Good management practice is synonymous with applying operations research (OR). Both imply a systematic approach beginning with clarity in problem definition, understanding the objectives and constraints, characterising the alternatives (these three steps constitute  model building), evaluating (analysing) them and finally selecting an alternative for implementation. In addition to this basic methodology, there is also an implication of a quantitative basis to the extent possible. When analyzing issues surrounding minority ownership of media, scholars have often noted that policy discussions in the area suffer from the linked problems of inadequate data and a lack of tools with which to analyze the data that do exist and might be collected. In Issue Three of Volume 51, several authors made this particular observation. To address this problem, This Article shows how one may use economic analysis and a financial model of a "typical" radio broadcaster to quantify the effects of specific policies. In the "new economy" driven by the telecommunications industry, the FCC is a busy agency. Given the myriad legal issues faced daily by agency decisionmakers and the lack of perfect clarity in major communications legislation, a few legal missteps here and there by the FCC might be expected. In one area, however, the public can and should demand a first-rate agency record: regulation of communications media without regard to the viewpoint expressed via that media, as the First Amendment requires. The Fcc And Section 312(A)(7) Of The Communications Act Of 1934: The Development Of The “Unreasonable Access” Clause, Philip J. Gutwein Ii

Section 312(a)(7) of the Communications Act of 1934 requires that broadcast stations provide legally qualified candidates for federal elective office with reasonable access to advertising time on behalf of their candidacies. The FCC has long struggled with defining "reasonable access." On September 7, 1999, the FCC issued a Memorandum Opinion and Order in which it ruled that broadcast stations may not refuse a request for political advertising time solely because the station does not sell or program such lengths of time. The character of a regulatory agency is most severely tested at the zenith of its power. When the Federal Communications Commission ("FCC" or "Commission") breaks free of the limitations imposed by the law, the Commission’s leadership sets its own course. It is at these times, when legal oversight is at a minimum, that it becomes most important for the agency to "pay more attention to justice." Unfortunately, as outlined in this Article, the FCC has often failed this test of institutional character. The Academic Achievement And Psychological Functioning Of College Students With A Family History Of Alcoholism, Rachel M. Dodd

Theses and Dissertations

Fifty adult children of alcoholics (ACAs) and 50 non-ACAs in an undergraduate college student sample were compared on standardized measures of emotional functioning, alcohol consumption, academic achievement, and cognitive ability. A 2 (parental alcoholism status) X 2 (gender) multivariate analysis of variance (MANOVA) was performed on each of the four categories of dependent variables. The MANOVAs were followed by univariate analyses of variance (ANOVAs) to determine which variables contributed to the multivariate effect.

With respect to emotional functioning, differences between ACAs and non-ACAs were found for males but not females. Male ACAs reported significantly more current anxiety and long-standing anxiety …

Recent research interest on supercritical CO2 includes the following three important issues: 1) the development of supercritical CO2 as an environmental benign reaction medium and as a viable alternative to hazardous organic solvents, 2) the use of supercritical CO2 as a C1 feedstock for fixation of CO2 and 3) characterization of photoinduced electron transfer reactions under supercritical conditions.

Cells respond to cadmium (Cd), a common environmental contaminate, by potentially decreasing reduced intracellular glutathione, as well as, increasing the expression of several antioxidant genes. One of these antioxidant genes, glucose-6- phosphate dehydrogenase (G6PDH), is the rate limiting enzyme of the pentose phosphate pathway. This pathway produces NADPH which is used for maintenance of reduced glutathione so, it is hypothesized that Cd should increase G6PDH expression. In this study, we demonstrate that Cd increases the level of G6PDH mRNA in primary rat hepatocytes in culture. In the presence of the antioxidants, N-acetylcysteine (NAC), Trolox, or glutathione monoethyl ester an attenuation …

Under the Telecommunications Act of 1996, Congress instructed the FCC to ensure that all Americans have access to affordable telecommunications services. Consistent with that mandate, the FCC implemented a series of public hearings to discuss with tribes the issues they face concerning low telephone penetration rates. The FCC recommended investigation of universal service in unserved and underserved areas because telephone penetration rates among low-income consumers on tribal lands lagged behind rates in the rest of the country. From these hearings, the FCC proposed a jurisdictional framework to determine which eligible carriers would be under tribal, state, or federal jurisdiction. This …

This article argues that any quest to establish or strengthen Catholic identity in educational institutions is ultimately a question of philosophical foundations. The author discusses the importance and fragility of culture as it applies to Catholic though and analyzes the philosophical components necessary for sustaining a dominant cultural ethos. This article concludes with a tentative formulation of four responsibilities of professors in Catholic institutions of higher learning.

Congestion in the low frequency regions of the electromagnetic spectrum and demand for support of high bandwidth applications has prompted widespread investigations into networking technologies and communications media. Traditional networking technologies such as Ethernet that are not capable of adequately supporting high bandwidth applications (e.g. videoconferencing) are being replaced by high speed, high bandwidth technologies such as Asynchronous Transfer Mode (ATM). In the communications media market, wireless systems are becoming ubiquitous due to their ease of installation and maintenance costs. In this research, the networking technology of interest is ATM. Infant low birthweight rate in East Baton Rouge Parish is higher compared to the nation. Cancer is one of the most serious health problems in Louisiana. A few studies have indicated a relationship between the two health outcomes and their environment, but conclusions from these studies have not always been consistent. The spatial and temporal scales of the data and the methods used in these studies contribute to the inconsistent and uncertain results.
