Official Indiscretions: Considering Sex Bargains With Government Informants, Susan S. Kuo

This article addresses an alarming new investigatory practice employed by law enforcement officials: requiring arrestees to carry out sexual tasks as confidential informants. Requiring arrestee informants to engage in sexual activities in exchange for a reduction or possible elimination of criminal penalties they might otherwise incur raises constitutional concerns. Informants can and do accept a variety of investigative assignments. But, as this article shows by drawing on sociological research, sex tasks differ fundamentally from more conventional informant undertakings. The importance of this distinction is that while adult individuals undoubtedly can provide consent to sexual matters, the validity of such consent …

In the world of remote sensing, both radar and EO/IR (electro-optical/infrared) sensors carry with them unique information useful to the imaging community. Radar has the capability of imaging through all types of weather, day or night. EO/IR produces radiance maps and frequently images at much finer resolution than radar. While each of these systems is valuable to imaging, there exists unknown territory in the imaging community as to the value added in combining the best of both these worlds. With the high risk and cost in fielding High Energy Laser (HEL) weapon systems, the development process must include computer simulation models of weapon system performance from the engineering level up to predicting the military worth of employing specific systems in a combat scenario. This research effort focuses on defining how to measure lethality for HEL weapons in an Advanced Tactical Laser (ATL) scenario. The author examines the role of pseudo operations in several foreign counterinsurgency campaigns. Pseudo operations are those in which government forces disguised as guerrillas, normally along with guerrilla defectors, operate as teams to infiltrate insurgent areas. This technique has been used by the security forces of several other countries in their operations, and typically it has been very successful. A number of factors must be taken into account before attempting pseudo operations, especially their role in the intelligence and operational systems. Human rights violations have commanded markedly different responses from international organizations, nations and affected communities. Although divergent in structure, jurisdiction and procedure, each systemic response shares a common goal − national reconciliation and social reconstruction. This paper primarily focuses on a more traditional system, the International Criminal Tribunal of Rwanda (ICTR), in an effort to compare and distinguish its reconciliatory impact with alternative systems employed by the Rwandese government, its localities and South Africa post apartheid. In her paper, "Reality TV, Faking It, and the Transformation of Personal Identity," Joanne Morreale examines the hybrid makeover, game, and reality TV show Faking It as a cultural form that portrays the transformation of personal identity through performance. Morreale argues that the contents and performance of the show intensify the link between consumer culture and the fabrication of identity by teaching that fulfillment comes from becoming, rather than having, a commodity. In the show, participants learn to perform new selves that are perceived as "better." Faking It thus puts on display the processes of fabrication whereby the self is …

Ultimately, this monograph argues that increasing Chinese engagement with Latin America will make the nation both a powerful competitor and a potential partner for the United States in the Western Hemisphere. On one hand, China with major investments in Latin America and dependence on its material flows is likely to be a nation interested in reducing political instability, armed groups, and criminal activity in the region—rather than fueling radical populism and insurgency. On the other hand, the United States needs to consider to what degree it is willing to accept a China that has increasing leverage in its strategic neighborhood …

Wide-Angle Multistatic Synthetic Aperture Radar: Focused Image Formation And Aliasing Artifact Mitigation, Jonathan E. Luminati

Traditional monostatic Synthetic Aperture Radar (SAR) platforms force the user to choose between two image types: larger, low resolution images or smaller, high resolution images. Switching to a Wide-Angle Multistatic Synthetic Aperture Radar (WAM-SAR) approach allows formation of large high-resolution images. Unfortunately, WAM-SAR suffers from two significant implementation problems. First, wavefront curvature effects, non-linear flight paths, and warped ground planes lead to image defocusing with traditional SAR processing methods. A new 3-D monostatic/bistatic image formation routine solves the defocusing problem, correcting for all relevant wide-angle effects. Inverse SAR (ISAR) imagery from a Radar Cross Section (RCS) chamber validates this approach. …

Fourth, in late March and early April 1865 the Confederate secret services, having abandoned abduction plans, plotted to kill Lincoln (and hopefully his entire Cabinet) by exploding a mine near the White House. This plot to assassinate Lincoln had been personally approved by Jefferson Davis and other top Confederate leaders.
