When the Comanches, a Native American community originally from the Great Basin region, migrated to the Southern Plains in the early 1700s, they encountered Spanish colonies, missions, and military and administrative personnel as well as newly introduced trade items. Spain attempted to incorporate the Comanches into the region's emerging political economy through a variety of means including the use of treaties, coercive force, and economic inducements. Because of the Comanches' decentralized political organization, their conquest of the Apaches, and Spain's tenuous control over its northern frontier, the Comanches successfully retained control over their own articulation within the region's political economy. …

The Effect Of Simulator Platform Motion On Pilot Training Transfer: A Meta-Analysis, Eric A. Vaden

A meta-analytic (MA) approach was used to generate an estimate of true mean effect size (δ) for simulator motion with regard to pilot training transfer. The analysis was based on the techniques developed by Hunter and Schmidt (1990). A d statistic was used for effect size calculations based on information available in the included sources. Eleven studies were reviewed and considered for analysis, but only seven of these included the information necessary for calculating effect size and were included in the study. The result of the MA suggest a small, positive effect for motion, d = .16. No credibility interval …

In Working the Garden William Conlogue critiques readings of American literature dependent on pastoral assumptions, proposing instead a georgic perspective that would examine "the history of the intersections we have made among human work, human imagination, and the physical environment." While he takes a somewhat reductive view of previous critical approaches and of American applications of pastoral modes, his demonstration of the ways in which georgic questions alter our understanding of our literature promises to be of significant importance to the study of Great Plains literature.

The twenty-first century presents opportunities, as well as limitations, for the American Indian Nations of the Great Plains. Opportunities include enhanced economic development activities (e.g., casino gambling, telecommunications, and high-tech industries) and innovative tribal programming such as language immersion programs made possible through enhanced self-governance initiatives. Limitations include familiar scripts that perpetually threaten tribal sovereignty and chronically underfunded annual appropriations for Native American health, housing, and social service programs.

The Ponca Tribe of Nebraska, terminated in 1965 and restored to federally recognized status in 1990,¹ embraces these challenges by exploring the limits of self-governance, economic development opportunities, and cultural …

Popular images of the Great Plains frequently portray horse-mounted Indians engaged in dramatic bison hunts. The importance of these hunts is emphasized by the oft-mentioned dependence of the Plains Indians on bison. This animal served as a source of not only food but also materials for shelter, clothing, containers, and many other necessities of life. Pursuit of the vast bison herds (combined with the needs of the Indians' horses for pasturage) affected human patterns of subsistence, mobility, and settlement. The Lakota and Cheyenne, for instance, are described as relying heavily on bison meat for food and living a nomadic lifestyle …

This thesis analyzes the voices and appeals used in conspiracy rhetoric which is distributed via the internet. The voices, one measure of the argument's authority, are analyzed and described in depth, with eleven voices identified. These voices and their significance to Condit's text as a whole are discussed. Following the voice analysis, an Aristotelian analysis of the text's appeals to ethos, logos, and pathos is performed to examine the persuasive force of Condit's argument. Finally, the correlation between the voices and the appeals is examined to determine the strength of the correlation between the two constructs and to determine whether …

Much has been written about the national-security aspects of a potential conflict in Iraq, but there are no studies of the cost. A review of several past wars indicates that nations historically have consistently underestimated the cost of military conflicts. This study reviews the potential costs of a conflict including the postwar expenses that might be required for occupation, humanitarian assistance, reconstruction, nation-building, along with the implications for oil markets and macroeconomic activity. The War on Drugs has had a devastating effect on African American communities nationwide. The concept of the pool of surplus criminality may explain the drug war's focus on African Americans. Faced with a perceived drug problem, White Americans naturally identified African American people as the source of that threat and targeted them for police harassment and penal control. There are ways in which the drug war may be construed as a race war. This article examines the role of women in economic and political development, attempts made by women to overcome their socio-economic and political underdevelopment and marginalization, and the role of the intemational community in addressing these issues. It begins by arguing that although women play a very important role in development, their status in African countries does not reflect their contributions. A small array of antenna-coupled infrared bolometer detectors is connected in parallel. This small array is suitable as an individual area-receiving pixel of an infrared focal plane array. These pixels will have better coupling efficiency to extended sources than are possible with individual antenna-coupled sensors, which have a spatial response on the order of one wavelength in dimension. This pixel can be used to provide the advantages of antenna-coupled IR sensors (e.g., fast response, wavelength tuning, and polarization tuning) while increasing the collection efficiency of the sensors to non-laser sources. This major revision to the Code of Best Practice (COBP) for C² Assessment is the product of a NATO Research and Technology Organisation (RTO) sponsored Research Group (SAS-026). It represents over a decade of work by many of the best analysts from the NATO countries. A symposium (SAS-039) was hosted by the NATO Consultation Command Control Agency (NC3A) that provided the venue for a rigorous peer review of the code. C, the burst of the dot.com bubble in the stock market, a wave of corporate scandals, and a slowdown in the economy posed severe problems for officials of all governments in the federal system. The combined effects of the war on terrorism and the economic turmoil forced federal policymakers to create new agencies and to enact new policies. High-Energy Lasers: Technical, Operational, And Policy Issues, Elihu Zimet

After more than 30 years of technology development and many billions of dollars in investment, the Department of Defense is poised to operationally deploy its first high-energy laser (HEL) weapon system, the airborne laser. The unique attributes of an HEL—speed-of-light delivery of energy, surgical precision, variable lethality, and multiple target engagement—could significantly alter the balance between offensive and defensive weapons or provide options for nonlethal weapons. On the other hand, the long development period and large outlay of funding to date suggest the significant technical, operational, and policy challenges of fielding such systems.
