The purpose of this study was to determine the influence of participation in a CASA child advocacy program on the length of time in out-of-home placement among children in foster care. Two groups of children, one group having a CASA volunteer, and the other not having a CASA volunteer, were compared on selected characteristics. Also, this study sought to determine if a model existed that explains a significant portion of the variance in the length of time in out-of-home placement among children in foster care. The effects of the high-probability instructional sequence, with and without extinction, on increasing compliance to eat in three children with severe food refusal and selectivity were evaluated. Pediatric feeding disorders, in which children refuse most or all food and drink, are a rare and life threatening problem that requires intensive treatment. The majority of behavioral techniques used with feeding disordered children manipulate the consequence of food refusal. The use of antecedent procedures in the treatment of food refusal has been limited. A Model Secondary-Level Spanish Introductory Curriculum In Alignment With The Washington State Essential Academic Learning Requirements, Frederick William Lenard

The purpose of this project was to develop a curriculum to be used during the first weeks of a secondary-level beginning Spanish class. To accomplish this purpose, a review of related literature was conducted. Additionally, related information and materials from selected sources were obtained and analyzed in order to find out what professional Spanish teachers considered to be a required part of the beginning curriculum. The curriculum was written with the Washington State Essential Academic Learning Requirements (EALRs) in mind to show that Spanish teachers can and do support the EALRs.

It has been a concern of the Family Advisory Council of Children's Special Health Services, Bismarck, North Dakota, that many families experienced difficulties when trying to access information for medical, financial, educational, and family services for their children with special health care needs. Does School District Consolidation Cut Costs?, William Duncombe, John Yinger

Over the last 50 years, consolidation has dramatically reduced the number of school districts in the United States, and state governments still recommend consolidation, especially in rural school districts, as a way to improve school district efficiency. However, state policies encouraging consolidation are often challenged on the grounds that they do not lead to cost savings and instead foster learning environments that harm student performance. Existing evidence on this topic comes largely from educational cost functions, which indicate that instructional and administrative costs are far lower in a district with 3,000 pupils than in a district with 100 pupils. Mothers Of Sexually Abused Children And The Concept Of Collusion, Patricia A. Joyce

Dissertations, Theses, and Capstone Projects

This study reports the perspectives of clinical social workers on the mothers of sexually abused children whom they saw for treatment. The subjects were 15 masters-level social workers in an urban child treatment program. The study used qualitative methods based on grounded theory to examine professionals' social constructions of mothers of sexually abused children. The child's disclosure of incest provided the study's conceptual focus, since historically professionals constructed the "collusive mother," even though prior empirical research never supported maternal collusion or culpability for incest.

Respondents were interviewed for approximately one hour using a semi-structured interview guide; nearly one hundred hours …

Hoarding By Elderly People, Gail Steketee, Randy O. Frost, Hyo-Jin Kim

Although hoarding has been studied in adults, little is known about problems of hoarding by elderly people. This study used a structured telephone interview with elder services providers to investigate hoarding behaviors in relation to functional impairment, cognitive deficits, and physical and psychological conditions in 62 elderly clients. Most elderly hoarders were female, unmarried, and lived alone. Extensive clutter was associated with significant impairment, interfering with basic hygiene, and posing a serious physical threat for many elderly clients. Clients were rarely insightful about their collecting and often resisted change, rendering interventions generally ineffective. Never-married status was associated with more severe …

In this article we document trends in welfare caseloads and some initial experiences of service providers and welfare recipients on reservations within Arizona under Temporary Assistance for Needy Families (TANF). We document the issues and concerns of state and tribal service providers as they implement the legislation on reservations that are often geographically isolated and which lack infrastructure, jobs, childcare and transportation.

We also record experiences of women with children on reservations with the 1996 federal welfare legislation. These families experience similar barriers when trying to move from welfare to work as do their counterparts across the country; however, these …

Nominal Loss Aversion, Housing Equity Constraints, And Household Mobility: Evidence From The United States, Gary Engelhardt

This paper exploits the significant recent variation in United States house prices to empirically examine the effect on housing equity constraints and nominal loss aversion on household mobility. The analysis uses unique, detailed data from 1985-1996 on household characteristics, mobility, and wealth from the National Longitudinal Survey of Youth (NLSY79) matched with house price data from 149 metropolitan areas to estimate semiparametric proportional hazard models of intra- and inter-metropolitan mobility. There are five principal findings: (1) household intra-metropolitan own-to-own mobility responds differently to nominal housing losses than to gains; (2) nominal loss aversion is significantly less pronounced in intra-metropolitan own-to-rent …

Private Philanthropy And The Economics Of Public Radio, Arthur C. Brooks

Public radio in the United States receives both direct and indirect government funding. Direct subsidies come in the form of lump-sum and matching grants, while indirect subsidies proceed from tax revenues foregone on deductible private donations. Each of these sources of government money impacts charitable giving to public radio. This paper estimates both of these effects, using data on a national sample of public radio stations in the United States from 1990-96. I find that public funding to stations has a positive impact on private giving, but this impact rapidly decreases as the level of government subsidies increases, ultimately becoming …

Lethal Elections: Gubernatorial Politics And The Timing Of Executions, Jeffrey D. Kubik, John R. Moran

We document the existence of a gubernatorial election cycle in state executions, suggesting that election year political considerations play a role in determining the timing of executions. Our analysis indicates that states are approximately 25 percent more likely to conduct executions in gubernatorial election years than in other years. We also find that elections have a larger effect on the probability that an African American defendant will be executed in a given year than on the probability that a white defendant will be executed, and that the overall effect of elections is largest in the South.
