Leaders have assumed their positions of power in a variety of ways: through election, designation, inheritance, and coincidental timing or stealth. Regardless of the means of ascent into power, a leader’s endorsement is well regarded. The research findings of Covey (1989), Bennis (1989), Greenleaf (1973), Deming (1986), Drucker (1996), Bolman and Deal (1991), Fox (1995), and others support a strong correlation between leadership and the success or failure of a community, business, or organization. The popularity of association rules has resulted in several variations being proposed. In each case, additional attributes in the data are considered so as to produce more informative rules. In the context of active mining, different types of rules may be required over a period of time due to knowledge needs or the availability of new attributes. The present approach is the ad-hoc development of algorithms for each variant of rules. This is time consuming and costly, and is a stumping block to the vision of active mining. G-Portal is a georeferenced and geospatial digital library that aims to identify, classify and organize geospatial and georeferenced resources on the web and to provide digital library services for these resources. Annotation service is supported in G-Portal to enable users to contribute content to the digital library. In this paper, we present a resource annotation framework for georeferenced and geospatial digital libraries and discuss its application in G-Portal. The framework is fiexible for managing annotations of heterogeneous web resources. It allows users to contribute not only the annotation content but also the schema of the annotations. Neutron scattering has been used to measure the charge and spin structure in the YBa₂Cu₃O_6+x superconductors. Incommensurate static charge ordering is found at low doping levels while only charge fluctuations are found at higher doping. The spin structure is complex with both a commensurate resonance and incommensurate structure observed at low temperatures. The scattering results are used to construct a phase diagram for stripes in the YBa₂Cu₃O_6+x system.

The temperature dependence of electrical properties for SrBi2Ta2O9 thin film capacitors with platinum electrodes (Pt/SBT/Pt) on silicon wafers was studied from 10 to 300 K. with a decrease in temperature from 300 to 200 K, the remanent polarization of the thin films shows about an 11% reduction from its 300 K value; however, it is reduced by about 87% reduction from its 200 K value when the temperature drops from 200 to 100 K. with a decrease to 200 K, the polarization fatigue was significant, and the capacitor shows an approximate 29% reduction in polarization from its initial value following …

Operating at super high speeds emerges as a need in various sectors of industry including military, automotive and home appliances. Generation of electric power at such speeds has the inherent advantage of compactness and elimination of speed adaptation means. Switched Reluctance (SR) drives favor high-speed operation due to their inherent ruggedness and robust structure. In addition, they represent a very long constant power region allowing an efficient operation in a compact form. Efforts to understand unusual weather or abrupt changes in climate have been plagued by deficiencies of the standard solar model (SSM) [1]. Although it assumes that our primary source of energy began as a homogeneous ball of hydrogen (H) with a steady, well-behaved H-fusion reactor at its core, observations instead reveal a very heterogeneous, dynamic Sun. As examples, the upward acceleration and departure of H⁺ ions from the surface of the quiet Sun and abrupt climatic changes, including geomagnetic reversals and periodic magnetic storms that eject material from the solar surface are not explained by the SSM. The electronic structure of the three sites in the thallium filled skutterudites was studied. Two series of thallium filled skutterudites were formed because thallium has a formal valence of +1 and iron or tin must replace some of the cobalt or antimony respectively, to maintain charge neutrality. Large atomic mean-square displacements were observed for the thallium filling atoms and it helps to produce the large thermal resistivity observed for these skutterudites.

Slow Convergence Of The Born Approximation For Electron-Atom Ionization, Stephenie J. Jones, Don H. Madison

It is usually assumed that the first-Born approximation for electron-atom ionization becomes valid for the fully differential cross section at sufficiently high impact energies, at least for asymmetric collisions where the projectile suffers only a small energy loss and is scattered by a small angle. Here we investigate this assumption quantitatively for ionization of hydrogen atoms. We find that convergence of the Born approximation to the correct nonrelativistic result is generally achieved only at energies where relativistic effects start to become important. Consequently, the assumption that the Born approximation becomes valid for high energy is inaccurate, since by the time …

This paper addresses the issues of field programmable gate arrays (FPGA) reconfigurable memory systems with faulty physical memory cells and proposes yield measurement techniques. Static yield (i.e., the yield which does not take into account the inherited redundancy utilization for repair) and dynamic yield (i.e., the yield which takes into account the inherited redundancy utilization for repair) of FPGA reconfigurable memory systems and their characteristics are extensively analyzed. Yield enhancement of conventional memory systems relies on additional redundancy, but FPGA reconfigurable memory systems have inherited redundancy and customizability. Furthermore, it believes that as the radiation dose increases, the magnitude of the effect will increase.
