Many proponents of school choice use the claim of the market’s capability to enhance efficiency and improve performance to call for its expansion. But no markets are perfectly competitive, and the local market for public goods is filled with institutional arrangements that make it differ from the neoclassical ideal. In this paper, we look at a particular institution—the provisions of charter school legislation—and assess how it affects the ability of charter schools to gain market share. ...

Follicular Development And Maturation In Gilts Selected For An Index Of High Ovulation Rate And High Prenatal Survival, H.-W. Yen, J. J. Ford, D. R. Zimmerman, R. K. Johnson

Seventy-one 10th-generation gilts from White Line-1 (WL-1 = randomly selected control line) and White Line-2 (WL-2 = selected for an index of ovulation rate and prenatal survival rate) were used to compare the pattern of follicular development and atresia during the follicular phase of the estrous cycle. Gilts were treated with PGF2α on d 13 of the estrous cycle (d 0 of induced follicular development) to induce luteolysis and assigned randomly within line and sire for ovary recovery on d 0, 2, 3, 4, 5, and the day after estrus. Optimal Topologies For Wireless Sensor Networks, Jason Tillett, Shanchieh Jay Yang, Raghuveer Rao, Ferat Sahin

Since untethered sensor nodes operate on battery, and because they must communicate through a multi-hop network, it is vital to optimally configure the transmit power of the nodes both to conserve power and optimize spatial reuse of a shared channel. Current topology control algorithms try to minimize radio power while ensuring connectivity of the network. We propose that another important metric for a sensor network topology will involve consideration of hidden nodes and asymmetric links. Evaluating The Role Of Brown Vs. Board Of Education In School Equalization,, Orley C. Ashenfelter, William J. Collins, Albert Yoon
Princeton Law and Public Affairs Research Paper Series
In this paper we study the long-term labor market implications of school resource equalization before Brown and school desegregation after Brown. For cohorts born in the South in the 1920s and 1930s, we find that racial disparities in measurable school characteristics had a substantial influence on black males’ earnings and educational attainment measured in 1970, albeit one that was smaller in the later cohorts. When we examine the income of male workers in 1990, we find that southern-born blacks who finished their schooling just before effective desegregation occurred in the South fared poorly compared to southern-born blacks who followed behind …

Deregulating Telecommunications In Internet Time, James B. Speta
Law and Economics Papers
The Telecommunications Act of 1996 has yielded more litigation and less local competition than its supporters expected or intended. Calls for its reform are multiplying. The article diagnoses the 1996 Act's failings and prescribes a framework for reform. The successful deregulations of the transportation industries and of long-distance telecommunications (precedents the 1996 Act sought to follow) demonstrate that the Act should have taken additional steps to promote intermodal telecommunications competition. Transportation deregulation successfully prompted competition where (as in the case of airlines and trucking) multiple firms could compete on an intramodal basis or where (as in the case of railroads) …

Understanding And Improving Moment Method Scattering Solutions, Clayton Paul Davis
Theses and Dissertations
The accuracy of moment method solutions to electromagnetic scattering problems has been studied by many researchers. Error bounds for the moment method have been obtained in terms of Sobolev norms of the current solution. Motivated by the historical origins of Sobolev spaces as energy spaces, it is shown that the Sobolev norm used in these bounds is equivalent to the forward scattering amplitude, for the case of 2D scattering from a PEC circular cylinder. A slightly weaker relationship is obtained for 3D scattering from a PEC sphere. These results provide a physical meaning for abstract solution error bounds in terms …

Over recent decades, coral reefs worldwide have experienced severe sea-surface temperature (SST) anomalies. Associated with an El Niño-Southern Oscillation (ENSO) event of 1997-1998, nearly 100% mortality of the space-dominated coral Agaricia tenuifolia was reported at several shelf lagoonal sites of the Belize barrier reef system; a less abundant congener, A. agaricites, had lower mortality rates. We assessed A. agaricites and A. tenuifolia populations at coral reef ridges in the south-central sector of the Belize shelf lagoon and forereef sites to document recovery following the 1998 ENSO event and subsequent passage of Hurricane Mitch. Atelerobotic system allows a user to interact with an environment indirectly. Our project successfully creates a telerobotic environment between the Phantom 1.5 controller and the UMI RTX robotic arm. Utilizing the haptic features of the Phantom controller, a more realistic interaction was created between the telerobotic system and the user by providing sensory feedback. As the user manipulates the hand-controlled Phantom device, signals are sent via a parallel port to the personal computer. A real-time WIN32 application, utilizing the GHOST SDK library, reads the position of the Phantom controller's coordinates and calculates the corresponding motor positions of the UMI RTXrobotic …
