Defense and Technology Papers

The purpose of this report is to explore one particularly promising model of combat force to intervene in Africa to stop mass killings and other atrocities. Its conclusion is that networking concepts and technologies that were effective in Afghanistan and Iraq can be used by Africans with intensive external help to field a capability for forcible humanitarian intervention.

In this defense strategy and budget book, Michael O'Hanlon argues that America's large defense budget cannot be pared realistically in the years ahead. But given the extreme demands of the Iraq mission, particularly on the U.S. Army and Marine Corps, he suggests how reductions in various weapons modernization programs and other economies might free up enough funds to add at least 40,000 more ground troops to today's military. Dr. Andrew Scobell examines the topic of Pyongyang's strategic intentions. He first identifies a broad spectrum of expert views and distills this wisdom into three "packages" of possible strategic intentions. He then sets out to test which package appears to reflect actual North Korean policy. While he opines that one is more likely than the others, he concludes that it is impossible to say with certainty which package most closely resembles reality. As a result, he suggests that further probing of Pyongyang's intentions is advisable.

This essay contends that mutual wealth in rural America, particularly related to the use of land and other natural resources, has undergone three major paradigm shifts in the last 500 years, and may be at the threshold of a fourth. First, from the early 1500s to about 1800, European diseases and conquest destroyed the elaborate management systems for agriculture, forests, game, and other natural resources developed by North American Indians. Second, from the early 1500s to the early 1900s, European and white American settlers, induced by offers of land, repopulated the continent primarily with small and medium-sized farms and ranches. …

According to the authors, the Report of the UN Commission of Inquiry on Darfur and the Security Council referral of the situation in Darfur to the International Criminal Court (ICC) bring to light two serious deficiencies of the ICC Statute and, more generally, international criminal law: (i) the systematic ambiguity between collective responsibility (i.e. the responsibility of the whole state) and criminal liability of individuals, on which current international criminal law is grounded, and (ii) the failure of the ICC Statute fully to comply with the principle of legality. Fred Barney (b.1922) entered the Army Specialized Training Program on October 11, 1943, at Michigan State Normal College in Ypsilanti, Michigan. Marching to and from classes and meals, and kept busy from dawn till dusk, Barney and his fellow ASTP trainees were educated in various military specialized fields. Shipped out to France shortly after D-Day, Barney’s unit, the 76th Infantry Division in General George Patton’s Third Army, became the spearhead in piercing the Siegfried Line of fortifications on Germany’s western border. The tension between universalism and cultural relativism lies at the heart of war crimes and war crimes prosecutions. While cultural relativism arguments should never be the basis for ignoring war crimes outside of the West (particularly in Africa), neither should the international community adopt a radical universalist approach that ignores the unique circumstances underlying each war crimes prosecution. The establishment of the ICTR, over the objection of the post-genocide Rwandan government, probably erred on the side of universalism by ignoring the legitimate needs of the Rwandan people. No matter if the "weapons of mass destruction" (WMD) argument brought forward by the U.S. in respect of the multinational military intervention in Iraq in 2003 was meant to be "real" or rather was "constructed": It is a fact that the WMD case, along with the new concept of security after 9/11, is real in its consequences for international WMD non-proliferation policy, collective use of force, and thus the U.N. security system. Fortune Personified And The Fall (And Rise) Of Women In Chaucer's Monk's Tale And The Autobiographical Writings Of Christine De Pizan, Leona C. Fisher

This thesis will posit that a query of the medieval trope, Fortune, can be read as a query into femininity. Fortune is depicted with many quintessentially medieval feminine traits, and women in texts that discuss Fortune often have Fortune's traits. While texts that link Fortune and femininity usually do so to censure women, some writers turned the trope to their advantage for just the opposite purpose. Both Chaucer in the "Monk's Tale" and Christine de Pizan personify Fortune to subtly point out the flaws in antifeminist medieval view of women. The genocide in Darfur, Sudan, is perhaps the worst human rights crisis of the new century. This article examines the failures of the international response so far, and offers a solution based on international human rights law.

Conducting an in-depth study of the Darfur genocide, and also discussing other genocides, the Article details the inadequacy of many of the international community's response to genocides, including “targeted sanctions” or international peacekeeping forces.

This paper concerns the development of the North Atlantic Treaty Organization's counterterrorism program. It seeks to analyze the legal implications of this development and the program's potential effectiveness. Specifically, the paper asserts that NATO's counterterrorism program is consistent with the drafting history of the North Atlantic Treaty and that Article 5 of the North Atlantic Treaty is sufficiently flexible to support future NATO counterterrorism missions.

This thesis discusses two ancient cosmologies: Genesis 1: 1-2:3 and Enuma Elish. It details the culture in which each was written by discovering the possible time periods from which each cosmology came. This thesis also seeks to understand why each narrative was written and what the author was propagating to its respective audience. Finally, the present thesis contrasts similarities and differences between the two cosmologies and explains motivations for the similarities and. differences. Historical perspectives, as well as recent work in psychology, converge on the conclusion that human behavior is the product of two or more qualitatively different neural processes that operate according to different principles and often clash with one another. We describe a specific "dual process" perspective that distinguishes between "deliberative" and "emote" control of behavior. We use this framework to shed light on a wide range of legal issues involving foreign policy, terrorism, and international law that are difficult to make sense of in terms of the traditional rational choice perspective. The question of whether women’s voices can be recovered from the past may sound very old-fashioned to some people, but in the Zimbabwean academic situation, it is still pertinent even after all the advances made in researching women history elsewhere. This is because there is no attempt by historians to grapple with the absence of women voices in mainstream narratives of pre-colonial history of Zimbabwe.
