A Perfect Storm: Mercury And The Bush Administration, Part Ii, Rena I. Steinzor, Lisa Heinzerling

The Environmental Protection Agency's recent proposal to regulate mercury emissions from power plants, and its final rule on mercury emissions from chlor-alkali facilities, suffer from serious scientific, legal, economic, and distributional flaws. The first installment in this series examined the strong scientific basis for regulating mercury emissions and critiqued the agency's decisions from a legal perspective. This second (and final) installment finds that EPA's decisions also fail from the perspectives of economics and environmental justice. Hillsborough County, Florida is subject to a variety of natural and technological hazards, which have the potential to threaten both the population and the built environment. This research focuses on several natural hazards (coastal flooding, sink hole, and hurricane) and technological hazards (toxic transportation spills and toxic release from fixed storage facilities) and the population that is potentially exposed to these hazards. Social vulnerability for this population was determined using racial composition, gender, age and household rental/ownership status.

Catholic Social Thought (CST) is coherent body of principles concerning the organization of social and economic life drawing on the inspiration of natural law, Thomism, the Gospel and the tradition of Christian personalism. While valuing the creative energy of capitalism and its contributions to the production of wealth, it is often highly critical of the inequalities generated by capitalism, its tendency to promote materialistic consumerism and capital's devaluation of the dignity of work. Russian Floating Nuclear Reactors: Lacunae In Current International Environmental And Maritime Law And The Need For Proactive International Cooperation In The Development Of Sustainable Energy Sources, Douglas John Steding

During the second half of 2003, Russia announced plans to build barges carrying two nuclear reactors capable of supplying electricity to a town of fifty thousand people. Rapidly developing countries seem particularly interested in this proposal, as these reactors can meet their growing power needs. In addition, these floating nuclear reactors provide an alternative to coal, oil and natural gas, all sources of energy that contribute to global warming. These reactors, however, pose a substantial risk to the environment, particularly in light of Russia's lax environmental policies, and the design of the barges themselves make them susceptible to a wide …

We'll explore how questioning our lives and actions helps us grasp environmental justice. I believe environmental justice calls many of us to conceive of our lives in new ways so that we can become true ecological citizens. The current depleting landfill capacity in Connecticut means that resource recovery facilities will be relied on heavily to meet the States' waste disposal needs. This heavy reliance on these facilities will place greater burdens on the host communities of these waste facilities. Therefore it is important to examine the citing of these facilities to determine if these sitings unfairly targeted a particular segment of the population.

To determine if siting has been unjust in Connecticut, this study uses a geographic information system (GIS) to analyze demographic data surrounding each facility in a comparison of demographic data from 1990 and 2000 …

This thesis will examine the effects of residential segregation, exclusionary zoning, and gentrification on low-income minorities in inner cities. The research will show the relationship between housing inequalities and institutional classism and racism. In addition, the research will examine the use of public policies and regulations that maintain the existing isolation and concentration of minorities and low-income families through disinvestment.

What's A Judge To Do? Remedying The Remedy In Institutional Reform Litigation, Susan Poser

Democracy by Decree is the latest contribution to a scholarly literature, now nearly thirty-years old, which questions whether judges have the legitimacy and the capacity to oversee the remedial phase of institutional reform litigation. Previous contributors to this literature have come out on one side or the other of the legitimacy and capacity debate. Abram Chayes, Owen Fiss, and more recently, Malcolm Feeley and Edward Rubin, have all argued that the proper role of judges is to remedy rights violations and that judges possess the legitimate institutional authority to order structural injunctions. One of the greatest challenges to modem society is the management and disposal of hazardous by-products that have accompanied the industrial advances of the twentieth century. One of the most difficult by-products to deal with has been radioactive waste. Previous research has shown that due to the real and perceived risks associated with this type of waste, the burden of storing said waste has fallen on minority communities, including Native American groups. This research examines the proposed temporary nuclear waste storage facility to be located on the Skull Valley Indian Reservation in Utah. Using an ethnographic case study approach, this …
