FAMILY AFFAIRS was a free, twice-a-month, social activities newsletter for the GLBTQI (gay/lesbian/bisexual/trans/queer/intersex) community, sent out around the 1st and 15th of each month. It covered the State of Maine only. The list was begun and maintained for many years by Jean Vermette in Bangor, and later operated by Zack Paakkonen of Portland. Over the years it evolved from a social activities newsletter into a business directory, classified ad service, and community bulletin board.

This final report describes the grant program funded by NHEP and administered by DES. A Memorandum of Agreement (MOA) between NHEP and DES created a grant program to provide assistance to coastal communities to develop storm sewer infrastructure maps. DES issued a request for proposals (RFP), chose grant recipients, and managed the grant agreements. This report provides details on the grant projects completed by Farmington, Dover, Durham, Seabrook, Somersworth, and North Hampton. The deadline for completion of all grant projects was December 31, 2004.

We report findings from two feasibility studies using automatic speech recognition (ASR) methods in childhood speech sound disorders. The studies evaluated and implemented the automation of two recently proposed diagnostic markers for suspected Apraxia of Speech (AOS) termed the Lexical Stress Ratio (LSR) and the Coefficient of Variation Ratio (CVR). The LSR is a weighted composite of amplitude area, frequency area , and duration in the stressed compared to the unstressed vowel as obtained from a speaker’s productions of eight trochaic word forms. Background

Cigarette smoking and coal burning are the primary sources of indoor air pollution in Chinese households. However, effects of these exposures on Chinese children's respiratory health are not well characterized.

Methods

Seventh grade students (N = 5051) from 22 randomly selected schools in the greater metropolitan area of Wuhan, China, completed an in-class self-administered questionnaire on their respiratory health and home environment.

Results

Coal burning for cooking and/or heating increased odds of wheezing with colds [odds ratio (OR) = 1.57, 95% confidence interval (CI): 1.07–2.29] and without colds (OR = 1.44, 95% CI: 1.05–1.97). For smoking in the home, …

Foreign exchange risk remains a significant problem for microfinance institutions (MFIs). Many sources of potential funding for MFIs remain untapped due to the high risks of currency devaluation faced by these funding sources. Specifically, debt capital is available for MFIs but foreign exchange risk is a potential deterrent. This paper reviews current practices in the management of foreign exchange risk for and by MFIs. The advantages and disadvantages of these practices are discussed and alternative practices proposed.

Impact Of Microfinance Programs On Children's Education: Do The Gender Of The Borrower And The Delivery Model Matter?, Nathalie Holvoet

This article highlights the effects particular features of microfinance programs have on childhood education. Using data from a South India household survey, the article examines how microfinance impacts schooling and literacy, how credit enters the household, and who brings it in. Regression results show that, in the case of direct bank-borrower credit delivery, it does not matter whether credit enters the household through the mother or the father. However, large differences occur when mothers obtain credit through women's groups. Analysis indicates that combined financial and social-group intermediation leads to higher educational inputs and outputs, mainly for girls. Individual interviewis with …

This paper identifies the characteristic features of the different financial market players involved in the delivery of microcredit in the Philippines and looks into their experiences in addressing the credit demand of the small-borrower market segment, particularly the microenterprise sector. This paper argues that each group of lenders, specifically commercial banks, rural banks, credit-granting NGOs, and an apex financial institution, allocates its funds by establishing its own criteria for assessing the creditworthiness of borrowers and its own mechanisms to avoid borrower default. The Eastern Dakota Housing Alliance has completed 8 of 20 planned multi-family and single-family dwellings on Selkirk Circle in Grand Forks, North Dakota. Four twin-home (duplex) units were completed in March of 2003 (Phase I) and four more identical units were completed in February of 2004 (Phase II). Four additional units (Phase III) are due for completion by mid-summer, 2004. Design assistance and performance testing were provided by the Building America Industrialized Housing Project with the goal of achieving up to 50% energy savings over the 1993 Model Energy Code.

At the Conference on Telecommunications and Information Markets (COTIM)-2001, an international conference held in Karlsruhe, Germany, academic researchers and business practitioners shared their experiences and frameworks about m-commerce. A growing number of students, primarily at the high school level, are being assigned to alternative education programs for behavior management. These students, who engage in risky behaviors, may also come from high-risk environments, suggesting a possible correlation between these two factors that may increase the likelihood of unsuccessful life outcomes. Very little research has been conducted to determine the effectiveness of these programs after completion; however, because of the increasing prevalence of alternative education programs across the nation, questions have emerged as to whether or not students assigned to these programs will continue to engage in at-risk behaviors after …

This survey research study was utilized to explore participants’ views and knowledge of balanced literacy programs before and after a 45-hour graduate level literacy course and to document any changes using the Theoretical Orientation to Reading Profile (TORP; Deford, 1985) questionnaire. The TORP’s main purpose is to designate the philosophical position of individuals on their preferences to teaching reading. The TORP examines orientation to phonics, skills, and whole language. Dedifferentiated cells have served as tools to understand the molecular consequences of the loss of tissue-specific pathways. Here we report the characterization of one of these cell lines, M29, which lacks the liver-enriched HNF4-HNF1x pathway, in order to determine if this class of variant cell lines could provide additional information regarding requirements for tissue-type expression. We report that although the liver-specific x1-antitrypsin (a1AT) gene remains silent despite reactivation of the HNF4/HNF1x pathway in the M29 cells, the frequency of activation of an integrated x1AT-APRT transgene is increased 1000-fold in response to these transcription factors.
