatory mediation schemes have worked in practice and explores how the circumstances under which mediation is transplanted to a new place can influence its effects.

The tsunami in the Indian Ocean at the end of 2004 has produced heightened scrutiny of how international disaster relief is supplied and governed. This scrutiny connects to arguments by the International Federation of Red Cross and Red Crescent Societies that more effective and efficient disaster relief requires the significant development of international law on disaster relief. This commentary analyses the historical and current relationship between international law and disaster relief and challenges the arguments that more international law on disaster relief is needed.

At the intersection of new weapon technologies and international humanitarian law, so-called "non-lethal" weapons have become an area of particular interest. This article analyses the relationship between "non-lethal" weapons and international law in the early 21st century by focusing on the most seminal incident to date in the short history of the "non-lethal" weapons debate, the use of an incapacitating chemical to end a terrorist attack on a Moscow theatre in October 2002. Software test automation is widely accepted as an efficient software testing technique. However, automation has failed to deliver the expected productivity more often than not. The goal of this research was to find out the reason for these failures by collecting and understanding the metrics that affect software test automation and provide recommendations on how to successfully adopt automation with a positive return on investment (ROI). Using photoemission spectroscopy (PES) the interface between the amino acid Lcysteine and a Au substrate was characterized to determine its electronic and chemical structure. L-cysteine was deposited on a Au substrate in several experiments via dipping into solution or via evaporation. The depositions were performed in several steps. Between deposition steps x-ray photoemission spectroscopy (XPS) and ultraviolet photoemission spectroscopy (UPS) measurements were taken. XPS was used to characterize the chemical interaction at the interface while UPS was used to determine the orbital line-up at the interface and the highest molecular orbital (HOMO) structure of L-cysteine. Drawing upon the disciplines of economics, anthropology, and history, and employing a new and unified analytic approach, Frederic L. Pryor reformulates in this book the entire field of comparative economic systems. He examines large samples of foraging (hunting, gathering, and fishing), agricultural, and industrial economies to explore four key questions: What are the distinct economic systems found in each group? Why do certain societies or nations have one economic system rather than another? What impact do economic systems have on the performance of the economy? The typical finding from research on metacomprehension is that accuracy is quite low. However, recent studies have shown robust accuracy improvements when judgments follow certain generation tasks (summarizing or keyword listing), but only when these tasks are performed at a delay rather than immediately after reading (Thiede & Anderson, 2003; Thiede, Anderson & Therriault, 2003). The delayed and immediate conditions in these past studies confounded the delay between reading and generation tasks with other task lags, such as the lag between multiple generation tasks and the lag between generation tasks and judgments. Perchlorate contamination of groundwater and soil continues to be a hot topic in many sectors, including industry, the federal Departments of Defense and Energy, regulators, and the general public. This article presents information on what is currently known regarding perchlorate uses, known and suspected naturally occurring versus anthropogenic perchlorate sources, and past and present manufacturing locations. It provides the reader with a baseline as well as background information to facilitate an understanding of perchlorate in the environment for the ultimate purpose of remediation. Water is essential in the Thai-Tai way of life. Thai people in Thailand as well as Tai peoples outside Thailand depend on water for agriculture, domestic daily uses, transportation and recreation. This paper is a result of an in-depth study of the relationship between water, beliefs and literary traditions of the Thai and some ethic Tai groups. Increasingly, discussion in the international policy community on the relationship between liberal trade and labor rights has focused on the issue of compliance with core universal rights, which have a close relationship to the rights contained in general international human rights instruments such as the UN Declaration and the UN Covenant on Civil and Political Rights.
