Despite pros and cons within the French society, PACS or the solidarity civil pact, since 1999, allowed homosexual pairs to formalize their commitment outside marriage. United States' foreign policy has been extremely influenced by some determinant factors both personal and institutional. However, by the end of World War II, an institution known as interest group, played important role relatively to the determination of United States' foreign policies, particularly those which were related to Middle East conflict. A Jewish lobby known as AIPAC (American Israeli Public Affairs Committee) has been the most powerful interest group to influence the United States' foreign policy especially after President Truman's administration. This article describes the internal development of AIPAC and some AIPAC's actions in order to get public supports to …

Pencarian Dasar-Dasar Filosofis Bagi Keberadaan Filsafat Nusantara, Ganang Dwi Kartika Oct 2004

Pencarian Dasar-Dasar Filosofis Bagi Keberadaan Filsafat Nusantara, Ganang Dwi Kartika

Wacana, Journal of the Humanities of Indonesia

The meaning of philosophy in Indonesian has become an interesting topics, especially when it is related to another concept, culture. Some Indonesian dictionary writers defined "filsafat" (philosophy) in many ways from different aspects. However, the definitions have not reflected the meaning accuracy, both from the linguistic pattern aspect and from its terminology. Besides that, the definitions, which come from Western, invite another question. If there is Western philosophy, then what about Eastern philosophy, especially Nusantara philosophy? That question is also discussed in this writing.

Seasonality Of Tuberculosis In India: Is It Real And What Does It Tell Us?, Lorna E. Thorpe, Thomas R. Frieden, Kayla F. Laserson, Charles Wells, Gulshan Khatri

Michigan Bovine Tuberculosis Bibliography and Database

India has a third of the world’s tuberculosis cases. Large-scale expansion of a national program in 1998 has allowed for population-based analyses of data from tuberculosis registries. We assessed seasonal trends using quarterly reports from districts with stable tuberculosis control programs (population 115 million). In northern India, tuberculosis diagnoses peaked between April and June, and reached a nadir between October and December, whereas no seasonality was reported in the south. Overall, rates of new smear-positive tuberculosis cases were 57 per 100 000 population in peak seasons versus 46 per 100 000 in trough seasons. General health-seeking behavior artifact was ruled …

European Management Studies

As of May 1, 2004, essential changes have taken place in competition law. Regulation (EC) 1/2003, which introduced new rules of proceeding in antitrust matters, entered into force on this date. The four pillars of the reform are as follows: discontinuation of the notification system, harmonisation of substantive law, decentralised application and reinforcement of investigative tools. National courts shall play a fundamental role in the effective enforcement of competition law. Regulation (EC) 139/2004 establishes a new EC merger control system. New Guidelines have also been adopted in order to increase effectiveness in this type of matters. National state aid provisions …

The White Dwarf Luminosity Function: The Shape Of Things To Come, Ted Von Hippel, M. Kilie, J. Munn, K. Williams, J. Libert, D. E. Winget, T. S. Metcalfe, Et Al.

Publications

We describe a new survey for cool white dwarfs that supplements Sloan Digital Sky Survey photometry with USNO proper motions and followup spectroscopy. To date we have discovered and spectroscopically confirmed 80 new moderate temperature and cool white dwarfs. We have also found a handful of high-velocity white dwarfs and we expect a sizable fraction of these to be thick disk or possibly halo objects. Our survey is designed to find 104 new white dwarfs, although only 60 will be among the faintest white dwarfs (MV 16), where most of the age-sensitivity resides. We discuss an extension of our survey …

The Yeast Rrna Biosynthesis Factor Ebp2p Is Also Required For Efficient Nuclear Division, Costin N. Ionescu, Sofia Origanti, Michael A. Mcalear Oct 2004

The Yeast Rrna Biosynthesis Factor Ebp2p Is Also Required For Efficient Nuclear Division, Costin N. Ionescu, Sofia Origanti, Michael A. Mcalear

Biological Sciences Faculty Research and Publications

Molecular genetic analysis of the yeast Ebp2 protein has revealed that it is an essential, nucleolar protein that functions in the rRNA biosynthesis pathway. Temperature-sensitive ebp2-1 mutants are defective in the processing of the 27 SA precursor rRNA, and the point substitutions that disrupt this activity cluster towards the central, more highly conserved region of the Ebp2 protein. We report here that other ebp2 mutants exhibit deficiencies associated with defects in chromosome segregation. Yeast cells bearing a 50 amino acid C-terminal truncation allele (ebp2ΔC50) display a slow-growth phenotype and exhibit an increased percentage of cells with …

Narzucanie Ceny Odsprzedaży A Ochrona Konkurencji, Eliza Misiejuk Oct 2004

Narzucanie Ceny Odsprzedaży A Ochrona Konkurencji, Eliza Misiejuk

European Management Studies

The article contains economical reasons for the producers' demanding Resale Price Maintenance (RPM) from agents in light of the new EC regulation (1999) excluding vertical restraints from prohibition of restrictive agreements. While there are some variations as to the nature of the price restriction (advertised or recommended prices, price floors, price ceilings), RPM is generally viewed as a very controversial tool. The article shows - from a theoretical point of view - when RPM improves or harms economic efficiency and what the real motives for implementing RPM are. The influence of RPM on social welfare depends, inter alia, on the …

Doktryna Niezbędnych Ograniczeń We Wspólnotowym Orzecznictwie Antymonopolowym W Sprawach Porozumień Ograniczających Konkurencję, Agata Jurkowska Oct 2004

Doktryna Niezbędnych Ograniczeń We Wspólnotowym Orzecznictwie Antymonopolowym W Sprawach Porozumień Ograniczających Konkurencję, Agata Jurkowska

European Management Studies

Ancillary restraints doctrine as linked with the implementation of the prohibition of agreements restraining competition (prohibition of cartels) constitutes the subject of the article. It is used to indicate the limits of implementation of the prohibition of cartels and simultaneously it allows to decide on the scope of the exemption from the prohibition. The concept has been developed through case law of the European Court of Justice, especially judgments on: Göttrup-Klim, European Night Services, Métropole. The concept of ancillary restraints serves as a method for rationalising the scope of implementing the prohibition of cartels. This means that the ancillary restraints …

Kontrola Koncentracji Mediów W Dobie Digitalizacji. Pomiędzy Regulacją A Konkurencją, Marcin Kolasiński Oct 2004

Kontrola Koncentracji Mediów W Dobie Digitalizacji. Pomiędzy Regulacją A Konkurencją, Marcin Kolasiński

European Management Studies

The article concerns the problem of the control of media concentration. Due to the specific nature of this form of economic activity, there are various concepts of appropriate law mechanisms to regulate market structure. The main doubts are connected with the fact that the element protected by law in this case is not market competition in the pure economic sense, but, above all, media pluralism. A guarantee of the existence of this value, according to the supporters of detailed sector regulation, requires a definition of the admissible forms of administrative interference into the ownership structures of media entrepreneurs. Opponents of …

Program Darowania I Obniżania Kar We Wspólnotowym I Polskim Prawie Ochrony Konkurencji, Marek Sachajko

European Management Studies

The institution of administrative fines is one of the key elements of the penalty system imposed for violation of the ban on competition restricting practices. To make the penalty system more effective under Polish, as well as Community law, there has been a Leniency Programme introduced, based on a collaboration between participants of anti-competition agreements with authorities protecting free competition. Within the framework of the Leniency Programme, there is a possibility to apply two legal instruments toward the co-operating entrepreneur, i.e. immunity from fines and reduction of fines. The subject of the publication is to present and analyse legal and …

Polski Model Regulacji Na Tle Porównawczym, Waldemar Hoff Oct 2004

Polski Model Regulacji Na Tle Porównawczym, Waldemar Hoff

European Management Studies

Regulation as a form of state intervention first emerged in the United States after WW I with the rise of new sectors such as energy and telecommunications. Regulatory authorities were made independent, so that they would not strengthen the powers of the president. Regulation in Poland is the result of European integration. The fundamental feature of any regulator is independence. In Poland, the independence is being undermined by i.a. excessively detailed legislation. The Polish model is characterised by entrusting the regulatory powers to one person, assisted by an advisory collegiate body, and by one-tier of decision making. The Polish model …
