Within the healthcare facilities management arena, key performance-based condition indices such as a calculated Building Condition Index (BCI) are currently utilized as a governing indicator of facility health and performance. However, BCI alone does not adequately support enterprise-level risk prioritization and fails to provide a validated facility-to-facility risk prioritization model. Assets within the same enterprise receiving similar sustainment funding experience different rates of degradation depending on asset type and construction age thus impairing the BCI rating scale. However, women created spaces for themselves that gave them influence and autonomy, particularly through religious institutions. In the State of Arizona v. Navajo Nation, the Supreme Court asked the Navajo to accept a contradiction. In light of disagreements over water rights between Arizona and the Navajo Tribe, members of the Navajo pointed to the Treaty of Bosque Redondo. The Treaty was a compromise between the Navajo and US Officials to reparate the Navajo after “The Long Walk”: a series of forced relocations against the Natives that resulted in over 2,500 deaths. This article examines how the integration of artificial intelligence-enabled decision-support systems (AI-DSS) into military conflict complicates the attribution of individual criminal responsibility for war crimes under the Rome Statute. Unlike lethal autonomous weapons systems which are intended to supplant human agency, AI-DSS augments human decision-making across the targeting cycle while simultaneously introducing opacity and bias. These characteristics risk facilitating indiscriminate and disproportionate attacks, undermining t4he principles of distinction and proportionality under international humanitarian law. Next-Generation Democratic Cyber Statecraft - Balancing The Signal: Shutdown Shocks And Democratic Digital Governance, Scott M. Di Panni

This paper develops Next-Generation Democratic Cyber Statecraft (NG-DCS), a unified strategic doctrine for democratic governments to contest the cognitive domain against authoritarian adversaries. Drawing on twenty-six years of cross-national panel data (1999–2024) spanning 213 countries, game-theoretic modeling, and qualitative case analysis, the paper establishes three interconnected empirical and theoretical foundations. First, cross-national OLS regression across 160+ countries demonstrates that regime type is the dominant structural determinant of internet freedom (R²=0.615, β=2.513, p< 0.001), explaining more than twice the variance attributable to per-capita wealth (R²=0.268). Democratic governance, not economic development, produces open digital environments. Second, a two-way fixed effects (TWFE) difference-in-differences study exploiting government-ordered internet shutdowns as discrete policy interventions finds that digital restrictions causally degrade V-Dem governance quality by 0.21–0.38 standard deviations (p< 0.001 across all specifications). Treatment effects are immediate (β=−0.302 at k=0) and persist through five post-treatment years (β=−0.246 at k=+5), indicating structural rather than transitory governance damage. Parallel trends validation (p=0.352) and Callaway–Sant’Anna heterogeneity-robust estimation (ATT=−0.230, SE=0.077) support causal identification. Instrumental variable triangulation (2SLS β=−0.949, p=0.005) confirms that simultaneity was attenuating, not inflating, the primary estimates. Third, formal game-theoretic analysis reveals that the current U.S.–adversary equilibrium is (Restrain, Escalate)—the risk-dominant but Pareto-inferior outcome of a Stag Hunt structure. China, Russia, North Korea, and Venezuela each occupy structurally distinct positions (Stackelberg commitment, asymmetric two-level, autarky, and reactive trigger, respectively), requiring differentiated doctrinal responses rather than a uniform strategic playbook. Generative AI and algorithmic governance are shown to accelerate cognitive vulnerability by collapsing influence operation costs and exploiting engagement-optimized platform architectures that systematically degrade deliberative capacity in democratic populations.

The title of this paper draws on two historical meanings of the word ‘‘treadmill”. First, it references the economic concept of the ‘‘agricultural technology treadmill”, which describes how technological advances in farming lead to market consolidation, pushing smaller producers out while benefiting agribusiness oligopolies. Drug legalization, especially cannabis legalization, is a critical step forward in states’ willingness to address systemic disparities, privacy intrusions, violence, and other harms of the drug war. Yet, reforms center on legalization and repair through a narrow lens, focused on changes to the penal code. The public has found that narrow forms of legalization cannot serve their purported reparative purpose. Narrowly drawn legalization is illusory. Drug war harms and punishment for legalized substance use continue. Legalization reforms are vulnerable to political trends, resulting in rollback and retrenchment of drug war operations.

The large-scale conventional conflict in Ukraine has absorbed hundreds of thousands of soldiers on both sides. Yet, domestic considerations have limited mobilization of citizens into the military at the devastating cost of prolonging the conflict. The 2022 Russian invasion force should have comprised far more personnel to ensure success at the outset. Russian leadership grossly underestimated the Ukrainian will to resist and vastly overestimated its own capabilities. This thesis explores how design strategies influence player engagement with vertical spaces in combat-focused level design. The researcher applied strategies such as enemy density, cover placement, supply placement, and ranged enemy pressure to encourage players to move upward during combat. To examine this, the researcher created a custom single-player level in Dying Light using the developer tools to test multiple vertical routes and compare player behaviour across different spatial conditions. The researcher recorded player navigation patterns and spatial choices to evaluate how these strategies guided vertical engagement. This study investigates how the form of conflict termination can shape the scale, timing, and selectivity of refugee return. While civil war literature is exhaustive on how the form of conflict termination may influence post-war stability, there is little to no research on how it can impact refugee return. Using a dataset of thirty post-conflict cases and spatial analysis of Bosnia and Herzegovina, Sri Lanka, and Liberia, the paper tests whether government victories, rebel victories, or negotiated settlements predict return patterns.
