Conflict Resolution, Nation-Building & Constitution-Making., Nicholas Haysom
New England Journal of Public Policy
Most of the current and intractable armed conflicts in the world today are intra-state conflicts in societies divided along the fault lines of race, religion, ethnicity, language, and region. These conflicts are overwhelmingly animated by identity. Even where such conflicts do not take on a violent form, they serve to prevent the emergence of interest-based politics in multi-cultural societies. The political systems in such nation-states -- and their national constitutions -- are required to address the way in which multiple identities can coexist within an inclusive national polity and alongside a national identity. During austral summer 2003, we tracked a patch of surface water infused with the tracer sulfur hexafluoride, but without addition of Fe, through subantarctic waters over 10 days in order to characterize and quantify algal Fe pools and fluxes to construct a detailed biogeochemical budget. Nutrient profiles characterized this patch as a high-nitrate, low-silicic acid, low-chlorophyll (HNLSiLC) water mass deficient in dissolved Fe. The low Fe condition was confirmed by several approaches: shipboard iron enrichment experiments and physiological indices of Fe deficiency (F(v)/F(m) < 0.25, Ferredoxin Index < 0.2). During FeCycle, picophytoplankton (0.2-2 mu m) and nanophytoplankton (2-20 mu m) each contributed >40% of total chlorophyll. Learning Successful Strategies In Repeated General-Sum Games, Jacob W. Crandall
Theses and Dissertations
Many environments in which an agent can use reinforcement learning techniques to learn profitable strategies are affected by other learning agents. These situations can be modeled as general-sum games. When playing repeated general-sum games with other learning agents, the goal of a self-interested learning agent is to maximize its own payoffs over time. Traditional reinforcement learning algorithms learn myopic strategies in these games. As a result, they learn strategies that produce undesirable results in many games. In this dissertation, we develop and analyze algorithms that learn non-myopic strategies when playing many important infinitely repeated general-sum games. We show that, in …

On December 15, 2005, the U.S. District Court for Nebraska (Judge Camp) ruled that Article 12 Section 8 of the Nebraska Constitution, popularly known as Initiative 300, violated federal law. The court ruled that I300, which regulates corporate farming, violated the Interstate Commerce Clause and the Americans with Disabilities Act.

In LePage’s v. 3M, the Third Circuit decided the first case at the federal appellate court level that dealt with the subject of bundled discounts by a monopolist under Section 2 of the Sherman Act in the period following the U.S. Supreme Court’s decision in Brooke Group Ltd. v. Brown & Williamson Tobacco Corporation. Prior to the decision in Brooke Group, the Third Circuit had only once before addressed this topic in Smithkline Corp. v. Eli Lilly and Company. Smithkline is only significant because it nearly suggested that any bundled discount, regardless of whether above or below cost, was anti-competitive. …
