Ethnicity, Governance And The Provision Of Public Goods, Mwangi S. Kimenyi
Ethnicity, Governance And The Provision Of Public Goods, Mwangi S. Kimenyi
Economics Working Papers
Ethnicity is an important institution and one that impacts on the quality of governance. This paper focuses on the behavior of ethnic groups and specifically on their impact on the provision of public goods. The paper shows that ethnic heterogeneity results in under-provision of non-excludable public goods. On the other hand, such societies associate with provision of patronage goods. The paper proposes some areas of research such the economics of ethnic institutions, empirical evidence of the role ethnic groups on public goods provision, tax compliance and institutional reforms to improve governance.

Assessment of Student Learning Reports
From February 18 through March 7 of 2003, an online survey entitled “Assessment of Your Learning Experience: General Education” was administered via the Internet to UMM seniors. The Office of Institutional Research and Reporting in the Twin Cities coded the questionnaire into HTML format and prepared the statistical report. There were 182 responses to the survey. Since the total number of graduating seniors invited to take the survey was 317, this was a 57.4% response rate.

A Solution To The Yahoo! Problem? The Ec E-Commerce Directive As A Model For International Cooperation On Internet Choice Of Law, Mark F. Kightlinger
Law Faculty Scholarly Articles
In May 2000, a French court decided that a French law banning the display of Nazi materials for sale applies to an auction website hosted by the California-based company Yahoo! Inc. The following year, at the request of Yahoo! Inc., a U.S. District Court declared that the French judgment was unenforceable in the United States because enforcing it would violate an important public policy-the First Amendment. These two cases have attracted considerable attention because they crystallize a difficult problem. The Internet is global. Every website potentially reaches every home on the planet. Thus, website content or activity that may be …

What Are Conversation Systems?, Frank Bramlett
What Are Conversation Systems?, Frank Bramlett
English Faculty Publications
The study of conversation as a serious field of inquiry began in the1970s when sociologists Harvey Sacks, Emmanuel Schegloff and Gail Jefferson first turned our attention to the way people talk to each other. Interestingly, they began looking at talk not for the sake of talk itself but instead as a way to understand social interactions. They collected samples of conversations and analyzed them to help answer questions that sociologists (not necessarily linguists) are interested in answering. For instance, how do people manage their daily lives through talk? How do people establish, maintain, improve and end relationships with each other …
Confronting Transgressions Of Prior Military Regimes Towards A More Pragmatic Approach, Okechukwu Oko
Confronting Transgressions Of Prior Military Regimes Towards A More Pragmatic Approach, Okechukwu Oko
Cardozo Journal of International and Comparative Law
The article argues that post-conflict African nations, particularly Nigeria, face a critical challenge in balancing justice for past regime transgressions with the need to maintain social stability and consolidate democracy. It contends that criminal prosecutions, while symbolically important, may disrupt social equilibrium and fail to address systemic issues stemming from authoritarian rule. Instead, the article advocates for a pragmatic approach, emphasizing the establishment of a Truth Commission as a middle ground between retribution and amnesty to facilitate reconciliation and advance democratic consolidation.

The Effects Of Gamma-Hydroxybutyrate On Response Acquisition, Sean Patrick Laraway
The Effects Of Gamma-Hydroxybutyrate On Response Acquisition, Sean Patrick Laraway
Dissertations
In the last 10 years, the use and abuse of the club drug gamma-hydroxybutyrate (GHB) has noticeably increased. Because GHB has only recently emerged as a drug of abuse, relatively little is known about the drug's behavioral effects, including its effects on learning. Therefore, the present study sought to characterize GHB's effects on rats' acquisition of a lever-press response using a two-lever, resetting/cancellation procedure. Under this procedure, responses on one ( reinforcement ) lever produced a single food pellet after a delay of 0, 20, or 40 s. Presses on the second ( cancellation ) lever during a delay interval …

Beyond Convergence And The New Media Decisions: Regulatory Models In Communications Law, Melanie Mortensen
Beyond Convergence And The New Media Decisions: Regulatory Models In Communications Law, Melanie Mortensen
Canadian Journal of Law and Technology
While technological and economic changes have been the most influential factors in stimulating recent policy and regulatory reassessments in Canada with respect to telecommunications and broadcasting regulation, public interest and socio-political concerns should also remain significant in the design of new regulatory and policy responses to convergence and competition. When the CRTC announced that it would refrain from regulating broadcasting in new media for a period of five years, this occasion illustrated the increasing inapplicability of the sector-specific legislation from which the mandate of the CRTC is derived.
The first model addressed is the present sector-specific policy and regulatory treatment …
