Speaking To Tribal Judges On The Matter Of Improving Children's Court Practice In Child Abuse And Neglect Cases In Our Country: A Proposal For A Uniform Children's Code, Julian D. Pinkham

University of Michigan Journal of Law Reform

Since the 1970 the responsibilities of the tribal children's courts have increased dramatically. In child welfare case tribal courts no longer simply determine whether a child has been abused or neglected. They now also oversee the placement of the child in a shelter, foster care, or a permanent home, as well as determine the parent's treatment or visitation rights The complexity of the cases causes unacceptable delays in placing Indian children in need of care and hinders the placement of Indian children within the tribal community.

Judge Pinkham introduces a proposed solution to the problems of current tribal child welfare …

Bolivia And Coca: Law, Policy, And Drug Control, Melanie R. Hallums Oct 1997

Bolivia And Coca: Law, Policy, And Drug Control, Melanie R. Hallums

Vanderbilt Journal of Transnational Law

International drug trafficking looms large in the future of international relations. Although drug production and consumption can no longer be labeled as problems belonging to a few discrete nations, some countries' identities in the international arena are still shaped by their perception as drug-producing nations. Bolivia is one such country. Coca and cocaine have dominated its modern history and will continue to dominate its future. Bolivia's experience, however, is representative of not only other Andean nations' struggles with the drug epidemic, but of the international community's struggle with drug trafficking.

This Note sheds light on the legal tools to address …

The Use Of Profiling To Target Services In State Welfare-To-Work Programs: An Example Of Process And Implementation, Randall W. Eberts Oct 1997

The Use Of Profiling To Target Services In State Welfare-To-Work Programs: An Example Of Process And Implementation, Randall W. Eberts

Upjohn Institute Working Papers

The purpose of this paper is to provide preliminary information about the design of a pilot project to test the efficacy of profiling and referring welfare-to-work participants. Welfare reform requires welfare recipients, with few exceptions, to participate in work activities and ultimately become economically self-sufficient. Welfare recipients possess a wide variation in job readiness skills, ranging from those who are ready and able to work to those who face significant barriers to employment. The challenge of the local administrator of welfare-to-work programs is to target services to those who need them the most. Yet, most programs provide the same services …

Preliminary Evidence On Impacts Of Active Labor Programs In Hungary And Poland, Christopher J. O'Leary Oct 1997

Preliminary Evidence On Impacts Of Active Labor Programs In Hungary And Poland, Christopher J. O'Leary

Upjohn Institute Working Papers

To ease the hardship associated with worker dislocation and to maintain social stability during the transition to markets, the governments of Hungary and Poland provide labor force members with unemployment compensation and a variety of active labor programs (ALPs). Follow-up surveys of participants in retraining, public works, wage subsidies, self-employment, and comparison groups were done in Hungary and Poland in early 1997. Preliminary analysis suggests positive net impacts for most ALPs and additive benefits from the use of the employment service in both countries. Strong evidence of nonrandom assignment to programs means that great care should be used in interpreting …

Development And Evaluation Of Activity-Oriented Nutrition Classes For Pregnant And Parenting Teens, Darcy Owen, Patricia Kendall, Karen Wilken

Journal of Extension

A 4-week nutrition workshop series for pregnant and parenting teens was developed and pilot-tested with four groups of teens (n=60); 10 teens served as the control. Evaluation methods consisted of pre/post knowledge tests, skill/behavior checklists, and 24-hour food recalls. Mean knowledge score increased significantly (p < 0.001) from 58% pre-workshop to 87% post-workshop compared to no change in the control group. further, 87% of participants reported nutrition-related improvements in skills/behaviors. despite this, no significant improvement in self-reported dietary intake was seen. observed barriers to dietary change included lack of control over food purchasing and preparation and lack of readiness to change dietary habits.
