The Upper Colorado River Endangered Fish Recovery Program (Recovery Program) is proposing to restore endangered fish habitat at 330 acres of Green River bottomlands located on the Thunder Ranch near Jensen, Utah. The Recovery Program acquired a total of 455 acres of easement from Thunder Ranch to protect and improve floodplain habitat for the benefit of endangered Colorado River fishes. The project area is located adjacent to the Green River within an old meander river channel. Several ponds and wetlands exist in the project area, but are isolated from the Green River by an earth-filled levee. By notching the existing …

Examines the effectiveness of vehicle buy-back programs such as the Bay Area Quality Management District's vehicle buy-back program, the largest publicly-funded scrapping program in the country. Attempts to identify who participates in such programs, and what the effects of participation are on efforts to reduce the amount of pollution generated by older vehicles.

Inequity Measures For Evaluations Of Environmental Justice: A Case Study Of Close Proximity To Highways In Nyc, Jerry O. Jacobson, Nicolas W. Hengartner, Thomas A. Louis

Assessments of environmental and territorial justice are similar in that both assess whether empirical relations between the spatial arrangement of undesirable hazards (or desirable public goods and services) and socio-demographic groups are consistent with notions of social justice, evaluating the spatial distribution of benefits and burdens (outcome equity) and the process that produces observed differences (process equity. Using proximity to major highways in NYC as a case study, we review methodological issues pertinent to both fields and discuss choice and computation of exposure measures, but focus primarily on measures of inequity. A Perfect Storm: Mercury And The Bush Administration, Rena I. Steinzor, Lisa Heinzerling

In December 2003, the Environmental Protection Agency (EPA) proposed a rule for mercury emissions from power plants and issued a final rule for mercury emissions from chlor-alkali facilities. Regarding power plants, EPA had previously found that mercury posed the most serious threat among the hazardous air pollutants emitted by power plants, and also that regulation of mercury from power plants was appropriate and necessary under section 112 of the Clean Air Act, which requires stringent technology-based regulation for hazardous air pollutants. Despite section 112's clear rejection of emissions trading as a compliance option, EPA has proposed to allow commercial trading …

Recently, the federal circuit courts of appeal have divided in addressing to what extent either Title VI of the Civil Rights Act of 1964 or Title IX of the Education Amendments of 1972 protects those who complain about racial or gender discrimination from retaliation by their employers or schools. Neither Title VI nor Title IX explicitly prohibits retaliation by recipients. However, various federal agencies have issued specific Title VI or IX regulations that explicitly prohibit retaliation by recipients. Title IX "was modeled after Title VI . . ., which is parallel to Title IX except that it prohibits race discrimination, …

This report summarizes an overview of the problem, local concerns, model policies, and best practices for toxic pollution prevention and provides recommendations for next steps to protect human health and the local environment in Portland and Multnomah County. This report accompanies the Multnomah County and City of Portland resolutions to "Recognize National Pollution Prevention Week and develop a Toxics Reduction Strategy jointly with City of Portland / Multnomah County using the Precautionary Principle."
