This article argues that the debate over the future of Medicare has been dominated by financial considerations at the expense of an examination of the place of supervisory institutions in the health care system. Supervisory institutions will be of central importance to the future of Medicare because any future system will include some national standards, which, to be effective, must be interpreted, applied and enforced by institutions of some kind. This article focuses on two specific institutional questions: the dismal record of federal enforcement of the existing national standards of the Canada Health Act, and the pressing need for dispute-settlement …

Law's Expression: The Promise And Perils Of Judicial Opinion Writing In Canadian Constitutional Law, Paul Horwitz
Osgoode Hall Law Journal
This article argues that there is a link between one's theory of constitutional law, and one's judgments about style in judicial opinion writing. It identifies several special functions of the constitutional opinion, including the democratic function of responding to the counter-majoritarian difficulty through an act of public justification, and the inter-generational function of provoking a temporally extended dialogue about constitutional values. Drawing on these functions, it argues for an opinion writing style dubbed "open-textured minimalism," that seeks to resolve cases narrowly, articulate fundamental values and principles, and spark long-term debates about the underlying constitutional values supporting each decision. This article aims to define the degree to which values presented by groups representing Aboriginal interests in the Supreme Court of Canada have been integrated into the discourse of the Court and the decisions of political actors in Canada. The authors' analysis confirms the hypothesis that the Court, in contrast to its favourable treatment of private claims made by social minorities, is less receptive to the claims made by Aboriginals, a political minority whose claims are centered on political power and territory, issues that have been relegated to political negotiations. Political changes in the former Soviet Union have allowed social scientists to explore a variety of family and child development issues that were closed to systematic investigation for many decades (Maddock, Hogan, Antonov, & Matskovsky, 1994). Prior Soviet psychological research focused on cognitive rather than socioemotional processes for political reasons (Kerig, 1996). Therefore, Western researchers had little opportunity to conduct research on children’s social development in the context of the family in the former Soviet Union.

Second language acquisition (SLA) research encompasses various theories of language learning in which the theoretical perspectives sometimes are not connected to SLA methods used by instructors in the classroom. This paper discusses several theories of SLA in an effort to better understand their connection to pedagogy. Foreign language (FL) pedagogy accounts for various methodological approaches the most common being Grammatical-Translation, Direct Method, Audiolingual, and Communicative. These distinctive methodologies have produced a variety of FL textbooks which focus on one or several methodologies.

A Structure-Model For The Hamlet-Tradition, Christopher Scott Chiron

The "hero-as-fool" structure-model for the Hamlet-story proposed by William F. Hansen is modified into an "Amlethan" structure-model with five major elements: ( 1) the Usurpation; (2) the First Test (of the Maiden); (3) the Second Test (of the Mother); (4) the Third Test (of the Journey); and (5) the Revenge. The first and last elements emphasize the "avenging son" aspect of the story whereas the middle three elements emphasize the "hero-as-fool" aspect. The Amlethan structure-model is then re-applied to the two "essential" texts in the tradition, Saxo Grammaticus' narrative of Amleth (c. 1200) and William Shakespeare's play Hamlet (c. 1600). …

The purpose of this study was to assess university students' attitudes toward rape and rape mythology and to measure any impact on these attitudes following exposure to a rape/sexual assault awareness curriculum unit. It was hypothesized that students attending the rape/sexual assault unit would demonstrate a statistically significant difference in their rape/sexual assault awareness attitudes and beliefs after taking a sexual assault program, and there would be a statistically significant difference according to gender.

Using data from the March and June 1999 surveys of the Social Weather Stations (SWS), we generate and analyze design-based estimates of the subpopulation means and standard deviations of President Estrada’s ratings and of his net satisfaction index over certain respondent characteristics. We also estimate the parameters of a design-consistent ordered probit model of the ratings and compare the coefficient estimates as well as the marginal effects on the ratings probabilities of the March and June regressors to identify the respondent attributes that contributed to the net decline in his popularity. Accumulation Of Heavy Metals By Vegetables Grown In Mine Wastes, George P. Cobb, Kristin Sands, Melissa Waters, Bobby G. Wixson, Elaine Dorward-King
Civil, Architectural and Environmental Engineering Faculty Research & Creative Works
Lead, cadmium, arsenic, and zinc were quantified in mine wastes and in soils mixed with mine wastes. Metal concentrations were found to be heterogeneous in the wastes. Iceberg lettuce, Cherry Belle radishes, Roma bush beans, and Better Boy tomatoes were cultivated in mine wastes and in waste-amended soils. Lettuce and radishes had 100% survival in the 100% mine waste treatments compared to 0% and 25% survival for tomatoes and beans, respectively. Metal concentrations were determined in plant tissues to determine uptake and distribution of metals in the edible plant parts. Individual soil samples were collected beneath each plant to assess …

A number of EMC problems at microwaves-detection and measurement of power (spectrum) of the signals and suppression of unwanted radiation-can be solved owing to the results obtained in the field of gyromagnetic (spin) electronics. The latter deals with the unique properties of gyromagnetic media (GM) based on microwave ferrites, including high-anisotropy hexagonal ferrites that do not need an intense magnetization field for their operation at ferromagnetic resonance. The role of depersonalization is the central focus of this study. A major issue in examining the role of depersonalization is whether the present concept of burnout is an appropriate indicator of bumout for police officers. The commonly accepted conception of burnout is a process of emotional exhaustion that leads to depersonalization, followed by a reduction in work accomplishment. Depersonalization, by this conception, is a symptom of burnout. By definition,depersonalization is the psychological distancing of emotional and psychological trauma in stressful situations—a coping technique.

The problem approached in this study was to compare the teaching methods, classroom management, attitudes, and demographics toward Interactive Television (ITV) classes, which were developed in the University of Northern Iowa (UNI) and National Kaohsiung Normal University (NKNU) ITV programs.
The data were collected from UNI and NKNU ITV teachers and remote site students. Two-way ANOVA and Chi-Square tests were used to identify the differences between the two programs. The significant results are noted.

This study documented the macroalgal assemblages of the Swan-Canning Estuarine System (SCES) over a two year period, and the influences of several environmental parameters on the assemblages. In addition, the Impacts of unattached macroalgal accumulations on benthic nutrient fluxes and microbial communities were investigated. Benthic macroalgal assemblages and physico-chemical regimes were monitored in the SCES, to determine temporal and spatial changes in macroalgal communities and the influence of environmental factors in these changes. Truancy is a product of socially constructed knowledge. The final product of this knowledge provides insight into the defining features of current societal beliefs, values and fears, becoming a powerful framing influence for definitions of acceptable patterns of school attendance and behaviour. In this sense, the perceived incidence of truancy within a community has far more impact on the creation and enactment of public policy associated with young people who do not regularly attend school than the incidence itself. The relationship between Values Education and corresponding moral reasoning development has been explored within a group of forty-six year eight students (twelve and thirteen years old). Participants were tested with a Sociomoral Reflection Objective Measure instrument to index their moral reasoning stage development (reported as a Moral Maturity Score). Randomly dividing the group into two equal proportions they were assigned to an Experimental or Control group. The purpose of this thesis is to study the attitudes, practices and knowledge of Greek women in Perth, Western Australia, regarding cervical cancer screening. This is important because no study has yet examined the cervical screening pattern of this group, despite their low participation rate in screening programs. Qualitative semi-structured interviews among 15 Greek women in Perth were used for data collection. Interviews were conducted both in English and Greek. Eight out of the 15 women interviewed did not participate in frequent screening and many had had only one Pap test in their life. Culture and religion influenced negative attitudes …

The aims of this study were to determine the personal effects of student assault upon a teacher and what assaulted teachers feel that they need in the way of support. In particular, I wanted the study to focus on the personal aspects of the cases as I was convinced that assaulted teachers experience similar anxieties, fears and barriers to support and similar difficulties in having those feelings recognised. This research is an investigation into the implementation of drama in early childhood education conducted in one Perth metropolitan primary school, over a three-week period. The six drama lessons were taught by the researcher/practitioner in a Pre-primary and a Year One class. These students were chosen for their limited exposure to the Drama in Education experience. The expectation was of a less conditioned response both in their conduct and expression within the drama environment.
