Can Policy Changes Be Treated As Natural Experiments? Evidence From State Excise Taxes, Jeffrey D. Kubik, John R. Moran

An important issue in public policy analysis is the potential endogeneity of the policies under study. If policy changes constitute responses on the part of political decision-makers to changes in a variable of interest, then standard analyses that treat policy changes as natural experiments may yield biased estimates of the impact of the policy (Besley and Case 2000). We examine the extent to which such political endogeneity biases conventional fixed effects estimates of behavioral parameters by identifying the elasticities of demand for cigarettes and beer using the timing of state legislative elections as an instrument for changes in state excise …

The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) ushered in a new era of welfare programs in America. PRWORA and related legislation specifically addressed the needs of American Indian tribes. In this report we review the key features of the welfare reform legislation as it applies to American Indians and Indian Country, assess—to the best of our ability with currently available information—its impact on Indian nations and its chances of achieving its goals, and identify key issues that demand attention if welfare reform is to succeed on Indian lands. Confronting Same-Sex, Student-To-Student Sexual Harassment: Recommendations For Educators And Policy Makers, Thomas A. Mayes

Student-on-student sexual harassment has been the subject of significant scholarly commentary and numerous court battles. In light of the United States Supreme Court's decision in Davis v. Monroe County Board of Education, which held that in certain cases students have a cause of action under Title IX against schools for peer sexual harassment, many schools have been advised to consider responses to and ways to prevent student-on-student sexual harassment. When considering corrective and preventative approaches to peer sexual harassment in the schools, educators and policy makers should strongly consider addressing same-sex harassment. The Individuals with Disabilities Education Act (the “IDEA”) has been a part of our public education system since 1975. The IDEA was enacted in response to the exclusion and inadequate education of children with disabilities. The IDEA is widely viewed as having opened the doors to education to previously excluded children. During the summer of 2001, as Congress labored to pass new standards for public education, the Secretary of Education under President George W. Bush's administration resisted efforts to increase funding for special education, asserting that the IDEA needed reforms that money could not address. This article argues that the …

Girls Incorporated is a national non profit youth organization that "inspires all girls to be strong, smart and bold". in 200, Girls Inc. programs reached more than 740,000 girls and young women ages six through eighteen. A vast majority of these programs are conducted at schools during and after the school day. Program areas include science, media criticism, leadership, and substance use prevention. This article explores the different tactics, philosophies, and programs utilized used by Girls Inc.

The purpose of this secondary analysis was to identify what impact nursing approaches had on quality of life over time in a heart failure population. The sample was those patients who were receiving home care for heart failure.

The theoretical framework was the King theory of goal attainment. This secondary analysis used data from the study by Dr. Kay Setter Kline, Home Care Outcomes for Heart Failure: A Test of Two Nursing Interventions. The purpose of this study was to understand turnover intentions of 911 workers and to identify job factors that are related to turnover. Serving as the link between the public and police, fire and ambulance services, 911 operators work behind the scenes; under stressful conditions and often times without recognition or appreciation. Across the nation, there is a high rate of turnover.by 911 operators and a difficulty in recruiting competent personnel to replace them. A cross-sectional survey research study was conducted using 911 operators from police departments throughout Central Florida. This thesis will focus on a new intervention approach that teaches individuals and families the skills needed to cope with life in appropriate ways.

Throughout history there have been many therapeutic theories and approaches that have clinically addressed the issues facing today's individuals and families. Play therapy and the family preservation model are the two theoretical approaches this thesis explores as key components in the design of a new intervention approach that meets the needs of individuals and families in their own environment.

Pro-Aging Vs. Anti-Aging: A Comparative Study Of Attitudes Toward Older Adults, Vanessa Lee Benavidez

A comparative study was conducted on the attitudes toward older adults between Counselors and Non Counselors. The participants included 50 Licensed Professional Counselors from the state of Missouri, who are registered members of the American Counseling Association (ACA), and 33 Graduate students from Lindenwood University in Saint Charles, Missouri, who are enrolled in graduate programs unrelated to professional counseling. The participants completed a demographic questionnaire and the Facts on Aging Quiz' (FAQl). The demographic questionnaire contained personal data, and the FAQ 1 measured attitudes and knowledge in five areas: correct answer, negative bias, positive bias, neutral, and don't know. The …

This article examines several developments in electronic technology which appear to hold great potential for advancing human well-being and community organization and have already manifested some important portion of that potential in recent years. They are, in order of presentation, electronic communication and networking, electronic advocacy, fund raising support, geographic information systems and data base management. We conclude this brief article with a brief discussion of information poverty and the growing disparity of information haves and have-nots.

In order to provide the best opportunities for children with special emotional needs and behavioral challenges to successfully adjust to kindergarten, professionals and family members need models of support that address policies, staff and family training and partnerships, and individual child-focused services. Moreover, transition must be conceptualized as a process that occurs over time, not as a short term move from one environment to the next. In this article, we discuss a conceptual framework for transition support models for young children with disabilities and their families.
