To Model Or Not To Model? Competing Modes Of Inference For Finite Population Sampling, Rod Little
The University of Michigan Department of Biostatistics Working Paper Series
Finite population sampling is perhaps the only area of statistics where the primary mode of analysis is based on the randomization distribution, rather than on statistical models for the measured variables. This article reviews the debate between design and model-based inference. The basic features of the two approaches are illustrated using the case of inference about the mean from stratified random samples. Strengths and weakness of design-based and model-based inference for surveys are discussed. It is suggested that models that take into account the sample design and make weak parametric assumptions can produce reliable and efficient inferences in surveys settings. …

The association of a supernova with GRB 0303291,2 strongly supports the collapsar model3 of -ray bursts (GRBs), where a relativistic jet4 forms after 1 the progenitor star collapses. Such jets cannot be spatially resolved because of their cosmological distances. Their existence is conjectured based on breaks in GRB afterglow light curves and the theoretical desire to reduce the GRB energy requirements. Temporal evolution of polarization5,6,7 may provide independent evidence for the jet structure of the relativistic outflow. Small-level polarization ( 1-3%)8−17 has been reported for a few bursts, but the temporal evolution of polarization properties could not be established. Here, …

The Anchor, Volume 117.11: November 12, 2003, Hope College
The Anchor: 2003
The Anchor began in 1887 and was first issued weekly in 1914. Covering national and campus news alike, Hope College’s student-run newspaper has grown over the years to encompass over two-dozen editors, reporters, and staff. For much of The Anchor's history, the latest issue was distributed across campus each Wednesday throughout the academic school year (with few exceptions). In recent years The Anchor moved to monthly print issues and a more frequently updated website. The Anchor is now published in print twice per academic semester. Occasionally, the volume and/or issue numbering is irregular.

PARENTAL NOTIFICATION PRIOR TO TERMINATION OF MINOR'S PREGNANCY. INITIATIVE CONSTITUTIONAL AMENDMENT AND STATUTE. Amends Constitution to provide that, except for medical emergency or when waiver of notification has been obtained pursuant to state law, no abortion shall be performed upon an unemancipated minor until the physician notifies minor's parent or legal guardian. Statute provides definitions and authorizes monetary penalty and damages for violation. Statute permits minor to confidentially petition juvenile court for notification waiver based upon clear and convincing evidence of sufficient maturity, physical or sexual abuse by parent or guardian, or that notification is not in minor's best interests. …

Alkali-Metal Gases In Optical Lattices: Possible New Type Of Quantum Crystals, A. E. Meyerovich
Physics Faculty Publications
Similarities between alkali-metal gases in optical lattices with noninteger occupation of the lattice sites and quantum crystals are explored. The analogy with the vacancy liquid (VL) provides an alternative explanation to the Mott transition for the recent experiment on the phase transition in the lattice. The VL can undergo Bose-Einstein condensation (BEC) with Tc within experimental reach. Direct and vacancy-assisted mechanisms of the band motion for hyperfine impurities are discussed. A large concentration of vacancies can result in the spatial decomposition of the system into pure hyperfine components. Below the vacancy condensation the impurity component resembles 3He in …

Another step in the multi-year development and implementation of Country of Origin Labeling (COOL) was completed at the end of October when USDA’s Agricultural Marketing Service (AMS) published proposed rules for mandatory COOL. These proposed rules, published in the Federal Register on October 30, 2003, provided AMS’s requirements for compliance with COOL and clarification of some issues raised through public comment on the voluntary COOL guidelines released last year. Additionally, AMS offered a summary of research identifying costs and benefits of the program and its own cost assessment.

Frederick Durrie “Rick” Barton was born in Buenos Aires, Argentina on September 5, 1949 to Robert Barton and Nancy Hemenway (Whitten) Barton. After four years the family moved to Spain and later to New York City. Rick went to public elementary schools, then attended Deerfield Academy and Harvard University. Ten years after college, while working in Boston, he received a MBA from Boston University. He recently received an honorary degree from Wheaton College. He worked on Bill Hathaway’s 1972 campaign then worked in his office until 1975. In 1976 he ran for congress and won the primary election but lost …
