Plato's Sophist and Statesman articulate the limits or definition of philosophy. My selective interpretation begins with a problem from Sophist 259e-260a and 252e-253e: Is it possible to express correctly (in logos) the necessary conditions of logos? This is an instance of a universal problem: Is it possible for any expertise to define itself and have expert inspired confidence in this definition? I articulate this universal problem with recourse to Kantian meta-philosophy, Chomsky's generative grammar and Schoenberg's theory of harmony. Rudolph Carnap's distinction between questions internal and external to a scientific framework is the means of addressing this universal problem. Questions …

This study investigates how the different ideological interpretations of the principle of neutrality affect the practices of humanitarian aid organizations in conflict situations. Specifically, I study the International Committee of the Red Cross (ICRC) and Médicins Sans Frontières (Doctors without Borders/MSF). Additionally, I seek specific examples from the current conflict in Darfur, Sudan to illustrate my findings.

The purpose of this study is to determine how the organizations deal with delivering aid in a highly politicized environment while maintaining neutrality. It seeks to articulate the current dilemmas facing aid organizations that work to save the lives of those who suffer. …

Anions play important roles in biological systems. The design of anion sensors has been of great interest. The selective detection of a specific anion is particularly challenging. In the first chapter, I describe the synthesis of a TBS-protected fluorescein dye (1.1) and its use for the selective detection of fluoride. Solutions of 1.1 either in DCM or in aqueous media at physiological pH show the excellent selectivity towards fluoride to afford color formation while solutions of other interfering anions remain colorless. The monitoring of homocysteine (Hcy) and cysteine (Cys) levels is important since they are biomarkers associated with Alzheimer’s and …

This paper argues that the market participant exception to the dormant commerce clause reflects the same concerns that led to the clear statement doctrine for application of general legislation to the operations of state governments. The genius of the Constitution was to make federal law directly applicable to individuals instead of through state governments – this made enforcement easier and avoided confrontation between the state and nation. Confrontation in which the federal authorities order the state to act in a particular way should be a result of consideration of the need to do so. But the dormant commerce clause by …

Under what conditions is the United Nations High Commissioner for Refugees (UNHCR) able to successfully repatriate and reintegrate refugees to their country of origin? This work aims to evaluate the success of UNHCR's initiative to sponsor the repatriation and reintegration of political refugees who voluntarily chose to return to their homeland. The study of political refugees is essential in International Relations, since it entails the failure of preventing ethnic violence and civil unrest. Artifacts in an environment afford to their observers utility and function directly through specific object characteristics (e.g., mediums, surfaces, substances). Virtual environments (VEs) similarly seek to afford specific utility to their users, whether it is for training, education, or entertainment, thus it seems natural to consider basing VE designs on affordances. Such affordance-based design should yield significant benefits by providing designs that behave in more understandable and intuitive manners. These designs should be easier to learn, adapt better to user tasks, and frustrate users less by allowing use of the same skills acquired via real-world interactions. In order to realize …

Wavelength tuning is demonstrated in an antenna-coupled infrared microbolometer. With a 300-mV control voltage, we observed a tuning range of 0.5 mu m near 10 mu m. A metal-oxide-semiconductor capacitor underneath the antenna arms causes the shift of resonance wavelength with applied voltage. We develop a device model that agrees well with measured results.

The currently available human vaccine for anthrax, derived from the culture supernatant of Bacillus anthracis, contains the protective antigen (PA) and traces of the lethal and edema factors, which may contribute to adverse side effects associated with this vaccine. Therefore, an effective expression system that can provide a clean, safe, and edicacious vaccine is required. In an effort to produce anthrax vaccine in large quantities and free of extraneous bacterial contaminants, PA was expressed in transgenic tobacco chloroplasts by inserting the pagA gene into the chloroplast genome. Chloroplast integration of the pagA gene was confirmed by PCR and Southern analysis. …

We report measurements of frequency degenerate and nondegenerate two-photon absorption (2PA) spectra of CdTe quantum dots, QDs, in glass matrices and compare them with 2PA in bulk CdTe. We find that the 2PA is strongly dependent on the size of the QDs becoming smaller with decreasing size, even when normalizing to the volume of the dots. We adapt a simple degenerate 2PA model, based on the effective mass approximation, to nondegenerate 2PA, and this model correctly describes the experimental data for 2-photon energies up to similar to 1.4Eg. Since their inception, the actual use of nuclear weapons in conflict is extremely limited. There have been only two documented occurrences which were committed exclusively by the United States. By contrast, however, state posturing with nuclear weapons occurs with regularity transcending historical situations, national wealth, military power, or even the actual possession of nuclear weapons. Rationalist arguments that depict nuclear posturing as a means of deterrence appear insufficient given its tendency to unbalance perceptions of equilibrium, and the public nature in which it occurs. Many applications require computing resources well beyond those available on any single system. Simulations of atomic and subatomic systems with application to material science, computations related to study of natural sciences, and computer-aided design are examples of applications that can benefit from the resource-rich environment provided by a large collection of autonomous systems interconnected by high-speed networks. To transform such a collection of systems into a user's virtual machine, we have to develop new algorithms for coordination, planning, scheduling, resource discovery, and other functions that can be automated.
