The last year of the previous Millennium saw the publication of the latest government document on mandatory reporting of child abuse titled the National Guidelines for the Protection and Welfare of Children. This issue has come to dominate the minds of social care workers and child protection and welfare professionals. This editorial is an edited version of research conducted for a conference on child abuse and sexual offences held in Waterford, Ireland. Social partnership, or 'the search for consensus on economic and social objectives between sectoral interests' (Walsh et aI., 1998) has gained increasing importance in Irish public policy in recent years. The Programme of Integrated Development in Disadvantaged Areas 1995-1999 (P.I.D.D.A), under the Local Development Programme, is one of several initiatives to stem from the Irish commitment to social partnership. The Programme represents a locally-based response to unemployment and disadvantage. This paper discusses the struggle the youth work sector in Ireland has experienced in forming a conceptual and practicebased identity . Youth work in the Irish context is a relatively new discipline both in theoretical and practical terms and its development on the ground has been severely hindered by "the erratIc and fitful evolution of policies .. .insecure employment conditions, inadequate resources and a constant search for funding from a bewildering array of sources" (Gilligan 1991 p.89). Early Childhood Care And Education In Ireland And The Challenge To Educational Disadvantage, Jackie O'Toole

Irish Journal of Applied Social Studies

Acknowledging the common assumption locating the impact of education in its role to act as a mediator between origins and destinations, this paper examines Early Childhood Care and Education [ECCE], particularly the role state provided, compensatory education plays in challenging educational disadvantage. Initially operationalisation is made of the key concepts of ECCE, equality of opportunity and educational disadvantage. I then move to briefly describe the historical development of ECCE and compensatory education. Three state provided compensatory education programmes are identified: Rutland Street Project, Breaking the Cycle and Early Start. The Scholarship Of Application: The Interaction Of Theory And Practice, Rozell R. Duncan, Mary Anne Higgins

Journal of the Association for Communication Administration

This article explores the implication of integrating theory and practice to application of scholarship among educators. The application of knowledge, commonly termed service, is the third chord of the scholarly triad. Service is transforming what we know as a discipline into functionally tools that can affect and resolve societal problems. Application stretches beyond committee work and community projects, it integrates theory and practice. The practical application of theory enables scholars to respond positively to the needs of the community in which they live.

Revisiting Poor Joshua: State-Created Danger Theory In The Foster Care Context, Michele Miller

The Supreme Court's decision in DeShaney v. Winnebago County Department of Social Services declared that abused children in the legal custody of the state (but residing with their natural parent) have no private cause of action against the state for substantive due process violations. Since the decision, many courts have attempted to circumvent DeShaney by using a "state-created danger theory," by which a state may be liable, under negligence principles, for removing a child from foster care and returning him/her to a parent, despite clear indications that future abuse will occur. This article examines some of the issues surrounding attempts to increase the participation of women in formal political structures. Although prominent on the international agenda, only Scandinavia comes close to a true gender balance. Within an international political and legal context, this article examines the remarkable improvement in female representation which has occurred in Scotland since 1997. Scotland is an ideal case study with recent elections to the Local Councils, the Scottish Parliament, the national Westminster Parliament and the European Parliament. The Relationship Between Burnout And Personality Dimensions In Domestic Violence Staff, Kristi J. Flatter

Masters Theses

An exploratory study was conducted examining the relationship between burnout and personality dimensions. Sixty-nine employees from domestic violence agencies completed survey materials including the Maslach Burnout Inventory (MBI), the NEO-Five Factor Inventory (NEO-FFI), and a demographic and satisfaction questionnaire. A sample of domestic violence agencies was selected to participate from the state of Illinois using a directory listing all domestic violence agencies. Results suggested that symptoms of burnout occur both at a high and moderate (or average) level among this group of human service providers. Only one personal characteristic, age, was found to have a significant relationship with burnout. A …

Mental health services in the United States were designed for European American consumers, but with burgeoning multicultural populations these services have proven inadequate and underutilized. This paper examines research on cultural competencies of agencies and clinicians relevant to a mental health practice model, the Multicultural Assessment-Intervention Process model (MAIP). This model was modified for systematic application in a California agency, the Tri-City Mental Health Center, to provide a flexible blueprint for major alterations in agency practice and programs that affect the entire system of care.
