The Costs Of Selective Intervention: Why The Obama Administration Chose To Intervene In Libya Over Syria, Rayanne Attar

This paper examines the Obama administration’s selective military intervention during the Arab Spring, comparing case studies of Libya and Syria. I argue that the decision for the Obama administration to militarily intervene in Libya but not Syria was justified because intervention in Syria was far more costly in terms of risks. In Libya, Qaddafi’s regime lacked strong external support, relied on dated military systems, and faced a fragmented opposition, making intervention politically feasible. In contrast, in Syria, Assad’s alliance with Russia and Iran, threatening air defense capabilities, and internal sociopolitical divisions made military action highly risky and unlikely to produce …

The Soviet Afghan War has emerged in popular culture and scholarship as a quintessential case of an innovative and superior technology being able to foil an enemy that would have otherwise emerged as the victor of a conflict. This is almost always in reference to the Afghan Mujahedin being able to counter technologically superior Soviet MI-24 Gunship Helicopters with American heat-seeking missiles. This essay addresses Korean islanders who were produced and disregarded by Japanese colonialism as colonial wasted lives under the Japanese colonial regime on the Korean Peninsula by examining Se-dŏk Ham’s drama “Mui-do Gihaeng” through a conjunction of Zygmunt Bauman’s conception of wasted humans and Giorgio Agamben’s discussion of Auschwitz. As an inevitable and inseparable outcome of the colonial order-building process— particularly in Korean marine territory—colonial wasted lives, rendered disenfranchised and excluded, inhabit a marginal island in the West Sea, where they seek only survival under the constant risk of death, thereby engendering the routinization of death. In this paper, I critically examine Alyx Ayn Arumpac’s documentary, Aswang, which follows the campaign of extrajudicial killings carried out by the Duterte regime against alleged drug users through the stories of its victims and their communities. In its provocative usage of a metaphoric device—the titular aswang—primarily associated with Filipino folktales, tabloid gossip, and local horror films, Aswang challenges the boundaries of documentary as a genre and its associated truth claims. The focus of this study was to explore the lived experiences of civilian husbands during the deployment of their active-duty spouses. Although there is plenty of information concerning the negative and demanding impacts of deployment on female spouses and children, more is needed to understand the lived experiences of husbands of deployed soldiers. Research has confirmed that husbands of deployed soldiers have distinctive gender-specific needs that have been inadequately addressed, leading to adverse psychosocial effects. The Non-Alignment Movement has been covered extensively in Cold War scholarship, yet the relationship between Yugoslavia and Indonesia is often underexplored, especially in the realm of IR theory. This project examines Yugoslavia and Indonesia between 1945 and 1966 to propose an imagined community, as conceptualized by Benedict Anderson, that serves as a microcosm for a wider Non-Aligned community in the Third World. This article reports our experience of exploring the use of ChatGPT to artistically present a segment of qualitative data in a visual form for one of our previous studies. We recounted our engagement with ChatGPT and reflected on our emotions and thoughts throughout the interactive process with this AI-powered tool for image generation. Background

Acoustic disturbance is increasingly recognized as an ecological concern, particularly at sea. In light of marine mammal stranding events associated with use of naval mid-frequency active sonar (MFAS), which often involve goose-beaked whales (Ziphius cavirostris), research has sought to detect and characterize Ziphius behavioral responses to MFAS.

Methods

We deployed Sound and Motion Recording and Telemetry (SMRT) tags on 13 Ziphius in the Southern California Bight. The study area includes the United States Navy’s Southern California Anti-submarine Warfare Range (SOAR), and deployments overlapped temporally with training exercises including MFAS use. Military sexual trauma (MST)—sexual harassment or assault during military service—is more common among women and is a leading cause of posttraumatic stress disorder (PTSD). Veterans Affairs (VA) disability for MST-related PTSD offers financial support, free healthcare, and validation, but women face barriers and uneven access to supports (veteran service organizations, trained advocates, trauma-informed clinicians), reducing their chances of favorable decisions. In this generic qualitative study, semi-structured interviews were conducted with 11 purposively sampled women veterans representing diverse service eras, branches, and adjudication outcomes. This thesis challenges the dominant narrative of the Little Rock School Integration Crisis by recovering the hidden histories of families and siblings who made integration possible but have been systematically overlooked by historians. While existing scholarship focuses on the Little Rock Nine as individual heroes, this research demonstrates that integration was fundamentally a family crisis requiring collective decision-making, economic sacrifice, and multigenerational support networks. This paper reviews the development of the component of just war theory dealing with whether it is just to wage a war in the first place (jus ad bellum) from the early medieval to early modern eras and compares its principles to J.R.R. Tolkien’s novels about Middle-Earth. Tolkien’s views on the concept of jus ad bellum can be dated to a specific point in the medieval era, just before a number of modern, consequentialist criteria were added to Catholic thought on just war. Whether and how to regulate AI is now a central question of governance. Across academic, policy, and international legal circles, the European Union is widely treated as the normative leader in this space. Its regulatory framework, anchored in the General Data Protection Regulation, the Digital Services and Markets Acts, and the AI Act, is often portrayed as a principled model grounded in fundamental rights. This Article challenges that assumption. We argue that the rights-based narrative surrounding EU AI regulation mischaracterises the logic of its institutional design. Existing multi-agent workspace managers emphasize task decomposition, cooperative execution, and centralized or semi-distributed orchestration. While effective in stable environments, these systems lack robustness under adversarial conditions, prolonged uncertainty, and resource contention. This paper introduces Siege-State Multi-Agent Workspace Systems (SS-MAWS), a novel framework inspired by siege warfare doctrine, in which progress is achieved not through direct execution but through gradual constraint imposition, resource isolation, and systemic pressure.

This policy brief examines weaknesses and ambiguities in the 1967 Outer Space Treaty regarding nuclear and other weapons of mass destruction in space. Following Russia’s 2024 veto of a UN Security Council resolution proposed by Japan and the United States, concerns over the deployment of nuclear weapons in space have intensified. The brief proposes technical standards for cost-effective resiliency testing and satellite hardening as part of bilateral U.S.-Japan measures to strengthen resilience against nuclear detonations.

Third-party litigation funding (TPLF) has opened the courtroom doors for many Americans who may otherwise not be able to afford to seek justice in America’s civil court system. In this paper, trade networks and cultural exchange during the Greek Late Neolithic, Final Neolithic, and the Early Bronze Age will be tracked to better understand cultural interaction, seen through material parallels and synchronicities. Dating between the 5th and 3rd millennia BC, cultural practices will be traced geographically and through material cultures around the Cycladic islands, mainland Greece, and into the Aegean, specifically the exchange networks that include Euboea across each of these periods.
