Although Title IV-E of the Social Security Act is an important funding stream for foster care and adoption services in American Indian communities, limited research has been conducted on the facilitation of tribal access to federal IV-E resources. Historically, direct IV-E funding has not been available to tribal communities, therefore, tribes have worked with their respective states to develop agreements that allow them to access these important funds. The purpose of this study was to provide a comprehensive overview of current IV-E intergovernmental provisions in order to assist tribes and states in strengthening both new and existing IV-E agreements. Compensation Strategies Used By High-Ability Students With Learning Disabilities Who Succeed In College, Sally M. Reis, Joan M. Mcguire, Terry W. Neu

To investigate how high-ability students With learning disabilities succeed in postsecondary academic environments, 12 young adults with disabilities who were successful at the university level were studied. Extensive interviews with these young adults provided examples of the problems faced by high-ability students with learning disabilities, as well as the specific compensation strategies the used to address and overcome these problems. Four of the participants had been identified as having a learning disability in elementary school; six were identified in junior or senior high school; and two were not diagnosed until college. The task of this dissertation was to study the factors that have affected the growth of the Kolhapur church in south Maharashtra and to develop a strategy to revitalize the church. Twenty-five years ago, Seventh-day Adventist churches in Maharashtra were spiritually lively and active. But in recent years the churches have become weak; the attendance is nominal and there is little vibrancy.

Problem

According to the 1992 Valuegenesis Study, a survey of Adventist youth in grades 7-12 showed that 77 percent wanted a deeper relationship with God, and 66 percent were interested or very interested in Bible study. Yet, an informal survey of existing materials created to lead SDA youth into a deeper relationship with Christ through Bible study, baptism into Christ, and active membership in the Adventist Church points to these existing materials as being inadequate in approach and content. Inactive and uninterested members are common in the Seventh-day Adventist Church in the North Tamil Conference. They are the aching, anxious persons who have great difficulty in living in anxiety-provoking settings. The church, if it is going to be an effective instrument to its own membership, needs to be sensitive to what is going on in the life of its members. The conventional wisdom about the scope of state police powers goes like this: in the early days of the Republic, legitimate regulation existed only to prevent concrete harm to specified interests. Sometime around the previous turn of the century, the scope of state police powers expanded; states could regulate as they chose so long as they claimed to be working to promote the public safety, welfare, or morality. This article examines a number of recent state constitutional decisions having to do with sodomy, parenting, marriage, and procreation and argues that in deciding these cases the courts are returning to the …

Elian Or Alien--The Contradictions Of Protecting Undocumented Children Under The Special Immigrant Juvenile Statute, Gregory Zhong Tian Chen

UC Law Constitutional Quarterly

In 1990, Congress enacted the Special Immigrant Juvenile ("SIJ") statute establishing a new form of immigration relief for undocumented children who have suffered from family abuse, neglect, or abandonment. The new law called for cooperation between federal immigration and state child welfare authorities in the implementation of the SIJ law, particularly with regard to jurisdictional and custodial power. Since the late nineteenth century, the federal government has asserted and maintained control over immigration matters, including determinations of individual immigration status. State and local governments, however, have historically taken principal responsibility for protecting the health, safety, and welfare of children within …
