Optical Monitoring And Forecasting Systems For Harmful Algal Blooms: Possibility Or Pipe Dream?, Mark A. Moline, Oscar Schofield, Joe Grzymski, Paul W. Bissett, Gary J. Kirkpatrick, David F. Millie, Collin S. Roesler
Biological Sciences
Monitoring programs for harmful algal blooms (HABs) are currently reactive and provide little or no means for advance warning. Given this, the development of algal forecasting systems would be of great use because they could guide traditional monitoring programs and provide a proactive means for responding to HABs. Forecasting systems will require near real-time observational capabilities and hydrodynamic/biological models designed to run in the forecast mode. These observational networks must detect and forecast over ecologically relevant spatial/ temporal scales. One solution is to incorporate a multiplatform optical approach utilizing remote sensing and in situ moored technologies. Recent advances in instrumentation …

For more than thirty years, AmeriCorps*VISTA (Volunteers in Service to America) members have been serving disadvantaged communities. The program is dedicated to increasing the capability of people to improve the conditions of their lives.
Foster Grandparents are part of the National Senior Service Corps, a network of more than a half-million seniors who are making a difference as volunteers. Since 1965 the Foster Grandparents Program has tapped the experience, skills, talents, interests and creativity of seniors age 55 and older. They serve 20 hours a week in: schools, hospitals, day care centers, homes for abused and abandoned children, Head Start, …

An individual is involved in an automobile accident and is arrested for driving under the influence. A few days after being re- leased, he receives several letters in the mail. One is from a chiropractor offering services to treat his injuries. Another is from an alcohol abuse treatment center. Yet another is from an attorney who defends traffic offenses. Each of the solicitors obtained the individual's name and address from publicly available records concerning the incident. The letters are truthful and not misleading, but utilize publicly available information for purely commercial purposes at the expense of the individual's privacy.

A crowd of "mutilados," Portuguese for the mutilated ones, gathered outside the CARE office in Menongue, Angola. Among them were a few with prosthetic limbs, mostly ill fitting. As for the rest of the legless, they got around on crutches that looked like found objects. Several people in the crowd had lost an arm, one person was missing both. Another man had the requisite number of arms and legs, but no hands. These were survivors of landmines.

The use of weapons against people or targets containing people inevitably has a direct impact on the health of those people. This impact is related to factors dependent on the design of weapons and on their use. The nature of injury is closely related to the design of the weapon; wounds from bullets, fragments, and buried anti-personnel mines are distinguishable. Factors dependent on the user, such as discipline and desire to avoid or injure civilians, determine the number and kind of people injured and may, in the case of bullets, determine which part of the body is injured. Battambang Province has rich soil, precious gems and forests. The area once produced enough food to feed the entire country. Now the major harvest is landmines and unexploded munitions. But the province, now at peace, does provide opportunity. Villages are springing up wherever road improvements are made. People are homesteading regardless of the risk of landmines and buried bombs or the fact that there is no infrastructure to support them. Those that can't cope, and many can't, end up back in refugee camps or destitute in the larger cities.

In many war-torn countries, animosity is so great between warring factions that medical care is often denied to those in need because of their religion, ethnic identity, or political affiliations. Landmine victims have been the focus of attention since the formation of the International Campaign to Ban Landmines (ICBL), and this naturally peaked in 1997 with the signing of the Ottawa agreement. This event, while incredible, needs to be looked at as part of an ongoing process in the rehabilitation of people with mobility impairment living in low income. These are often considered as only landmine victims, but the context is wider.
