The Discourse Of Denigration And The Creation Of “Other”, Joshua Miller, Gerald Schamess

This paper attempts to reduce the distance between intellectual frameworks that inform different fields of social work practice by exploring the relationships between intrapsychic mechanisms, family dynamics, small group processes and such society wide phenomena as public denigration, scapegoating, and the systematic oppression of politically targeted population subgroups. Clinical theories are used to explore disturbing social trends such as the redistribution of wealth while cutting services to the needy, the growth of prisons and disproportionate numbers of incarcerated people of color, societal retreat from social obligation and commitment and divisive political rhetoric. Maintaining Orthodoxy: The Depression-Era Struggle Over Morphine Maintenance In California, Jim Baumohl

With the closure of the Shreveport Clinic in 1923, the United States entered a 40-year period during which legal opiate maintenance was limited to a small number of registered medical addicts, most of them cancer patients. Addicts were demonized, hounded by law enforcement personnel, and rarely treated outside of jails. Abstinence was the only legitimate goal of treatment. Quite correctly, historians regard the period between the mid-1920s and the mid-1960s as the Dark Ages of American drug policy. Even so, there was resistance to such therapeutic orthodoxy, notably on the West Coast. Indeed, the Los Angeles County Medical Association sponsored …

The purpose of this project was to develop a recruitment plan to increase Central Washington University's enrollment of students from the Yakima Valley region in the State of Washington. To develop this plan, current research and literature related to increasing enrollment at institutions of higher education was reviewed. A survey for graduating high school seniors was developed and mailed to high schools in the Yakima Valley region and the information used in the development of the recruitment plan. The plan will be offered to Central Washington University's Advancement and Marketing Division for use in planning future marketing campaigns

Evaluating Experiential Teaching Methods In A Policy Practice Course: The Case For Service Learning To Increase Political Participation, Cynthia J. Rocha

Higher Education

This study compares the effects of experiential learning on policy-related values, competency, and activity levels of two groups of recent MSW graduates from one university. The study group received experiential service learning in the MSW program, primarily in an advanced policy course, while the comparison group did not. The author explains experiential teaching and service learning methods, as well the activities included in the policy course. Results indicate that both groups placed a high value on political skills. However, the experiential group was significantly more likely to perceive themselves as competent policy practitioners and to perform policy-related activities after graduation.

How Service Works. Summary Of The W. K. Kellogg Foundation's "Service Works": A Retrospective Evaluation Of Higher Education Service Programs, Cynthis Koch, Mark Lelle, Robert Long, Michael Van Buren

Higher Education

Service learning is an undergraduate education strategy found across four program areas funded by the W. K. Kellogg Foundation (WKKF). This cross-foundation, retrospective evaluation examines 35 projects of $100,000 or more funded between 1985-95. Study information was based on qualitative data and approaches, with the majority of project activities and results self-reported by grantees. Written surveys and review of annual progress reports submitted by grantees were augmented by follow-up telephone inquiries and e-mails. Four international projects are included in the evaluations. Most projects used approaches involving classroom learning, community service, and reflection on service within the context of coursework. The …

A law guardian for a child has an extremely difficult job, one that arguably requires a higher degree of diligence than that of an attorney representing a competent adult. Yet, under New York law, the role of the law guardian for a child involved in a custody is not clearly defined. When domestic violence is involved, the law guardian's role becomes crucial. The Criminalization Of Child Welfare In New York City: Sparing The Child Or Spoiling The Family?, Alison B. Vreeland

The trend in child welfare has been to err on the side of protection, often considered erring on the side of the child. While this approach may have been appropriate to overcome a long history of State abstinence from involvement in the family domain, it has been under-inclusive in protecting the child's fundamental right to a parent-child relationship. A delicate balance must be struck between family autonomy and State intervention. Although Title IV-E of the Social Security Act is an important funding stream for foster care and adoption services in American Indian communities, limited research has been conducted on the facilitation of tribal access to federal IV-E resources. Historically, direct IV-E funding has not been available to tribal communities, therefore, tribes have worked with their respective states to develop agreements that allow them to access these important funds. The purpose of this study was to provide a comprehensive overview of current IV-E intergovernmental provisions in order to assist tribes and states in strengthening both new and existing IV-E agreements. Slippery When Wet: The Effects Of Local Alcohol Access Laws On Highway Safety, Reagan Anne Baughman, Michael Edward Conlin, Stacy Dickert-Conlin, John V. Pepper

This paper examines 237 instances of policy changes related to alcohol sales and consumption enacted in Texas communities between 1975 and 1996 to determine their effect on the incidence of alcohol-related motor vehicle accidents. These policies are categorized by location where the alcohol is consumed after sale (on the premises or off) and the type of alcohol available for consumption (beer and wine or hard liquor). After controlling for both county and year fixed effects, we find evidence that (i) the sale of alcohol for consumption on the premises (in bars and restaurants) is associated with a sizeable increase in …
