A Framework For Management Of Concurrent Xml Markup, Alex Dekhtyar, Ionut E. Iacob
A Framework For Management Of Concurrent Xml Markup, Alex Dekhtyar, Ionut E. Iacob
Computer Science and Software Engineering
The problem of concurrent markup hierarchies in XML encodings of documents has attracted attention of a number of humanities researchers in recent years. The key problem with using concurrent hierarchies to encode documents is that markup in one hierarchy is not necessarily well-formed with respect to the markup in another hierarchy. Previously proposed solutions to this problem rely on the XML expertise of the editors and their ability to maintain correct DTDs for complex markup languages. In this paper, we approach the problem of maintenance of concurrent XML markup from the Computer Science perspective. We propose a framework that allows …

National Environmental Compliance Handbook, United States Department Of Agriculture, Natural Resources Conservation Service
All U.S. Government Documents (Utah Regional Depository)
The National Environmental Compliance Handbook (NECH) provides guidance to Natural Resource Conservation Service (NRCS) officials about how to comply with Federal environmental requirements when delivering technical and financial assistance. The objectives of this Handbook are to: • Improve the quality of plans and decisions by integrating environmental considerations into the planning process; • Promote efficiency in preparing environmental documentation; • Provide a systematic framework for integrating the NRCS planning process and environmental requirements; and • Serve as a reference for NRCS environmental compliance procedures.

Inventory Of The Land Conservation Values Of The Houtman Abrolhos Islands., Department Of Fisheries. Western Australia
Inventory Of The Land Conservation Values Of The Houtman Abrolhos Islands., Department Of Fisheries. Western Australia
Fisheries Management Papers
There is growing pressure for increased development on the Houtman Abrolhos Islands (Abrolhos Islands). Much work on the natural, historical and cultural values of the islands has been undertaken. This document is a review of this work, which provides an overview of the conservation values of the islands, and should prove useful in considering the selection, design and evaluation of proposed developments at the Abrolhos Islands. Based on existing information, the purpose of the Review of the Land Conservation Values of the Houtman Abrolhos Islands is to: • identify and map areas of conservation value (natural, historical and cultural); and …

Novel Approaches To Numerical Software With Result Verification, Laurent Granvilliers, Vladik Kreinovich, Norbert Mueller
Departmental Technical Reports (CS)
Traditional design of numerical software with result verification is based on the assumption that we know the algorithm f(x_1,...,xn) that transforms input x1,...,xn into the output y=f(x1,...,xn), and we know the intervals of possible values of the inputs. Many real-life problems go beyond this paradigm. In some cases, we do not have an algorithm f, we only know some relation (constraints) between xi and y. In other cases, in addition to knowing the intervals [xi], we may know some relations between xi; we may have some information about the probabilities of different values of xi, and we may know the …

Controllability And Local Accessibility—A Normal Form Approach, Wei Kang, Mingqing Xiao, Issa Amadou Tall
Controllability And Local Accessibility—A Normal Form Approach, Wei Kang, Mingqing Xiao, Issa Amadou Tall
Articles and Preprints
Given a system with an uncontrollable linearization at the origin, we study the controllability of the system at equilibria around the origin. If the uncontrollable mode is nonzero, we prove that the system always has other equilibria around the origin. We also prove that these equilibria are linearly controllable provided a coefficient in the normal form is nonzero. Thus, the system is qualitatively changed from being linearly uncontrollable to linearly controllable when the equilibrium point is moved from the origin to a different one. This is called a bifurcation of controllability. As an application of the bifurcation, systems with a …

This instrument provides precise deformation monitoring of the (proposed) repository block. This document describes the history of the installation, outlines the principles of operation of the system, documents the integral recording and control system and file formats used, and provides information on how QA has been implemented, with the aim of being a self-contained description which could be used …

Ground Water Level Measurements In Selected Boreholes Near The Site Of The Proposed Repository, H. Scott Page, Klaus J. Stetzenbach, Amy J. Smiecinski
Publications (YM)
Analysis of twenty years of ground water level monitoring data by the Department of Energy on the boreholes comprising the periodic network near Yucca Mountain indicate that overall, such levels have been remarkably stable. Continuing this program of longterm monitoring, the Harry Reid Center for Environmental Studies at the University of Nevada - Las Vegas (HRC) has acquired quarterly data on water levels from the same network between July 2001 and June 2003. Analysis of selected 2002 quarterly ground water level data collected by the HRC using manual and electronic techniques on boreholes in the volcanic flow system aquifer appears …

Identification Of Dynamic Properties Of Materials For The Nuclear Waste Package, Brendan O'Toole, Mohamed Trabia, Amy J. Smiecinski
Publications (YM)
Stainless steel 316L, titanium alloy grade 7, and alloy C22 are currently under consideration as candidate materials for use in various components associated with the spent nuclear fuel package, which must be designed to withstand structural deformation caused by static, thermal, and handling loads. In addition, it has to maintain its integrity in case of accidents, where it may be subjected to high loads over a very short period of time. Mechanical characteristics of these three materials under dynamic loading are not well documented. This paper describes the procedures and results obtained from experiments performed over a range of slow …

A Three-Level Finite Difference Scheme For Solving A Dual-Phase-Lagging Heat Transport Equation In Spherical Coordinates, Lixin Shen
Doctoral Dissertations
Heat transport through thin films or micro-objects is of vital importance in microtechnology applications. For instance, metal thin films are important components of microelectronic devices. The reduction of the device size to microscale has the advantage of enhancing the switching speed of the device. On the other hand, size reduction increases the rate of heat generation, which leads to a high thermal load on the microelectronic devices. Heat transfer at the microscale is also important for the thermal possessing of materials with a pulsed-laser. Examples in metal processing are laser micromachining, laser patterning, laser processing of diamond films from carbon …

ETSU Today [magazine]
I wish to tell you about organizational growth, as we experience it on the campus of ETSU. Although much institutional energy was expended this year in recovering from the government shutdown at the conclusion of the previous fiscal year and in re-orienting the university to manage the massive budget cuts that followed, many significant achievements took place during 2002-2003, due in large part to the strong partnerships that we have forged over the years and the attitude of the fine faculty, staff, and students at ETSU. It took creativity, unconventional thinking, and cooperation to reach closure on the 2003- 2004 …

Proof Beyond All Possible Doubt: Is There A Need For Higher Burden Of Proof When The Sentence May Be Death?, Leonard B. Sand, Danielle L. Rose
Chicago-Kent Law Review
Recent studies conclude that errors occur in the American capital punishment system with such frequency that it is entirely foreseeable that, if continued unaltered, numerous innocent persons will be executed. Assuming that this is unacceptable but that America will wish to continue to utilize the death penalty in its justice system, the authors believe that society has a duty to try to reduce the frequency of such errors. The authors propose that the requisite burden of proof in the penalty phase of a capital trial should be raised from beyond a reasonable doubt to beyond all possible doubt. The …

In an effort to improve the reliability and versatility of spacecraft charging models designed to assist spacecraft designers in accommodating and mitigating the harmful effects of charging on spacecraft, the NASA Space Environments and Effects (SEE) Program has funded development of facilities at Utah State University for the measurement of the electronic properties of both conducting and insulating spacecraft materials. We present here an overview of our instrumentation and capabilities, which are particularly well suited to study electron emission as related to spacecraft charging. These measurements include electron-induced secondary and backscattered yields, spectra, and angular resolved measurements as a function …
