Highly efficient, complex, and interdependent infrastructure systems including electric power, telecommunications, transportation, water utilities, food distribution, housing and shelter, public health, finance and banking are foundations of modern societies. Over the last 3 years, the United States has become acutely aware of the importance of civil infrastructures and their criticality to the nation’s economy and quality of life. Our reliance on these systems makes them especially attractive targets for attack. Opportunities for Undergraduate Research Experience Program (OURE)

This paper presents conceptual designs of three Unmanned Aerial Vehicles (UA Vs) for short range, surveillance applications. The conceptual UA V designs included: a) a conventional puller-propeller aircraft, b) a sport model pusher-propeller, and c) a Vtail, pusher propeller. The objective of the study was to compare the performance characteristics of each conceptual design in order to select the most efficient design. To compare the performance characteristics of each design, theoretical performance analyses were conducted on each configuration. Computer models of each configuration were then simulated to validate the theoretical results and conduct further analysis. Results obtained from these tests …

This article focuses on the modern development of cybercrime and how the current law enforcement model is inadequate to prevent and enforce computer-mediated crime. Specifically the article argues that the nation-states can better control the problem of cybercrime by replacing the current law enforcement model with that of a system of “distributed” security that uses criminal sanctions to employ reasonable measures to prevent and the perpetration of cybercrime. The article begins by defining the terms “law enforcement”, “crime”, and “cybercrime” and then moves on to discuss how the current model of law enforcement, as it stands today, is inept to …

The U.S. Forest Service celebrated its centennial in 2005, an event that depended on a set of individuals who in the years immediately prior to the agency’s creation in 1905 labored quietly, and sometimes not so quietly, to defuse opposition to the idea of it within the executive and legislative branches. Nathaniel Egleston, the second head of the U.S. Division of Forestry (1883–1886), is a forgotten figure in the history of early American forestry. The one-time minister became a tireless advocate for trees in the post-Civil War era, writing innumerable and well-received essays and pamphlets. But his enthusiasm did not translate into administrative success, and he was replaced by Bernard Fernow, who in turn was succeeded by Gifford Pinchot; the pair’s scientific training signaled the professionalization of American forestry.

Until relatively recently, the primary psychological approach to understanding Bram Stoker’s Dracula and the folklore of vampires has been psychoanalysis. Maurice Richardson asserted in 1956 that Dracula must be seen from a Freudian standpoint, since “from no other does the story really make any sense” (427). However, the psychoanalytic approach shares little with modern, scientifically based psychology. Fascinating though it may be, psychoanalytic theory has almost no measurable attributes and may itself be as mythical as vampires and an afterlife. Rather, psychoanalysis is a creative theory of human cognition and behavior that can be neither proven false, objectively replicated, nor …

This essay is a brief history of American underground/independent music from 1980 to 2000. The authors examine twenty-one of what they believe are the best and most influential bands of the period and provide an annotated list of representative recordings. These artists provide the inspiration and sonic blueprint for much of today’s cutting edge music. Even so, their recordings are often absent from library collections and many librarians and patrons are unfamiliar with them. Constructing the Past

One of the most important and influential periods in our nation's history, the outbreak of the Civil War occurred as a result of the pivotal presidential election of 1860. The Constitutional Union Party, less well known than the others, attempted to provide a national united force at a time of crisis; their goal was to support the Constitution and not divisive political policies. Despite their efforts in Northern and Southern states, their candidates did not capture any of the major offices and the Constitutional Union Party disbanded shortly after.

State of the Region Reports: Hampton Roads

Over the past decade, the region’s cities and counties have diminished the taxes they assess on boats so much that in several cities (for example, Virginia Beach), boat taxes in essence no longer exist. We show that all jurisdictions in Hampton Roads have suffered due to the reduced tax revenue and that the low-tax strategy has not attracted more boats from other regions, as intended. While boat taxes are unpopular and difficult to collect, Hampton Roads appears to have shot itself in the foot.

Part I of this Note examines how food insecurity threatens global security. Part II will examine ways that food insecurity is treated today through food aid and charity donated from the wealthy countries of the world. Part II will also discuss agricultural productivity: how it was improved tremendously in the twentieth-century using "Green Revolution" methods of agricultural production, and why such methods are not the optimal solution for the crisis ahead in the countries of sub-Saharan Africa.
