Beginning in September of 2000, there was an increase in Palestinian terrorist activity against the Jewish community in Judea and Samaria, the Gaza Strip, and within Israel itself. Hundreds were killed and wounded. In reaction, the army initiated military activities. Hundreds of Palestinians were killed and wounded. Terrorist activity intensified in the beginning of 2002. In March of that year there was an increase of Palestinian terrorist activity. Approximately one hundred and twenty Israeli civilians were killed and hundreds were wounded. Facts: This petition was submitted during IDF operations against the terrorist infrastructure in the areas of the Palestinian Authority. (“Operation Defensive Wall.”) Petitioners requested that the IDF be ordered to cease checking and removing the bodies of Palestinians that had been killed during the course of warfare in the Jenin refugee camp. Petitioners also requested that the IDF be ordered not to bury those ascertained to be terrorists in the Jordan valley cemetery. A Fool’S Errand? Legal Legacies Of Reconstruction In Two Southern States, Joseph A. Ranney
Texas Wesleyan Law Review
This Article examines several legal aspects of Reconstruction. It first looks at how the Texas and North Carolina supreme courts helped mediate the transition from a pre-war to a post-war society. Were the courts composed of unconditional Unionists, Conservatives, or a mix? Did they try to help the people of their states accept slav- ery's demise or did they aggravate the sting of defeat? A closely related issue is how Reconstruction lawmakers adjusted the legal rights of blacks following the abolition of slavery. Did they leave a permanent imprint on civil rights law or did they confirm Tourgee's judgment that …

In October 2001, the greater New York City Metropolitan Area was the scene of a bioterrorism attack. The scale of the public response to this attack was not foreseen and threatened to overwhelm the Bioterrorism Response Laboratory’s (BTRL) ability to process and test environmental samples. In a joint effort with the Centers for Disease Control and Prevention and the cooperation of the Department of Defense, a massive effort was launched to maintain and sustain the laboratory response and return test results in a timely fashion. An Empirical Test Of The Rent-Shifting Hypothesis: The Case Of State Trading Enterprises, Stephen F. Hamilton, Kyle W. Stiegert
Economics
A central result in the theoretical literature on strategic trade is the ‘rent-shifting hypothesis’, the idea that government’s can employ trade policy as a precommitment device to transfer profit from foreign to domestic firms. To our knowledge, however, the rent-shifting hypothesis remains untested empirically. This paper constructs a theory-based empirical test of rent-shifting behavior that relies on observations of government precommitment variables employed through State Trading Enterprises (STEs). The analysis applies data on the delayed producer payment structure of the Canadian Wheat Board (CWB) and examines its merits as a rent-shifting mechanism in the international durum market.
