Innovation Or Illegitimacy: Remedial Receivership In Tinsley V. Kemp Public Housing Litigation, Carolyn Hoecker Luedtke

Through an analysis of Tinsley v. Kemp,' a decade-long institutional reform case aimed at changing Kansas City, Missouri public housing, this Article engages in a case study focused on the receivership remedy in practice. Part I chronicles the decade of litigation and remedial results that turned around the troubled Kansas City Housing Authority ("Housing Authority"). Part II examines the efficacy and legitimacy of court displacement of government actors in the context of institutional reform litigation and compares receivership to other remedial alternatives. Part IMI concludes that while receivership has unique attributes, it is not a wholly extraordinary remedial measure. It …

This article examines how internationalization might affect the design of individual performance improvement approaches in organizations. It begins by examining knowledge that has been learned principally from the North American context of what improves an individual's performance. Then, we discuss motivators, attitudes. and behaviors of workers and how they may vary among workers in different national cultural contexts. In short, we examine individual performance improvement for its cross‐border effectiveness, using various models of national cultural differences. By doing this, we hope to provide an understanding of how performance improvement systems might require modification to fit with non‐North American work environments.

This article discusses Geert Hofstede's work on national cultural differences. It explains how Hofstede's model of the dimensions of national culture might be of use to performance improvement professionals as they try to solve familiar, and perhaps not so familiar, problems in international settings. Hofstede's work, first published in 1980, argues that many management theories, such as those of Herzberr, Mausner, and Snyderman (1959), Maslow (1970), and McGregor (1960), are not valid worldwide be cause the authors are subject to cultural bias that is manifested in their own cultural makeup. What are the positive and negative effects of voucher programs and school choice initiatives? Do Catholic schools benefit by receiving voucher students? Are public schools challenged to change by the availability of tuition vouchers? The purpose of this study was to develop a plan that would allow teachers in the junior high at Maple Shade High School to incorporate technology into their lessons on a more consistent basis. The use of technology would improve learning and better prepare our students for the future.

The intern used interview and survey as data gathering techniques for the project. The intern brought meaning to the data through a thorough analysis of interview responses. Also, surveys were collected, coded, and analyzed.

The purpose of this study was to determine if the effects of teachers collaborating would have an effect on professional knowledge (pedagogy) and teacher efficacy. Teachers were exposed to three programs designed to promote collaboration (teachers talking about teaching and learning). The entire school staff was introduced to the program with 29 participants in the actual data study. Data was gathered through a questionnaire/survey/interview process. The major method of data analysis was tallies, percentages, and personal comments during interviews. The study found that the three programs had an effect on teacher collaboration. The purpose of this study was to identify the specific needs of middle school females in order to develop a curriculum for an after school female program. This program would enhance the growth of female students ages eleven to fourteen.

After school meetings were held weekly for three months with female students in Orchard Valley Middle School. Attendance at these meetings ranged from eight to twenty girls. The purpose of this study was to evaluate the impact of extrinsic rewards on the extrinsic and intrinsic motivation levels of high school students. To complete this task, 118 students were chosen to complete a series of surveys which measured perceived levels of academic performance and motivation. This process allowed the students to not only respond in a multiple choice format but also provided the opportunity for written feedback as well. The purpose of this study was to examine the role of the school business administrator and to determine the congruency or incongruency between role expectations of the business administrator and actual role performance. Individuals participating in this study were the school business administrator and seventeen of his role set partners. Role set partners included the superintendent of schools, four district level administrators, eight building level administrators, two board members, a teacher and a custodial supervisor. This action research study examines the attitude change among rural high school students regarding diversity and tolerance presented through a multicultural club. Fifty randomly selected students and parents of the high school were pre-tested using a survey instrument measuring needs assessment and an attitude profile. Data analysis was conducted using percentages of each of the four questions asked. The purpose of this study was to determine the effectiveness of the newly developed and implemented Peer Mediation Program in an elementary school. Peer mediation is the use of third party students who are trained in the mediation process to help other students resolve interpersonal conflicts prior to their escalation to physical or verbal offenses. Students may be referred to the Peer Mediation Program by teachers or the administrator. They may also request a mediation session on their own. Literature establishes that levels of organizational resource utilization can be impacted by the usefulness of the structures designed to facilitate their access and use.

A leader's behavior and actions flow from their values and beliefs. The focus of this thesis is to create a forum where people can explore their beliefs around how to positively influence others when in a position of leadership.

The forum is a three-session study group using a 2,500 year-old book of Chinese philosophy called the "Tao Te Ching." The 5,100-word book of 81 aphorisms provides pearls of wisdom on leadership--using nature as the model. This exploratory study sought to examine the roles of values clarification and consensus in the process of creating shared values within an organizational subculture. Beginning in the 1960s, there has been a marked decline in clearance rates of homicides, a finding that has generated little interest among criminological researchers. This article presents a comparative analysis of homicide clearance in Canada and the United States using data generated by the Canadian Centre of Justice Statistics and the U.S. Federal Bureau of Investigation's Supplementary Homicide Reports. Using logistic regression, homicide clearance is predicted on the basis of specific victim and offense characteristics for cases in Canada versus the United States and in Ontario versus New York State. This study was designed to examine the perceptions of leaders of higher education in North Dakota regarding declining public school enrollment and its potential impact on higher education in the state.
