This study examined the 19-year tenure of Dr. E. E. Brickell, superintendent of the Virginia Beach City School System. Specifically, the study has further developed an understanding of the role, expectations, and challenges of the position to identify factors that contributed to Dr. Brickell's tenure longevity.

The literature review conducted in this study revealed that specific factors contributing to a long tenure (more than 2.5 years) for a superintendent is inconclusive. The available data suggest that an interaction of political, environmental, and individual factors could effect the length of a superintendent's tenure.

The purpose of this research was to develop and apply a systems-based, analysis methodology which constructs and represents an organization's knowledge system. The research inquiry was guided by four questions: (1) “what is an organizational knowledge system?” (2) “how can it be made explicit?” (3) “does the representation accurately depict the organization's perspective of their unique knowledge system?” and (4) “what results from the deployment of the organizational knowledge system methodology?” The resultant answers to these research questions advanced and established the theoretical conception of an organization's knowledge system through the development of a methodology that fosters the construction and …

This paper, prepared for the Department of Public Administration, will identify and analyze some problems with succession planning at the Department of Energy Nevada Operations Office. My main concern is the fact that retirements, a hiring freeze, insufficient training funds, and rampant promotions are combining to make the existing workforce at DOE/NV fatter, dumber, and happier. The section on the DOE/NV organization reveals that as a result of Strategic Alignment Initiatives, the organization has downsized, but has not right-sized. Judicial application of the Age Discrimination in Employment Act of 1967 ("ADEA") may be the most divergent of the employment discrimination laws because the ADEA is a hybrid of two statutes: Title VII of the Civil Rights Act of 19642 ("Title VII") and the Fair Labor Standards Act of 1938 ("FLSA"). The ADEA incorporates only selected portions of each of these statutes. For example, the general prohibition against age discrimination contained in the ADEA parallels the substantive provisions of Title VII, while the remedial provisions mirror, at least in part, the FLSA. Each year, the Army After Next Seminar students are asked to orient their Strategy Research Papers on topics appropriate to the programs 30-years in the future focus. Thirty years ago, the United States Army was deeply involved in Vietnam and in the Cold War. Officers could reasonably expect to serve repetitive tours in Southeast Asia interspersed with tours along either the Korean Demilitarized Zone or the Inter-German Border. Within the past decade, the U.S. military has implemented a number of programs to assess the changes underway in the global security environment and in the nature of warfare. Defense leaders and thinkers have concluded that revolutionary change is taking place and, if the United States develops appropriate technology, warfighting concepts, and military organizations, it can master or control this change, thus augmenting American security. The study focuses on the organizational context in which the act of whistle-blowing occurs within organizations. The study suggests that many aspects of the context in which whistle-blowing actually occurs may be within the span of control of managers. Thus, management can possibly take steps to after certain aspects of the organizational context and ensure that organizational members are willing to report wrongdoing observed within their organization. The Department of Defense (DoD) conducted an ISO 14001 pilot study with the primary goal of determining how ISO 14001 could help DoD organizations reduce risks, improve compliance with environmental regulations, enhance stewardship, contain costs, and meet emerging regulatory requirements. This thesis analyzed the pilot study, specifically looking at the ISO 14001 implementation at three Air Force installations participating in the study. The research objectives were to identify factors that affect implementation of ISO 14001, compare the implementation strategies used by the bases, and develop propositions for Air Force managers to consider when implementing ISO 14001. A survey was distributed to 865 active duty Air Force Civil Engineer company grade officers (CGOs) assigned to locations throughout the world. The survey was designed to assess the CGOs' current job satisfaction and their intentions towards making a career out of the Air Force. Additionally, the survey measured the CGOs' perceptions of outsourcing, and how they feel that it will influence the Civil Engineer career field. Relationships were evaluated between the perceptions of outsourcing and job satisfaction, and between job satisfaction and turnover intentions. Education Policy Analysis Archives (EPAA)

The passing of the deadline for fulfillment of the national education goals in the United States (the beginning of 2000) reflects the frequently hyperbolic statements of objectives and the manic pace of school reform efforts over the past two decades. The domination by schools of child and family life has combined with a longstanding reliance on schools to solve social problems to make school reform a politically opportune as well as visible issue. Thus, even if the phrasing of national education goals in the U.S. changes to reflect the passing of the nominal deadline, those pressures will remain.

This article began as a response to an exchange of letters concerning the need for more vs. less user participation in IS projects. It grew into an exploration of whether and how ten 1999 CAIS articles use basic IS/IT terms with different meanings and connotations related to the different perspectives of their authors. The article characterizes differences between an IT perspective and a business perspective and categorizes the ten articles accordingly. University Mediation Program (UMP) began in 1987 with 13 mediators. Mediations are provided to faculty and staff of the University of Minnesota, at no cost to the parties. The Single Blind system of mediation was introduced using faculty and staff as mediators for nearly 200 mediations since its inception.
