This dissertation examines the sources of U.S. President Bill Clinton's foreign policy, with special attention to understudied political elements of intervention. The basis of this study is the Clinton Doctrine, in which Clinton opposed ethnic cleansing, and supported democratic governance worldwide. The primary research question asks to what extent and why was there a variation in Clinton's application of his own doctrine in the specific cases of Rwanda in 1994, Haiti in 1994, and East Timor in 1999. To address this question, the following five hypotheses are posited:

The purpose of these studies was to explore the Pons and Fleischmann effect using a titanium-deuterium electrolysis system. Three areas were being explored in these experiments: (1) possible production of excess heat, (2) an elemental change in the makeup of the cathode and (3) reproducibility.

Using two different calorimeter systems (8-Cell and Seebeck Envelope Calorimeter (SEC)), 64 electrolytic cells were run in 29 experiments. Of the 64 experimental cells, 38% showed evidence of excess heat generation overall. Excess heat was not claimed until the power output was at least 100 mW greater than power input which is 5 σ above …

The prospect of having to deal with a bioterrorist attack, especially one involving smallpox, has local, state, and federal officials rightly concerned. Before September 11, most procedures for dealing with a bioterrorist attack against the United States were based on fiction. Former President Bill Clinton became engaged in the bioterrorism issue in 1997, after reading Richard Preston's novel The Cobra Event. In Tom Clancy's 1996 Executive Orders, the United States is attacked by terrorists using a strain of Ebola virus that is transmissible through the air. In 1997, the American Bar Association ("ABA") created the Commission on the Evaluation of the Rules of Professional Conduct otherwise known as the Ethics 2000 Commission ("Commission"). The Commission was charged with conducting a comprehensive review of the Model Rules of Professional Conduct ("Model Rules") to determine what changes were necessary to update the Model Rules and make them relevant to the practice of law in the twenty-first century? Patterns of commerce and settlement in colonial America were shaped by watercourses and portages. Road building skills were primitive and boating represented the most effective means of moving bulk freight and passengers. Traders and frontiersmen leading the advance of European settlement into the Appalachian Mountains therefore adopted the shortest crossings between watersheds. Natural conditions in Pennsylvania did not promote an orderly advance westward and produced isolated clusters of settlement around Philadelphia and Pittsburgh, with small and widespread settlements in Northwest Pennsylvania. Communication plays a key role in family conflict, and family conflict has been the focus of much social concern in recent years. The Family Conflict Communication Model (FCCM; Hinkle, 2000b) presents a concise overview of some of the prominent components and processes that occur during and after family conflict communication that result specifically from disagreement over an issue or issues. This study follows the construction of terrorist bombings in four major United States’ newspapers. Data was collected from two sources, including a listing of the population of articles related to each attack and the first page full-length article of each attack. The population or articles were analyzed for date, length, and general intent and the individual articles were analyzed for keywords that corresponded to categories such as Aggressor, Victim, Motive, and Target. This essay attempts to demonstrate a tradition of the narrative use of technological tropes in Anglo-American popular narratives since the Renaissance. A play by William Shakespeare, a narrative by Daniel Defoe, and a recent movie are analyzed and compared to show the varying ways that technology has consistently figured in narrative attempts to address the contemporary social concerns narratively.

The September 11 attacks pose a challenge for reconciling security and democracy in American immigration law. The consequences of discounting security concerns are clear in the hijackers' gaming of the immigration system. However, the elevation of security at the expense of democracy threatens both of these crucial values. Adolf Hitler and Saddam Hussein were the only national leaders ever to use large-scale missile launches against American forces and their wartime allies. In both cases, the missiles were too few in number and lacked the accuracy and warhead size to be militarily effective. Use of the V-2 and SCUD missiles showed that conventionally armed ballistic missiles have minimal tactical military value and are more suitable as terrorist weapons. In 1955, Secretary of Defense Charles Wilson established a special committee to investigate allegations of misconduct by American POW’s during the Korean War. The Communists had used the prisoners for propaganda purposes and extended the battlefield into the POW camp as never before. The committee proposed the Code of Conduct as a means of preventing similar occurrences in future conflicts. The Code of Conduct puts into words, for the first time, concepts which had evolved from the experiences of American POW’s in the almost 200 years of combat preceding its development. Chapter 1 discusses the director’s understanding of the theories of Bertolt Brecht. Chapter two discusses potential differences between the director’s aesthetic point of view and Brecht’s theories. A Tn7-based transposition system carrying a kanamycin resistance gene has been used to disrupt a known virulence gene of Brucella melitensis 16M and Brucella abortus 2308 in-vitro. The suicide plasmid pBAvirB1::kan-29 was created, in part, by cloning the B. abortus virB1 gene into a vector that is not stably maintained in Brucella spp. The cloned virB1 gene was then mutagenized by in-vitro transposition of a Tn7-based transposon. This construct was used in-vivo to insert a disrupted virB1 gene in place of the wild type virB1 found in B. abortus 2308 and B. melitensis 16M by homologous recombination. The resulting virB1 …

This study focuses on radii excavated from the Poole-Rose ossuary and analyzes the occurrence and patterning of degenerative joint disease (DJD) on the proximal and distal joint surfaces. The Poole-Rose ossuary, located in eastern Ontario, is dated to A.D. 1550 +/- 50. The Poole-Rose population, dating to the Late Woodland period, were agricultural in their subsistence activities. The disarticulated patterning of the skeletal remains suggests this site was associated with the “Feast of the Dead,” a mass interment burial ceremony. This ceremony took place about every eight to twelve years. Frequencies of lipping, porosity, and eburnation were reported in degree …

Bacillus anthracis, the etiological agent of the disease anthrax, is a bacteria of great importance, both in the past and today. Despite this importance, many questions remain regarding defending against its use as a biological weapon, the bacteria's variation in virulence, and its epidemiology in nature. Using Etest strips (AB BIODISK, Solna, Sweden) to measure the MICs, 25 genetically diverse isolates of B. anthracis were tested to determine their susceptibility to seven clinically relevant antimicrobial agents. Using the NCCLS MIC breakpoints for staphylococci, three isolates were found to be resistant to penicillin and negative for beta-lactamase production. From a group …

The Cherokee Nation Election of 1995 by Ahnawake Carroll discusses a test of the constitutional distribution of powers within the Cherokee government in the context of the 1995 tribal election. This article explores through the mechanism of five selected rulings the role of the tribal judiciary in adjudicating various controversies arising out of the election resulting in the judiciary placing "a check on the legislative and executive powers of the Cherokee government" based upon interpretations of the Cherokee Constitution, as well as codified Cherokee law.
